About this file
This is a Determination & Findings document for a single-source acquisition authorized by the Contracting Officer for the U.S. Air Force, 50th Contracting Squadron, dated August 12, 2026.
The acquisition concerns Corning Optical fiber optic components and related installation toolkits, specifically: CCH Splice Cassette 24F LC (models CCH-CS24-E4-P00QE and CCH-CS24-A9-P00RE), UniCam Connector LC 50 um MM OM3/4 (500 quantity model 95-050-99-X and 250 quantity model 95-050-41-X), and UniCam High-Performance Installation Toolkit compatible with LC, SC and ST connectors (model TKT-UNICAM-PFC). The justification for sole-source procurement is based on RFO 11.204(a)(2)(ii) (Brand Name), establishing that the particular brand name and product features are essential to government requirements. The findings document that Corning Optical fiber is used exclusively across the specified mission hardware, that Corning connectors are the only compatible components with existing fiber toolkits, and that alternative connectors would result in excessive cost and mission degradation. Additionally, the existing toolkits are only compatible with Corning connectors, replacement toolkits would be cost-prohibitive, and technicians have received third-party certifications specific to Corning kits. The Contracting Officer, JOSHUA R. STONE, TSgt, USAF, approved the determination under the authority of DAF Approval Authorities Matrix PM 26-C-11.
