About this file
This is a Questions and Answers (Q&A) document providing clarifications on Solicitation FA252127QB028 for Cape Canaveral Moving Services, issued by the Department of the Air Force Space Command. The document consolidates anonymized vendor inquiries and government responses across six topic areas addressing contractual compliance, operational logistics, and administrative procedures.
Subcontracting and Performance Requirements: The prime contractor must self-perform at least 50% of the payable service portion of the contract using W-2 employees, with on-site supervision/management provided by a W-2 employee of the prime contractor. This requirement applies to small businesses under the correct NAICS code; temporary W-2 employees of the prime contractor count toward the 50% threshold. All subcontractor SAM identification and coordination information must be submitted with the quotation for government verification. Equipment rentals for self-performance do not require subcontractor information. Site Access and Scheduling: Access requests are due October 27, 2026 at 9:30 a.m. EST; the mandatory site visit occurs October 30, 2026 at 10:00 a.m. EST; questions are due November 2, 2026 at 10:30 a.m. EDT; and quotations close November 6, 2026 at 10:30 a.m. EDT. Subcontractor representatives may attend the site visit with proper badge requests submitted to stephen.ortiz-gonzalez@spaceforce.mil. Post-award base access requires at least 72 hours processing time. Inventory and Hazards: The government will not provide existing property records, inventory lists, or equipment specifications; contractors must take their own measurements during the mandatory site visit. Confirmation is pending regarding utility disconnection, hazardous material removal, and airfield/equipment restrictions. Labor and Insurance: The Service Contract Labor Standards Act does not apply; the government does not prescribe minimum insurance requirements but requests proof of insurance demonstrating reasonable contractor responsibility, with damages handled by negotiation and contract modification. Operations: No current work-hour restrictions exist pending customer confirmation. The solicitation amendment documents and submission procedures utilize both stephen.ortiz-gonzalez@us.af.mil and stephen.ortiz-gonzalez@spaceforce.mil addresses, which are linked to the same inbox.

Q&A 2 — Solicitation FA252127QB028 Cape Canaveral Moving Services | Equipment and Gear Relocation to Hangar AO This document contains the consolidated, anonymized list of clarification questions received across all prospective offeror submissions. All vendor-identifying information has been removed, and overlapping questions have been synthesized to preserve every specific technical and contractual requirement.
1. Subcontracting, Prime Performance, and Small Business Compliance
1.1 DFARS 252.237-7006 Applicability and Approval Process: Does DFARS 252.237-7006 apply to this moving-services acquisition? If an offeror proposes to subcontract physical moving, transportation, or specialized equipment services while retaining prime-contract project management and oversight, what is the exact process and timing for obtaining written Contracting Officer approval (e.g., must the proposed subcontractor and scope be submitted with the quotation for approval, or is a separate post-award approval process required)?
Government Response – Prime contractor must submit all subcontractor SAM identification information for subcontractors and coordination acknowledging that the subcontractor is aware that the prime contractor is attempting to subcontract them for this effort. The government will verify both the prime and subcontractor are small businesses under the correct NAICS code. Prime contractor is responsible for completing at least 50% of the service portion of the contract effort for payable work. Supervisor/manager of work effort on site must be a W-2 employee of the prime contractor. Subcontractor information is not required for equipment rentals for self-performance.
1.2 Self-Performance & Limitation on Subcontracting (FAR 52.219-14): Please clarify whether FAR 52.219-14 applies, along with any other prime self-performance or small-business workshare requirements. Specifically regarding the requirement to self-perform at least 50% of the actual services with W-2 employees: (a) How is the 50% calculated (by labor hours, labor costs, or total contract value)? (b) If the prime contractor performs project management, inventory management, packing, and coordination using W-2 employees while a subcontractor performs specialized equipment moving and transportation, is this arrangement compliant provided the 50% threshold is met? (c) Do temporary personnel hired directly as W-2 employees of the prime contractor count toward the self-performance requirement?
