About this file
This is a Determination and Findings (D&F) document for a sole source acquisition by the 50th Contracting Squadron at Columbus Air Force Base (CFC). The contracting officer, Joshua R. Stone, SSgt, USAF, approved this determination on May 28, 2026.
The acquisition is for Fujikura Fiber Splicers and Fiber Cleavers. The contracting officer justified the sole source procurement under RFO 11.204(a)(2)(ii) (Brand Name), determining that the particular brand name is essential to the Government's requirements and that other companies' similar products lack the necessary features or cannot be modified to meet the agency's needs. The Government cited interoperability certification, direct compatibility with existing Air Force Information Network (AFIN) infrastructure, trained personnel currently qualified on Fujikura equipment, and Air Force Life Cycle Management Center compliance as justification. The document notes that any alternative device must receive approval from the Joint Interoperability Test Command (JITC) or the Chief Information Officer for Combatant Commands. The determination also references that retraining all personnel on alternative equipment would result in significant costs. The Contracting Officer, as the approval authority under DAF Approval Authorities Matrix PM 26-C-11 Matrix Item 51, determined the sole source action is justified under the applicable regulation.

Text version
The Fujikura Fiber Splicer and Fiber Cleaver are directly compatible with the existing infrastructure and Air Force technicians are trained to use this equipment throughout the area of operations. The requested equipment is the same type used throughout the Air Force Information Network (AFIN) and is fully compliant with the Air Force Life Cycle Management Center. Selection of Fujikura brand name hardware reduces management overhead and future training costs. This equipment being purchased has received Interoperability certification via testing by the United States Information Systems Engineering Command Technology Integration Center. Any other device being used must be approved by the Joint Interoperability Test Command (JITC) or Chief Information Officer for Combatant Commands.
