About this file
This is a Questions and Answers (Q&A) document for solicitation FA252127QB028, Cape Canaveral Moving Services. The document addresses six key vendor inquiries regarding the relocation project at Cape Canaveral Space Force Station.
The government clarified that the solicitation operates on Eastern Daylight Time (EDT, UTC -4) rather than EST, with the mandatory site visit scheduled for October 30, 2026 at 10:00 EDT. Badge requests for personnel accessing Cape Canaveral Space Force Station must be submitted via email or DoD Safe and are mandatory. Both email addresses provided (stephen.ortiz-gonzalez@spaceforce.mil and stephen.ortiz-gonzalez@us.af.mil) reach the same inbox. Regarding subcontracting, DFARS 252.237-7006 applies, requiring the prime contractor to self-perform at least 50 percent of actual service performance with W-2 employees; equipment rental does not require subcontractor approval. Labor standards are not required as this is classified as a commercial commodity service. For liability coverage, the contractor bears full responsibility for damages to equipment or facilities caused by the contractor during transit and moving operations. While the government requests that contractors maintain liability coverage, no specific policy is mandated; damage disputes will be resolved through negotiation and contract modification as appropriate.
