Questions for 50 SFS Badge Manager System Install, FA255024Q0056
1. There is not a requirement for the physical security system with access control to be designed and approved by a Registered CSEIP (Certified System Engineer ICAM PACS) in order to ensure effective implementation and compliance with federal requirements, prior to submission to the Contracting Officer. Please confirm if a Registered CSEIP will be added as a requirement to the solicitation.
50 SFS RESPONSE: CSEIP is not a requirement. However, installers must be Vindicator Certified Technicians and possess a security plus certification at a minimum.
2. There is not a requirement in the solicitation for the security system and access control to be compliant with FIPS 201 which specifies personal identity verification requirements for the government. Please confirm if the physical security system will need to be FIPS 201 compliant and thus designed and approved by a CSEIP to ensure compliance.
50 SFS RESPONSE: No, it does not need to be FIPS 201 compliant. However, installers must be Vindicator Certified Technicians and possess a security plus certification at a minimum.
3. Can you provide building schematics?
50 SFS RESPONSE: Yes, these will be handed over upon awarding of contract.
4. Are you able to provide point of entry numbers?
50 SFS RESPONSE: Yes, these will be handed over upon awarding of contract.
5. Are there any other specific requirements?
50 SFS RESPONSE: ICD 705 will need to be met if tenant units decide to house VBM inside a SCIF as well as DAFi 31-101 compliancy.
6. Description/Specifications/Statement of Work: Can the Government confirm the total number of units that will require a VCC or other means of providing graphical interfaces? Additionally, please confirm that all 31 buildings will require a SAW 2.
50 SFS RESPONSE: The tenant units will not require a graphical interface. None of the 31 units will require a SAW station. 50 SFS will maintain the ability to pull reports for Schriever Personnel.
7. STATEMENT OF WORK, 7. SCOPE. Page 5: Can the Government please confirm that the following statement is an accurate interpretation of the SOW training requirements:
30 Minute Security Manager Training Sessions: Group size limited to a maximum of (2) individuals per session and not to exceed 52 individuals in total.
30 Minute Training Sessions for Security Force Members. Group size limited to (4) individuals per session and not to exceed 56 people in total.
50 SFS RESPONSE: Security Manager training will need to be bumped to 62 individuals and Security Forces will need to be reduced to 8 personnel in total.
8. Can the Government please provide basic floor plans for the facilities?
50 SFS RESPONSE: The tenant units will be able to provide an unclassified basic floor plan for the facilities they will put the VBM terminal in.
9. Can the Government provide a current equipment list being utilized by the 50 SFS (Including model numbers).
50 SFS RESPONSE: 548-53000-11 is the model number of the VBM 50 SFS will utilize up completion of windows 10 upgrade. 50 SFS is currently using a 548-53000-01.
10. Can the Government provide a network map, if one exists, that details how the current system is connected or whether the existing system is connected to a network.
50 SFS RESPONSE: There is a network map form 2011 that will be provided upon award of contract.
11. Are there possible construction requirements included in this project? Drywall work, paint, etc.
50 SFS RESPONSE: There is the potential for this, however there will be above ceiling conduit work.
12. Are current drawings or engineering documents available for access? Specifically, those of the current systems for possible deprecation and upgrade requirements.
50 SFS RESPONSE: There are older as builts for 90% of the facilities that will be handed over upon award of contract.
13. Can the delivered monitor be a 17” LCD VGA, HDMI, DP monitor instead of a 22” LCD.
50 SFS RESPONSE: Yes it can, as long as it does not hinder functionality.
14. Is the contractor responsible for ensuring system software updates and personnel training updates during the warranty period stated in the SOW.
50 SFS RESPONSE: Yes the awardee will be responsible for software updates and personnel training updates during the warranty period stated in the SOW.
