I. Contracting Activity.

50th Contracting Squadron, 210 Falcon Parkway, Suite 2116, Schriever Space Force Base, Colorado 80912

II. Nature and/or description of the action being processed.

The 50th Security Forces Squadron (50 SFS) has a requirement to procure the services and materials necessary to equip Schriever Space Force Base's (SSFB) units with Access Control Systems/Badge Manager Systems (ACS/BMS) that would allow Security Managers to add/remove Discrete Control Authorization (DCA)'s/groupings to their respective areas.

This Sole Source Justification (SSJ) is for a single contract action, is a brand name requirement for Vindicator Badging Manager System, and will be a 100% Small Business set-aside. The contract type will be a Firm Fixed Price for commodities with incidental services to expand the existing building entry/access control hardware and software systems on SSFB. The Contract Line Item (CLIN) structure will include a single CLIN for all hardware and the ancillary services (installation and initial setup). The contract will not include options.

III. Description of supplies/services required to meet agency needs.

The Government requires expansion of its existing ACS/BMS systems to support increased needs for access on SSFB, as well as to incorporate new buildings and users at SSFB. This is a critical requirement to maintain security and access control for the entirety of the base covered under the existing ACS/BMS. A total of 31 badging systems is being sought for the units across SSFB with an estimated value of . Equipment quantities are listed below. Quantity estimates for labor categories and hours, as well as travel, per diem, lodging, etc., required for installation and programming, are as provided in the Independent Government Estimate (IGE).

Below is a list of items needed for the badging access control system requirement. This equipment list is effectively the salient characteristics.

Finally, the requirement also includes specifications for system software and hardware identification as follows: System software must include the ability to pull audit logs by badge number and/or badge reader location. Software is defined as Information Assurance (IA)-enabled products. IA-enabled products shall be certified by the National Information Assurance Partnership (NIAP) and be listed on their approval listings (https://www.niap-ccevs.org/Product/). Products under evaluation will not be accepted. Hardware list must include manufacturer, part number, and description. Software list must include name, version, manufacturer, description, ports used, protocols used, services used, and license expiration if applicable. Contract will support equipment manufacturers documented warranties that exceed one year.

Intellectual Property (IP) is not a part of the requirement. The requirement for contractor data (including repurchase data) and data rights, their estimated cost, and the use to be made of the data are not included in this project.

IV. Statutory authority permitting other than full and open competition.

DAFFARS 5313.501 - 10 U.S.C. 3572, Implementation of Simplified Acquisition Procedures (41 U.S.C. 1901)

V. Demonstration that the contractor's unique qualifications or nature of the acquisition requires the use of the authority cited above (applicability of authority).

As outlined below, there are three key reasons why the Government's requirement necessitates a 'brand name only' purchase of the Vindicator system.

Air Force Lifecycle Management Center (AFLCMC) is investing funds to upgrade systems in all Air Force/Space Force locations with Vindicator installed. Funds invested at Schriever would be sunk costs should the Vindicator system be replaced. As stated in Alternative 1, the research time to find a replacement system that meets the 50 SFS current requirements is estimated at a minimum of three months. Should a satisfactory system be located, another 6-12 months is estimated to place the requirement on contract, followed by estimated equipment and installation lead times of 2-6 months, then additional time to program the system and train users. Badging for the entire RA populace would then need to be reaccomplished, potentially placing missions at risk if there are access issues. Finally, the possibility is that no other system exists that performs the badging creation, report generation, access control, and system management required by 50 SFS for the safety, security, and mission execution of SSFB.

Reason 3: added lifecycle costs from a new or parallel system would be equally excessive. The purchase of a parallel non-Vindicator operating system as in Alternative 1 would carry unreasonable lifecycle costs. A parallel non-Vindicator system tying into the 50 SFS existing Vindicator system would require all technicians performing work on the new system, whether for initial install or sustainment, to be dual certified. Costs for maintenance would increase, even double, as technicians available to perform sustainment are rarely certified in more than one system. Annual software license updates and upgrades as required would also double as the Vindicator and parallel non- Vindicator would require unique software and programming. 50 SFS is planning to send its personnel to become Vindicator-certified; the costs to certify would double, and estimated time to train would increase by more than 50% as personnel would not have experience with the new system going into training. In addition to direct lifecycle costs, both Alternatives 1 and 2 would present challenges for the 50 SFS' ability to conduct program management and would generate restrictive increases in associated man hours.

