About this file
This document contains questions and responses related to a solicitation for replacing domestic water pumps at Building 420 at Glen Air Force Base. The solicitation seeks replacement of two large domestic pumps with a combination of small and medium pumps operating on variable frequency drives to cover a wider flow range between 100 and 600 gallons per minute. It also requires replacement of all steel water piping infrastructure to accommodate resizing for new pump flows and installation of new valves and fittings to simplify maintenance. The contractor must install a new fire department connection in an accessible location approved by the SAFB fire department.

NOTE: DUPLICATE QUESTIONS WERE REMOVED
01. There are several overlapping specification sections within the concrete portion of this package. Section 03 30 53 is used to be all inclusive manufacturing, transporting, placing, finishing, and curing of concrete on projects less than 500 cubic yards. This project is anticipated to be well under 500 cubic yards, would it be possible to use section 03 30 53 as the guiding specification and omit sections 03 11 13.00 10, 03 15 00.00 10, 03 30 00, 03 35 00.00 10, 03 39 00.00 10?
CE Response: Do not omit specification sections.
02. Specification sections 03 30 00 and 03 30 53 were included within the project. These specifications are intended to be included exclusively (either 03 30 00 or 03 30 53) not both. 03 30 53 is intended for project with less than 500 cubic yards of concrete, which would be applicable for this project. Please confirm which specification is to be followed.
CE Response: Do not omit specification sections.
03. Specification section 03 11 13.00 10 is included within the bid package and appears to be edited to specify concrete wall forming construction. Contractor did not see any concrete wall construction included within the SOW or drawings, please confirm that this specification (and associated submittals) are not applicable.
CE Response: Do not omit specification sections.
04. Specification sections 03 15 00.00 10, 03 20 00.00 10, 03 30 00, 31 00 00, 33 11 00, 40 05 13 appear to detail a “unit pricing” method on several occasions. Please confirm that this is incorrect, and contractor is required to provide proposal using FFP (firm fixed price) method.
CE Response: The unit pricing referenced in the Specifications is not applicable. However, contractor’s proposals do need to comply with the SF 1442, specifically Section L 7(B).
05. Specification section 03 20 00.00 10 paragraph 2.3.1 states requirements for epoxy coated reinforcing, what reinforcing is required to be epoxy coated?
CE Response: See requirements documents.
06. Specification section 03 20 00.00 10 paragraph 2.8.1 states requirements for reinforcement steel tests. Is this required on the project, given the relatively minor nature of the reinforcing in this project?
CE Response: See requirements documents.
07. Specification section 03 20 00.00 10 paragraph 3.4.2.2 states requirements for tension tests. Is this required on the project, given the relatively minor nature of the reinforcing in this project?
CE Response: See requirements documents.
08. There are several items within specification section 03 30 00, which are intended for concrete project of a much larger scale and complexity that will, in the contractor’s opinion, unnecessarily increase the cost of the project. Please confirm the applicability of each paragraph of said section below:
| a. | 1.6.1.1 – Concrete Mix Design – Batch trial testing is unnecessary for small quantity concrete |
| b. | 1.6.2.1 – Reinforcing Steel Shop Drawings |
| c. | 1.6.3.1 – Concrete Curing Plan |
| d. | 1.6.4.1 – Flyash test reports |
| e. | 1.6.5 – Concrete QC Plan (IAW ACI 121R) |
| f. | 1.6.6 – Quality Control Personnel Certifications |
| g. | 1.6.6.1 – Quality Manager Qualifications |
| h. | 1.7 – Environmental Requirements |
| i. | 2.3.1.1 thru 2.3.1.5 – Mix Design Requirements – There are no footings, walls, slabs, frame members or foundation walls |
| j. | 2.3.1.6 – Mix proportions |
| k. | 2.3.1.7 – Required average strength |
| l. | 2.6.1 – Liquid floor hardener |
| m. | 3.6.2 – Mixing – these requirements add significant cost, if they are to be added because of entry into the restricted area |
| n. | 3.12 – Concrete floor topping |
CE Response: See requirements documents and specifications.
09. Specification section 03 30 00 paragraph 2.4.1.1 states requirements for 30% minimum fly-ash. This is unusually high for specification concrete; suggest revising to 20% maximum.
CE Response: Follow requirements documents and specifications.
010. Specification section 31 00 00 paragraph 3.16.3 currently states that contractor is required to perform “check tests” via sand cone method at the same frequency as the standard nuclear density tests are performed. This specification is usually edited to have “check tests” performed at a 1:10 ratio to ensure the nuclear density tests are performing properly. Would it be acceptable to perform one check test per ten density tests?
CE Response: See requirements documents and specifications.
011. Specification section 31 11 00 states requirements for clearing and grubbing. Are there any trees to be cleared in this project?
CE Response: No trees are anticipated to be cleared in this project.
012. Specification section 32 92 23 states requirements for sodding. Is there any sod to be replaced in this project?
CE Response: Contractor has to return areas disturbed to natural conditions.
013. The added specifications for this project requires a full time superintendent, full time quality control manager and full time SSHO, with no other project duties. Please confirm this requirement.
CE Response: It’s the contractor’s responsibility to bid on a project with sufficient amount of personnel. If the contractor can ensure personnel can do multiple jobs effectively then that would be their proposed manning.
014. Specification section 01 45 00.00 10, requires that the QC manager be a graduate engineer, architect or construction manager. This requirement seems excessive for the scope of this project, please confirm this requirement.
CE Response: Specification 01 45 00.00 10 is a guideline template. However, contractor’s proposals do need to comply with the SF 1442, specifically Section L 7(B).
015. Specification 01 32 01.00 10 requires a primavera P6 schedule. This requirement adds significant cost to the project and seems unnecessary for a mostly single discipline project.
A. Does the government require this specification to be followed?
CE Response: Primavera P6 schedule not required. Provide project schedule using AF 3064.
B. If so, does the government have the means (primavera P6 software) to review the schedule? If not, will the contractor be required to provide these means?
CE Response: Primavera P6 schedule not required. Contractor not required to provide these means.
016. Specification section 01 91 00.15 requires total building commissioning of the plumbing system, water piping and mixing systems and building envelope.
A. Is this requirement necessary? Total building commissioning requires compliance with UFC 1-200-02 and adds significant cost to the project.
CE Response: See requirements documents and specifications.
B. If necessary, how can the building envelope be commissioned when there is no architectural scope within the project? Is it to be assumed that the existing building envelope is compliant?
CE Response: Assume that the existing building envelope is compliant.
017. Specification section 03 11 13.00 10, requires sample panels. The only concrete within the scope of the project is housekeeping pads. Are [sample panels] necessary?
CE Response: See requirements documents and specifications.
018. Specification section 03 30 00, makes reference to a concrete curing plan, quality control plan, environmental requirements (ventilation), are these requirement applicable for the limited concrete scope within the project?
CE Response: See requirements documents and specifications. Submittal requirements are also contained in the AF66.
019. Specification section 03 30 00, references 5000 psi concrete for slabs on grade, however the drawings reference 3000 psi. Please confirm which is applicable.
CE Response: Reference drawings.
020. Specification section 03 30 00, reference chemical floor hardener and concrete floor toppings. Please confirm this is not applicable for this project.
CE Response: Project is not anticipated to require those work. However, it may be required if Contractor causes damage to floor.
NOTE: Contractors are reminded to provide any assumptions in their proposals.
