Evaluation Factors for Award FAR Provision 52.212-2 Evaluation - Commercial Items. applies to this acquisition. As prescribed in RFO 12.205(a), the following addendum is provided for this solicitation and hereby amends any language therein:
A. Basis of Contract Award: The Government intends to award a contract resulting from this solicitation to the responsible vendor whose offer conforming to the solicitation will be most advantageous to the Government, considering the factors listed in this provision.
1. The Government intends to award a single firm fixed price purchase order to the responsible vendor whose quotation represents the best value, price, and other factors considered, using comparative evaluation in accordance with RFO 12.203(a). The Government may compare quotes to one another to determine which provides the best value. The Government may accept other than the lowest priced quote if it provides greater overall value and may make award on initial quotes without discussions.
2. Non price factors, when combined are approximately equal to price. The Government reserves the right to consider a quotation with a higher price if it provides greater overall value.
3. The Government reserved the right to consider information readily available (e.g. recent similar orders or CPARS) to assess responsibility (RFO 9.104) or performance risk if necessary.
4. The Government intends to make an award without conducting exchanges with vendors after the close of the solicitation. Therefore, vendors should provide their best available pricing and to the Government their initial quote. However, the Government reserves the right to enter into exchanges with all, some, or none of the offers at any time during the evaluation period if deemed in the best interests of the Government to do so.
B. Evaluation Factors: The following shall be used to evaluate quotes:
1. Technical Acceptability: The Government will review each quote to determine the disintegrator's technical capabilities meet the salient characteristics and NSA EPL at minimum. Technical acceptability will be based on the understanding of the requirement and the offeror's ability to meet or exceed all characteristics/specifications of the
RFQ.
2. Delivery: Ability to deliver the product within 30 days or close to 30 days after award.
3. Warranty: Provide a minimum of one year warranty on the product.
4. Pricing: Will be evaluated for the reasonableness and overall value to the Government.
Relative Importance: Non-priced factors, when combined, are approximately equal to price. The Government reserves the right to consider a quotation with a higher price for contract award if it provides greater overall value to the Government.
Procedures: The Government may evaluate quotations without conducting discussions and may accept other than the lowest-priced quotation if it is determined to be the best value. The Government may make award based on initial quotes, so vendors are encouraged to submit their best terms with the initial quotation. A written notice of award electronically mailed or otherwise furnished to the successful vendor within the time for acceptance outlined in RFO 52.212-1 shall result in a binding contract without further action by either party. Before the quotes specified expiration time, the Government may accept a quote whether or not there are exchanges after its receipt, unless a written notice of withdrawal is received before award.