Beyond the lifecycle costs associated with either Alternative, it was identified that information sharing between the Vindicator system and parallel non-Vindicator in the Alternative 1 scenario would be impaired at best, if successful at all. In the Alternative 1 situation, for example, if 50 SFS were to attempt to pull access logs in response to an investigation or incident, the operating systems would not communicate. This would force 50 SFS to coordinate with the 31 units individually instead of being able to pull reports remotely, real time, as with the current capability. This alone would represent a crucial mission failure for 50 SFS and could lead to major hurdles during investigations where time is of the essence.

The selected contractor must be certified to service and install Vindicator Systems products. All purchased hardware and software must be compatible with Vindicator Systems products and must be able to:

- Allow badging operators and administrators to get a consolidated view into the access control system.

- Allow operators to view, search for, and manage all badge holders across the system from any installed badge manager workstations

- Provide an intuitive badge profile creation and management toolkit

- Allow security managers to view and authorize/revoke access to personnel for assigned unit grouping within the system

- Allow security managers to quickly and easily see which locations or areas are accessible to individual assigned unit badge holders or groups

- Allow security managers to quickly and easily see which schedules are in effect for individual assigned unit badge holders or groups

- Allow security managers to quickly and easily see which rules are applied to individual assigned unit badge holders or groups

- Provide security managers with the option to create and manage rules, authorizations, and combinations for their assigned unit grouping

- Push and pull records to/from a V5 server

- Ensure locations, authorization levels, group rules, and schedules are reflected on a V5 server

This procurement requires the use of the brand name products manufactured by Honeywell Vindicator Technology, Inc., and authorized resale vendors of Vindicator products and services.

VI. Description of efforts made to ensure that offers are solicited from as many potential sources as practicable.

The CO will solicit this requirement on SAM.gov as a 100% Small Business set-aside. Based on market research and industry feedback, it is anticipated that competitive quotes will be received in response to this solicitation.

A Sources Sought was published on SAM.gov, FA255024RFI82224, "Badge Manager System Install", on Thursday, August 22, 2024. After additional discussions with the requirement owner on Tuesday, August 27, 2024, contracting amended the sources sought with additional information due to this being a brand name purchase.

On Tuesday, August 27, 2024, the sources sought on SAM.Gov was updated and subsequently closed on Wednesday, September 4, 2024. During this period, five (5) vendors responded to the sources sought. Out of these five (5) vendors, four (4) are small businesses and one (1) is a large business.

Based on the high level of interest and response from small businesses, it has been decided that this requirement will be set aside for 100% total small business. This decision ensures that small businesses have the opportunity to compete and participate in the requirement.

VII. Determination by the Contracting Officer that the anticipated cost to the Government will be fair and reasonable.

The Contracting Officer (CO) intends to base the price fair and reasonable on competition as a result of soliciting to garner competition through SAM.Gov. The CO expects that they will be able to determine that the anticipated cost to the Government for this action will be fair and reasonable based on competitive quotations IAW FAR 13.106-3(a)(1).

VIII. Description of the market research conducted and the results, or a statement of the reasons market research was not conducted.

A search was conducted on SAM.gov to see if there were previous purchases for same or similar requirement. FA489724AC024 at Mountain Home Air Force Base, Idaho included a Brand Name J&A for Vindicator System and provided a letter from the manufacturer, Honeywell Vindicator Technologies, stating that there is not another suitable or equal product that works with existing Vindicator system.

Five (5) vendors responded to the sources sought posted on SAM.Gov. Out of these five (5) vendors, four (4) are small businesses and one (1) is a large business.
