QuestionSolicitation FA252325R0001 SectionSolicitation LanguageComment/ QuestionGovernment Response
1Attachment 2 - Instruction to OfferorsSolicitation FA252325R0001 - Attachment 2: The table on Page 4 states that the Contract Document volumes shall be provided in 1 MS Word or PDF file and one 1 PDF. Should it read 1 MS Word and 1 PDF?Information requested in Volume 1 - Contract Documents inlcudes a signed copy of the SF 1449 which should be submitted in .pdf format. Volume 1 also includes acknowledgement of all amendments, any exception to terms and conditions, identification of authorized offeror personnel, and company/division street address. This information can be provided either in MS Word or .pdf format.
2Attachment 2 - PriceThe TEP does not necessarily reflect the government's anticipated contract price. If the amounts Offerors enter for each CLIN are the proposed firm-fixed prices, how would the TEP not be the government's anticipated contract price? Is there any instance where the government would pay more or less than the awarded price for each CLIN? Understand that potential contingency costs and the Option to Extend Services are not included in the TEP.The FFP unit prices will be the contractual unit prices, however, the TEP includes the 6-month extension of services clause 52.217-8, which may or may not be utilized. Therefore the TEP (for evaluation purposes only) specifically related to Option II inlcude two (2) additional round-trip voyages in 2028 that would only be required in the event the Government exercises the six-month extension of services clause 52.217-8.
3Attachment 2- Acknowledgement of all amendmentsEach offeror must complete, sign and return an electronic copy of the SF 30 by the date specified on the form.In addition to returning Amendments by the date specified on the form, should offerors also include signed copies of their Amendments in Volume I - Contract Documents? The offeror only needs to submit a signed copy of the amendment once. The offeror is welcome to submit them again in Volume 1, but a simple acknowledgment of each amendment will suffice for this requirement.
4PWS Paragraph 6.2.10, p176.2.10 Load and secure cargo destined for Pituffik SB into containers and onto ocean vesselsHow are STD E & D relevant to the lumpsum pricing mechanisms for this contract? It should be Contractor’s preference how cargo is loaded. Seaworthy items should be allowed to be stowed on deck if the contractor prefers.
STD E: Cargo to be containerized to the maximum extent possible, vice using break bulk. Cargo loaded within these containers will be secured.Lot pricing for all CLINS on this contract are inclusive of all container costs, stevedoring costs, fuel, subcontracted port charges, etc.
STD F: Containers shall be packed as full as possible and by the most cost-effective method to the GovernmentNothing in the PWS should be construed to override contractor's preference as long as items are shipped safely and economically and are delivered without damage.
5PWS Paragraph 6.2.19, p206.2.19 Deliver, offload, and onload cargo at Pituffik SB (SS)What are the normal operating hours at Pituffik? Vessel is expected to conduct cargo operations 24/7 per paragraph 6.2.18. How can we do this outside of normal operating hours at Pituffik? The base maintenance contractor (BMC) operates the port at Pituffik Space Base for 60 days each year beginning July 1 (or when navicable). The BMC standard work hours are 51.5 hours per week between Monday and Friday and they do not have specific published work hours. The offeror is expected to operate the vessel 24/7 but the port will not necessarily be open to offload/onload cargo 24/7. Upon the vessels arrival the crew will be provided instructions from the BMC/Port Operator as to accessing the pier and beginning the offloading process.
6PWS Paragraph 6.2.21 & Paragraph 6.2.22 , p20Delivery, offload, and onload cargo at Danish port (SS)The " Delivery, offload, and onload cargo at Danish port (SS)” information is duplicated in these sectionsServices Summary (SS) (page 27) paragraphs 1.3 and 1.4 are similar, but 1.3 referes to delivery, offload, and onload of cargo at Pituffik SB and 1.4 referes to delivery, offload, and onload of cargo at the port in Denmark.

14Solicitation FA252325R0001Should Offerors put their proposed pricing for each CLIN in pages 3-7 of document "Solicitation FA252325R0001"? The instructions in Attachment 2 & Attachment 4 state prices should be entered in the SF 1449 Schedule, however the actual Schedule of Supplies section of the SF 1449 does not have enough line items for all the CLINS to be entered,Each CLIN has a prefilled quantity and Unit of Measurement and the offeror should fill out the proposed unit price and amount associated with each of the 12 CLINS (pages 3-7)
15Solicitation FA252325R0001Why is there a "Unit" and "Amount" column on pages 3-7? Should the Unit and Amount prices for all CLINS be the same?SF 1449 format is a standard format including Unit and Amount. In the cases where quantity is 1, the unit price and amount will be the same since x * 1 = x. In other cases the Amount will be the product of quantity multiplied by unit price.
16Solicitation FA252325R0001Is Government accepting foreign flag ships for this requirement? If the contractor doesn’t have VISA can still bid for the agreement? My understanding is VISA participants will have the priority on the decision factor. Is that the case, could you please confirm? The Government is accepting proposals for foreign-flagged vessels and Voluntary Intermodal Sealift Agreement (VISA) non-participants. Note that Factor 1 evaluates offers for their flag designations and VISA participant status and preference will be given to US-Flagged vessels and VISA participants in accordance with the Military Cargo Preference Act of 1904 (USCODE-2023-title10-subtitleA-partIV-chap157-sec2631, Defense Federal Acquistion Regulation Supplement (DFARS) 247.5, and Department of Defense Instruction (DoDI) 4500.57 – Transportation and Traffic Management, paragraph 6.4. In the event no US-flagged vessels are available at a reasonable price, the Government is reserving the right to request a waiver to the Military Cargo Preference Act of 1904 and pursue award to an offeror in a lower commercial priority category (priorities b through g as described in DoDI 4500.57 paragraph 6.4). A waiver from USTRANSCOM (delegated from the Secretary of Defense) would be required to award to an offeror proposing a foreign-flagged vessel for this requirement.
