The contract is for two (2) annual round-trip voyages between a contractor-selected port in Denmark and Pituffik Space Base, Greenland each year for 2025, 2026, and 2027 (total 6 round-trip voyages), with an option to extend services for up to 6 months. Cargo types include general cargo, lumber, cement, hazardous cargo, and other materials to support base operations. The contract is a firm-fixed price award, subject to the Military Cargo Preference Act and Department of Defense regulations. Instructions

Offerors will use this exhibit to input data on the "Offeror Input" tab (see Illustration I-1 below). Use the blue highted cells only to respond to the corresponding questions regarding your proposal (see Illustration I-2 below). Note that some cells have a drop-down menu and one of the pre-populated responses must be selected (e.g. Yes or No questions - See Illustration I-3 below). For these cells, free text is not accepted. Note that completion of this exhibit alone is not sufficient for receiving a final rating. Many of the questions also require submission of supporting evidence to be provided along with the offer (example: for Factor 2-Technical, Subfactor 2-Polar Code Compliance, the offeror is required to submit a Polar Code Certifiicate as evidence in order to receive a satisfactory rating. In Factors or Subfactors where supporting information is required, please reference technical volume page number where supporting information is provided in the appropriate blue-shaded column (see Illustration I-2 below). Once data is input on the Offeror Input tab, the offeror may view the "Preliminary Evaluation Summary" tab to see how the inputs will be scored subject to verification of the U.S. Government's evaluation team. Please do not attempt to change any data on the Preliminary Evaluation Summary tab or the Data (locked) tab. Please also note that any information shown on the "Preliminary Evalution Summary" tab is preliminary and should not be interpreted to be the position of the U.S. Government's evaluation team. All inputs are subject to verification and the U.S. Government's evaluation will be the evalation of record for the purposes of selecting an offer for a contract award.
When self-scoring FACTOR 1 - Flag Vessel Designation and Voluntary Intermodal Sealift Agreement Status, If the offeror's nomitated vessel is registered/flagged in the United States and has a current active VISA participation status (subject to verification with U.S. Department of Transportation, Maratime Administration), the offeror's resonses in cells D7 and D8 are sufficient to indicate the priority category. However, if the offeror's nominated vessel is registered/flagged in a country that is not the United States OR the offeror does not have an active VISA participation status, then the offeror is directed to review the table located in the DoDI 4500.57 tab (see Illustrations I-4 and I-5 below) and select the category appropriate for the offer. Example, if the offeror's vessel is registered/flagged in the country of Belize, and does not have an active VISA status, then the offeror should select Priority Category "G" in Cell D9. Note that an entry in D9 in only required if the nominated vessel is not registered in the United States and/or the offeror does not have a current VISA status.

Regarding questions where additional evidence or narrative descriptions are requested (underlined in questions), please use attachment pages to the offeror's technical volume and use the reference column to indicate page numbers where the requested information can be located (see Illustration I-2 below). Any question requesting supporting information where none is provided may be rated unsatisfactory, and therefore, unawardable.

Offeror's should enter their proposed firm-fixed unit prices in USD in the blue-shaded cells for Factor 3 (see Illustration I-6 below), as well as in the SF1449 schedule. When entering proposed unit prices for FACTOR 3 - PRICE, note that quanities are 1 lot for each roundtrip journey. However, for evaluation purposes only, prices in Option II (CLINS 2001, 2002, 2003 and 2004 have an evaluation quantity of 2 lots each to evaluate prices inclusive of clause 52.217-8 Option to Extend Services. This does not indicate an intent by the USG to exercise the option at 52.217-8. The Total Evaluated Price (TEP) does not necessarily reflect the USG's anticipated contract price. See FAR 37.111 and FAR 52.217-5.

This exhibit should be submitted with the offer in .xlsx format. No changes are permitted to any cell except those highlighted in blue color.
