3.9STORAGE AND HANDLING
A.The Contractor shall only use and locate hazardous materials in areas that are free from obstructions or hazards such as tripping hazards, fire, standing water, or pests. All hazardous materials shall be separated in accordance with 29 CFR 1910.17[c], 1910.1200[b], and 1910.1200[f].
B.The Contractor shall store hazardous materials in containers that are in good condition, with no leaks or rust. Leaking containers shall be immediately over packed in such a manner as to fully contain and secure the contents.
C.Storage on Schriever Air Force Base is by written approval only, from the Contracting Officer. A SPPP is required as indicated in paragraph 1.1.

POL/Storage Tank Management

Design, Construction, Installation and Performance Requirements for Storage Tank Systems Underground or aboveground storage tanks, piping, spill and overfill prevention equipment, dispensers, secondary containment systems, compatibility, and placement or location must meet design, construction, installation, and performance standards as set forth by the Colorado Storage Tank Regulations, 7 CCR 1101-14. Article 2 of 7 CCR 1101-14 applies to underground storage tanks (UST). Article 3 of 7 CCR 1101-14 applies to aboveground storage tanks (AST). Additional DoD, Air Force, major command, local installation, and/or industry codes or regulations may apply and must also be complied with.

For Liquefied Petroleum Gases (LPG) storage tanks, the requirements of the Colorado Liquefied Petroleum Gas (LPG) Regulations, 7 CCR 1101-15 must be met. Additional DoD, Air Force, major command, local installation, and/or industry codes or regulations may apply and must also be complied with.

These requirements apply to all new construction, installation, maintenance, and repair projects, regardless of whether the work is performed by contract or by in-house project and resources.

Installation/Upgrade Permit (for Petroleum Storage Tanks) An application for an installation/upgrade permit must be submitted to the Director of the Colorado Division of Oil and Public Safety (OPS) for approval at least 20 working days before beginning any construction/installation of either UST or AST systems that are within OPS regulatory authority. No construction shall begin until the approved permit is received by contractor and/or the government.

The application package shall contain the application form (must be specific to either UST or AST) and the site plan. For UST systems, an application/ inspection fee (currently $150.00 for each permit) must be paid prior to beginning construction/installation, when the application package is sent to OPS. For AST systems, there is currently no application/inspection fee for the application package. The UST or AST installation/upgrade permit is automatically revoked six months after date of issue unless the OPS Director grants an extension in writing. Also, six months or later after the date of issue, the permit may be modified by subsequent statutory or regulatory changes.

The permit application form(s) shall be coordinated through the Contracting Officer and 50 CES/CEIE prior to transmittal to OPS. A copy of the approved permit shall be provided to the Contracting Officer and 50 CES/CEIE.

Inspections Conducted by the OPS Director Any duly authorized agent or employee of the OPS Director shall have authority to enter in or upon the premises of any facility that contains a regulated storage tank system (UST or AST), for the purpose of verifying that the storage tank system and its required records are in compliance with the Colorado Storage Tank Regulations or the Colorado Liquefied Petroleum Gas (LPG) Regulations. This includes inspections that may be required by the OPS Director prior to, during, and after any construction or installation project.

Prior to completion of storage tank construction or installation projects, the OPS Director or duly authorized representative will inspect the UST or AST system to verify that the storage tank facility was constructed according to project plans and specifications, and the requirements of the Colorado State regulations. The owner/operator (50 SW) must provide a 72-hour notice to the OPS Director prior to the time of scheduled inspection. Regardless of the state inspection, the installation owner/operator (50 SW) is required to certify that the construction or installation work was made according to all the technical requirements of the Colorado State regulations.

If underground piping will be replaced or added to a storage tank system, the OPS Director must be notified at least 72 hours prior to beginning the air pressure/soap solution leak test of the piping and all secondary containment/spill container (e.g., transition sump and/or under dispenser sump) leak tests in order that the OPS Director or duly authorized representative may schedule an observation and inspection of the test. Emergency situations will be dealt with individually by the OPS Director. All secondary containment /spill containers shall be leak tested again within 30 days of 1 year thereafter.

For AST systems, the owner/operator (50 SW) shall provide the OPS Director with a 72-hour notice prior to the filling of the tank system.

