About this file
This solicitation is for the replacement of domestic water pumps and piping infrastructure at Building 420 at Space Force Base Glen. Rather than two large pumps, the new system will utilize a combination of small, medium, and jockey pumps operating on variable frequency drives to cover a wider normal flow range of 100 to 600 gallons per minute. Three medium pumps running in parallel will meet maximum daily demand plus fire flow requirements, with a fourth identical medium pump as a standby. The existing diesel fire pump will remain. Table 1 of the attached design analysis lists the major pump and VFD equipment. All steel piping will be replaced with resized pipes for the new pump flows and equipped with new valves and fittings for ease of maintenance. The contractor will install a new fire department connection in an approved, easily accessible location from the roadway. The Air Force is soliciting proposals due by the date specified in solicitation number FA2550-20-R-0002 to provide a reliable water supply over a range of conditions throughout the day and year at the specified distribution pressures.

SECTIONFOUR Analysis by Discipline
4. ANALYSIS BY DISCIPLINE:
4.1. PROCESS/ MECHANICAL ENGINEERING:
4.1.1. EXISTING SYSTEM ASSESSMENT:
Building 420 houses the domestic water pump system for SAFB. This facility is located inside the Restricted Area (RA).
There are currently two American Marsh domestic water pumps in service in Building 420. These pumps run on variable frequency drives (VFD), and are rated for 1,500 gpm at 90 psi. They are powered by 125 horsepower (HP) electric motors.
There is room for one additional domestic water supply standby pump which can be added for redundancy. The pumps are set at a pre-set pressure of approximately 84 psi. These domestic water pumps are oversized for the wide range of flows at SAFB.
Night time flows are below 100 gpm. Even with the VFD’s, these low flows operate substantially outside the recommended range for these pumps.
There are also three fire pumps housed in Building 420. Two of the fire pumps are 125 HP electric fire pumps, each rated for 1,000 gpm at 125 psi. The third fire pump is a 2012 diesel driven single stage fire pump rated for 1,500 gpm at 125 psi. The third diesel fire pump provides approximately 24 hours of backup water at full engine power. Table 1 summarizes the existing pump system.
4.1.2. IDENTIFIED IMPROVEMENTS:
Instead of having two large domestic pumps, a combination of small and medium domestic pumps operating on VFDs would cover a wider flow range. During normal operation, one to three pumps would cover a range of flow between about 100 gpm and 600 gpm. The MDD plus fire flow demand would be met with three medium pumps running in parallel. To provide a reliable water supply, a fourth identical medium pump can be installed as a standby pump or the existing diesel fire pump could be kept as a backup for firm capacity. Since the diesel fire pump is new as of 2012, this pump could remain in service as is. Table 1 lists the major pump and VFD equipment. The fourth Medium Pump is in included in the design since it was listed in the statement of work, but this pump is not required for firm capacity if the existing diesel fire pump remains in service.
The proposed pump configuration would provide SAFB more operational flexibility, and the pumps would operate at much higher efficiencies than the existing pumping equipment.
Additionally, all steel piping infrastructure in and around Building 420 requires replacement, with pipes resized for the flows from the new pumps, and equipped with new valves and fittings to provide simplicity of maintenance and repairs.

4.1.3. CALCULATIONS
HYDRAULIC ANALYSIS:
The water distribution system must be able to supply water demands with sufficient service pressure and water quality over a range of fluctuating conditions that vary throughout the day and over the course of a year. AECOM created a hydraulic model using AFT Fathom software to verify and complete the final hydraulics. This included calculating the required head and pump turndown for each of the three pump types (Medium Pump, Small Pump, and Jockey Pump) at the required flow conditions, taking into account the frictional losses in the pipe system due to the recommended change in pipe sizes within the building. AECOM targeted a distribution pressure of 84 psi for normal water flow and 110 psi for fire flow.
Per the report “Potable Water System Analysis and Modeling, URS 2016”, the required flow demands for the SAFB potable water supply pumps are as follows:
Table 2: Demand Conditions
Demand Condition Total Demand (gpm)
Nightly flows < 40 gpm
Average Daily Demand (ADD) 156 gpm
Maximum Day Demand (MDD) 381 gpm
Peak Hour Demand (PHD) 225 gpm
Fire Flow Demand 1,500 gpm
Firm Pumping Capacity Required (MDD + Fire Flow)
1881 gpm
Where the terms used are defined as follows:
• Average Day Demand (ADD) is the total water usage over the course of the year divided by the total number of days in the year.
• Maximum Day Demand (MDD) is the maximum volume of water used in a single day during the year. For SAFB, this likely occurs on a day in the month of July.
• Peak Hour Demand (PHD) is the maximum volume of water used in any one hour throughout the year.
Based on these flow requirements, the following operating points were determined.
Table 3: Medium Pump Operating Points
Medium Pump Flow (gpm) Head (ft) Design Point 381 198 Min Flow 200 197 Max Flow 750 261