Government Response – Subcontracting applies to this acquisition as provided. In this simplified acquisition format 50% of the payable service portion of the contract must be performed by the contractor. Supervision/management must be done by a W-2 employee of the prime contractor. Direct W-2 employees of the prime contractor would count regardless of temporary employment status. As long as the contractor can prove 50% of the payable service portion of the performance was performed by the prime contractor, how this is distributed is not a concern. The intent is that the award goes to a small business performing at least 50% of the service effort under the proper NAICS code to meet the intent of the small business program.
2. Mandatory Site Visit and Base Access
2.1 Subcontractor Representation at Mandatory Site Visit: May an identified, authorized representative of a proposed local subcontractor attend the mandatory October 30, 2026 site visit on behalf of the prime contractor, provided that all required base-access documentation is submitted by the deadline? What advance authorization is required?
Government Response – Submit the badge request are directed. A subcontractor or representative may attend on behalf of the prime contractor. Site visit is mandatory only for the sake that the government will not be providing measurements.
2.2 Access Request Timing and Procedures: The October 30, 2026 site visit (10:00) and October 27, 2026 access-request cutoff (09:30) are labeled EST, although those dates fall during Eastern Daylight Time. Please confirm the intended local times and UTC offsets. Additionally, what is the approved request/initiation procedure via DoD SAFE for an external attendee?
Government Response – Project timeline is updated with this amendment.

2.3 Post-Award Base Access Lead Time: Following contract award, what lead time should contractors anticipate/allow to obtain base access and security passes for personnel and vehicles?
Government Response - Access request require 72hrs processing time once submitted to the security office from CONS. Please allow “at least” 72hrs.
3. Inventory, Equipment Handling, and Hazardous Materials
3.1 Inventory Access and Lifting Specifications: Will all equipment be accessible for physical inventory/counting and dimension measurement during the site visit? Can the Government provide existing property inventory records, approved Hangar AO placement plans, and weight/identification data for heavy boat, jet-ski, and rescue-package items needed to select safe lifting equipment? When will these records be provided to the awardee?
Government Response – Seeking confirmation from customer… The government is not providing existing records to avoid liability for specifications provided. The site visit is mandatory so that vendors take their own measurements and estimates of the work to be performed. The government promises no provision of specifications documents for items to be moved but will check if these are available.
3.2 Disconnection, Hazardous Materials, and Rigging: Will Government personnel disconnect utilities and remove or secure fuel, batteries, compressed gases, and other hazardous materials prior to relocation? Are any specific items required to remain fully rigged or be handled exclusively by Government personnel?
Government Response – Seeking confirmation from customer…
4. Labor Standards and Insurance Requirements
4.1 Service Contract Labor Standards (SCLS): Does the Service Contract Labor Standards statute apply to this acquisition? If so, please provide the applicable Wage Determination and revision number, or identify where it is incorporated/applicable exemptions (as none appeared in the initial attachment inventory).
Government Response – Service Contract Act does not apply to this contract. No wage rates are applied/enforced as service will be treated as a commodity.
4.2 Insurance Coverage: What specific insurance types and minimum coverage limits are required, particularly for general liability and coverage for Government-owned property during movement and transit? Must proof of insurance/certificates be submitted with the quotation or upon award prior to performance?
Government Response – The government is not prescribing minimum insurance standards or coverage. The contractor under a contract with the government will be responsible for respective damages for facilities or equipment under the contract in full. The contractor should seek such insurance for their own protection as they will be under a government-controlled contract. Damages will be handled by negotiation and contract modification if they happen. The government request proof of insurance to ensure the contractor is acting responsibly only and no further assessment will be made beyond if insurance is provided is reasonable.
5. Operations, Facility Restrictions, and Work Schedule
5.1 Facility Restrictions and Movement Route: Are there any airfield/escort restrictions along the transit route, or weight/dimensional/equipment restrictions on forklifts, trailers, and vehicle operations inside Hangar AO that contractors should account for in pricing?
Government Response – Confirming with customer… (tentative no but seeking confirmation.)
5.2 Work Hours and Phasing: What specific allowable work hours, operational shifts, and phasing schedules apply to performance?
Government Response – No current restrictions or specifications. Confirming with customer that no restrictions exist.