Fuel Storage Tank Registration Any Underground Storage Tank (UST) over 110 gallons or Aboveground Storage Tank (AST) between 660 gallons and 39,999 gallons in capacity that contains a regulated substance, but not including any substance regulated as Hazardous Waste (HW), is regulated by and must be registered with and approved by the Colorado State Department of Labor and Employment, Division of Oil and Public Safety (OPS). Regulated substances include petroleum, alternative fuel, and renewable fuel. The Contractor will coordinate storage tank selection, registration, and Colorado State approval with 50 CES/CEIE. Other exclusions from storage tank regulations are listed in Article 2, para 2-1-1(b) for USTs and Article 3, para 3-1(b) of the Colorado State Storage Tank Regulations (7 CCR 1101-14). ASTs used to store Liquefied Petroleum Gases (LPG) are regulated by OPS under the Colorado Liquefied Petroleum Gas (LPG) Regulations, 7 CCR 1101-15. The current LPG regulations can be found at the following OPS web link:

Out of Service UST Systems and Closure The Colorado State Division of Oil and Public Safety (OPS) requires notification to the OPS in writing at least 10 days prior to temporary closure of a UST system. For permanent closure (by either removal or in place) or a change-in-service, OPS must be notified in writing at least 10 days before beginning the action. A Notice of Intent to Permanently Close Storage Tanks or Notice of Change-In-Service must be filed with OPS, who will reply with a written acknowledgment form letter of the Notice of Intent request. The request shall be reviewed and coordinated with 50 CES/CEIE. OPS requires a site assessment to measure for the presence of a fuel release where contamination is most likely to be present before permanent closure or change-in-service is completed. If contamination or free product is discovered, corrective action must be initiated in accordance with 7 CCR 1101-14, Article 5.

Tank Compliance Inspection and Record Keeping The Colorado State Division of Oil and Public Safety (OPS) requires each OPS-regulated storage tank (UST and AST) that store a regulated substance to be inspected by the tank owner/operator on a monthly and an annual basis for compliance with the Colorado State Storage Tank Regulations, 7 CCR 1101-14. Records of inspections, maintenance, repairs, replacement, or upgrades of each storage tank system must be kept for the life of the storage tank system. OPS requires owners/operators to submit tank inspection records and tank system status reports in an Annual Compliance Package for a 12-month cycle, from 1 April of the previous year to 31 March of the current year. The Annual Compliance Package is due to OPS by 31 May of the current year. 50 CES/CEIE is charged with consolidating the required records and reports, and submitting the Annual Compliance Package to OPS.

For the Colorado State-required monthly and annual compliance inspections, the tank owners/operators/custodians must complete the inspections of applicable storage tanks (USTs and ASTs) before the end of each month for the monthly inspection or within 12 months of the last annual inspection. A legible copy of the Colorado State monthly inspection form must be provided to 50 CES/CEIE by the 15th day of the following month. A legible copy of the Colorado State annual inspection form must be provided to 50 CES/CEIE by the 15th day after completion of the inspection.

AST Inspection and Management Effective 10 November 2011, the Air Force Civil Engineer Center (AFCEC), formerly identified as the Air Force Center for Engineering and the Environment (AFCEE), implemented the periodic inspection and management program for shop-built (manufactured) aboveground storage tanks (AST). The AST inspection program includes ASTs from greater than or equal to 55 gallons to less than or equal to 50,000 gallons in capacity. The AST inspections are to be performed in accordance with Steel Tank Institute (STI) SP-0001 by an STI Certified Inspector. The base line condition survey and inventory for Schriever AFB was completed on 9 September 2010 and included in the June 2011 AST inspection and management report. STI SP-001 requires a periodic monthly and annual inspection of ASTs that are included in the inventory list of the report. The STI requirement by the Air Force is in addition to the Colorado State regulatory requirements for applicable ASTs that Colorado State regulates.

Any new installation, upgrade, replacement, or repairs of ASTs shall be coordinated with 50 CES/CEIE to ensure compliance, accountability, and timely update and completion of the required AST inventory, inspection, and management requirements of both the Air Force and the Colorado State Division of Oil and Public Safety. When applicable, STI-SP001 also requires Formal External Inspections (FEI) and Formal Internal Inspections (FII), which must be performed by STI Certified Inspectors.

For the required periodic monthly and annual compliance inspection, the tank owner/operator/custodian must complete the inspection of each applicable AST before the end of each month for the monthly inspection or within 12 months of the last annual inspection. A legible copy of the STI monthly inspection form must be provided to 50 CES/CEIE by the 15th day of the following month. A legible copy of the annual inspection form must be provided to 50 CES/CEIE by the 15th day after completion of the inspection. Each completed STI inspection form must be retained for at least 36 months from the date of inspection.