The figure below shows the representative pump curves for the various operating points running at full speed and reduced speed, calculated using affinity laws. Actual pump curves will depend on the final pumps selected.
Figure 1: Representative Pump Curves
MATERIAL SELECTION:
Piping material is selected to be AWWA C200 steel pipe. Piping 4” and greater will be cement-mortar-lined per AWWA C205 with lining thickness as specified in the table below.
Table 6: Cement-mortar-lining thickness per AWWA C205
Nominal Pipe Size (in.) Lining Thickness (in.) Tolerance (in.)
4-10 1/2 -1/16, +1/8
11-23 5/16 -1/16, +1/8
Piping less than 4” will be galvanized steel. AECOM calculated the required minimum wall thickness of the pipe by pipe size per AWWA M11 guidelines (see Appendix D for calculation results). If the calculated required wall thickness is less than industry standards, than the minimum wall thickness per typical vendor standards may be used.
For external protection of underground pipe outside of Building 420, both tape wrap coating (in accordance with AWWA standard C214) or epoxy coating (in accordance with AWWA standard C210, C213, C215, C218 or C222) are acceptable. Indoor pipe shall be painted per industry standards.
NPSHA CONSIDERATIONS:
The potable water storage for diurnal equalization, fire flows, and emergency supply is provided by two tanks (Tk-1 and Tk-2). The two tanks are identical and located adjacent to the booster pumping station in Building 420. These identical, below grade, concrete, square storage tanks are located northwest of Building 420. Per Potable Water System Analysis and Modeling, URS 2016, the maximum water level is 23 feet and the normal minimum water level in the tanks is 18 feet. The water level in the tanks is controlled by level sensors. For conservatism, the NPSHA calculation of the pumps within AFT Fathom assumes that the tanks will need to be pumped all of the way down in the event of a fire, and that no tank level will be available.
LINE SIZING ANALYSIS:
A line sizing calculation was performed to determine the appropriate line sizes for the pump station’s new pumps. See Appendix D for calculation results.
COMBINATION AIR/ VACUUM VALVE SIZING ANALYSIS:
A Combination Air/ Vacuum Valve (CAV) is required on the discharge side of each of the pumps to protect against vacuum conditions from occurring during potential pump trips, as well as to release air from typical pump filling and draining operations. A CAV will also be installed at the highpoint of the piping to automatically release entrained air. CAVs are placed at high points to exhaust large volumes of air during pump start-up and pipeline filling. These valves will also admit large volumes of air into the pipeline to protect against internal vacuum conditions during pipeline draining and other conditions. CAVs combine the function of both air/vacuum and air release valves. CAV valves were sized per AWWA M51. A 2-inch CAV with a 1/16-inch orifice is required for the FP-3 fire flows, and a 1.5-inch CAV with a 1/16-inch orifice is required for the medium pumps.
PRESSURE RELEIF VALVE (PRV) CALCULATION:
The maximum recommended discharge pressure from Building 420 is 110 psi to prevent exceeding the pressure rating of Schedule 40 PVC pipe that is present within the system. The distribution system mainly consists of PVC Schedule 40 pipes with sizes that range from 6-inch to 12-inch. The pressure rating of the 12-inch Schedule 40 PVC pipe is 130 psi at 73 deg F. Since the pressure rating of the pipe increases as the pipe diameter decreases, pipe sizes smaller than 12-inch in diameter will have a pressure rating higher than 130 psi. The selected pumps will likely have a dead head pressure of greater than 130 psig (per preliminary vendor pump curves), therefore a PRV will be installed on the distribution water header to protect from over-pressuring the downstream piping. The PCV-01 and PCV-02 will also serve this function, however overpressure analysis requires that these are assumed to fail. A preliminary PSV sizing calculation in accordance with API 520/521 has determined that PRV with a 2.5 sq in area orifice is required, however the PRV size will need to be confirmed by the manufacturer to certify the valve capacity. Pump Control Valve
(PCV) PCV-01 and PCV-02 are recommended to be set at 115 psig. The recommended PRV set pressure is 120 psig.
4.1.4. PRODUCT LITERATURE:
Several pump vendors were contacted to assist with pump selection. Preliminary vendor provided pump cut sheets are provided in Appendix E.
4.2. ELECTRICAL ENGINEERING:
4.2.1. CONFORM TO SAFB LIGHTING DESIGN STANDARDS:
No lighting changes are within the scope of this project.
4.2.2. POWER REQUIREMENTS:
The power requirements for the proposed pump replacements are a net reduction of 75 horsepower. All building loads besides pump motors are to remain. Therefore, the total change in connected load is a reduction of approximately 70 kVA.
4.2.3. ADEQUACY OF EXISTING POWER SUPPLY:
The power supply and power distribution equipment are assumed, at this time, to be adequate for the replacement of pumps. Assuming that the existing equipment is adequately sized for the existing loads, the reduction in loads will be within the existing equipment capacity.
4.2.4. LIGHTING AND OUTLET LOAD:
No new lighting and outlet load is within the scope of this project.
4.2.5. GROUNDING:
New equipment grounding will be established at each new motor controller that is exterior to Motor Control Centers (MCCs). New equipment installed inside of MCCs will be connected to internal MCC grounding bus.
4.2.6. OUTAGES REQUIRED AND OCCUPANT IMPACTS:
The electrical work will require some downtime to change over from existing pumping to new pumping. The phasing described above in Section 2.3 will minimize the duration of outages, but will increase the number of outages.
4.2.7. TEMPORARY POWER REQUIREMENTS:
Temporary power is not anticipated to be required for this effort.
4.2.8. MATERIALS AND METHODS:
All work performed under this project will be covered under the standard specification, Section 26 00 00.00 20 Basic Electrical Materials and Methods.
4.2.9. LOADS FOR SPECIAL EQUIPMENT:

4.2.10. STATEMENT OF STANDARDS SUCH AS VOLTAGE DROP, LIGHTING:
All electrical design will meet the requirements of the NEC or the local Authority Having Jurisdiction. There are no unique impacts associated with the electrical work not covered by the previously mentioned Code or local modifications to that Code.
4.2.11. ELECTRONICS SYSTEMS:
Control wiring information between the new pump VFDs and the ATCC panel is provided for the Base’s use in integrating the VFDs into the ATCC system.
Integration by the Base to consist of confirmation, and addition, if necessary, of available I/O counts and types required for the VFDs and any programming changes required to the ATCC system to perform the pump controls as described in the pump control sequence in the drawings.
4.2.12. CORROSION CONTROL/CATHODIC PROTECTION:
Cathodic protection is included for buried steel pipe outside of Building 420. The system uses three 9 lb high potential magnesium sacrificial anodes, two north of the building and one to the south. Each side of the building includes a common cathodic test station for the buried steel pipe exiting that side of the building.
4.2.13. MAINTAINABILITY OF SYSTEMS AND EQUIPMENT:
The new VFDs will have lockable disconnects (feeder breakers) at the power distribution equipment and lockable local disconnects on the VFD enclosure to provide isolation for maintenance. Furthermore, the control circuits will be isolated from the power circuits within the VFD to provide a safer working environment for controls commissioning, testing, and maintenance.
4.2.14. FAULT CALCULATIONS:
MCC work for this project will be new feeder breaker units (buckets) or new motor control units (units) within existing MCC sections. No new distribution equipment is being added; therefore, fault calculations are not applicable to this project.
4.2.15. LIGHTNING PROTECTION:
Not Applicable.
4.2.16. POWER QUALITY:
The VFDs to be provided for motor control will be low-harmonic drives, either via 18-pulse transformer or active-front-end technology.

Not Applicable.
4.2.18. COORDINATION WITH OTHER DISCIPLINES:
Electrical connections to piping and pumping equipment will be coordinated with Process Mechanical. If applicable, seismic requirements will be coordinated with Structural. No other coordination is anticipated at this time.
4.3. FIRE PROTECTION ENGINEERING:
4.3.1. CONFORM TO NFPA 20 AND UFC:
NFPA 20 Standard for Installation of Stationary Pumps for Fire Protection is not applicable to the domestic pumps in Building 420. In accordance with explanatory material contained in NFPA 20 Article A.4.7.1, the domestic pumps in this pump station are not classified as fire pumps. Furthermore, not being classified as fire pumps, the article states that domestic pumps are not expected to meet the requirements of the NFPA 20 standard regarding fire pumps.
The existing fire pump is not being modified and is outside the scope of this project.
As such UFC 3-600-01 does not apply to this project and it does not require review by a fire protection engineer.
4.4. ENVIRONMENTAL ENGINEERING:
4.4.1. LEAD-BASED PAINT SURVEY AND ANALYSIS:
Not included in scope, to be completed by the contractor.
4.4.2. ASBESTOS SURVEY AND ANALYSIS:
Not included in scope, to be completed by the contractor.
