About this file
This is a Questions and Answers (Q&A) document for a federal solicitation (FA252126QB154) for corrective dry-wood termite fumigation services at Patrick Space Force Base (PSFB), Building 708, located at 734 Delta Drive, Florida. The document clarifies contract requirements and site conditions in response to 17 contractor inquiries regarding project specifications, facility access, and performance expectations. Building 708 is approximately 15,000 square feet with a cubic volume of 375,000 cubic feet (150' length × 100' width × 25' height). The Government will provide unobstructed access to the building and its 10-foot perimeter, though an antenna on the roof (part of the fire alarm system) cannot be removed. Water access is available from spigots on the north and east sides of the building; electrical outlets (120V) are available inside but are insufficient for powering aeration fans, requiring contractors to supply portable generators.
Key clarifications address security requirements (no 24/7 on-site guards needed if the building is secured daily), utility access (contractor responsible for portable generators and equipment), and Government responsibilities (unlocking doors, disconnecting power/fire alarm systems, detaching chain-link fencing on the north end, and providing a Government representative throughout the project). Licensing documentation must be submitted prior to performance commencement. This is a Firm-Fixed Price contract with no reimbursement for mobilization costs if fumigation is cancelled due to unmet preparation requirements. The proposal submission deadline was corrected to September 16, 2026, at 12:00 PM Eastern Time. This is not an incumbent contract, and any subcontractors (such as crane companies) must provide Certificates of Insurance to the Government. The Government representative will be present at project initiation and conclusion to confirm site readiness and authorize building re-entry.

Termite Fumigation Q and A
1. Structural Volume and Dimensions of Building 708: To ensure an accurate chemical dosage calculation and precise pricing for the Sulfuryl Fluoride fumigant, could the Government provide the approximate square footage and estimated total cubic volume (cubic feet) of Building 708?
Answer: We took some measurements of the building. The outside length measurement was 150’. The outside width dimension was 100’. The inside height dimension was 24’ so we would approximate 25’ for the outside height measurement.
The square footage is approximately 15,000 sqft at most. The cubic volume is approximately 375,000 cuft.
1. Address / Location Discrepancy: The Request for Quote (RFQ) designates the delivery address as "734 Delta Drive, Building 708," while Section "Place and Period of Performance" in the SOW lists the performance location as "Building 708 Spacelift Drive." Could the Government clarify the exact physical address and street location of the building to be treated?
Answer: The building where the offices are is the address is 734 Delta Dr. The place of work is Building 708 Spacelift Ave.
1. Security Guard vs. Remote Telemetry Requirements: SOW section "Roles and Responsibilities" states the Contractor must "furnish 24/7 monitoring or secure guards for the tented structure during the active fumigation window." Will the Government permit remote electronic telemetry/sensor monitoring, or is a continuous, physically present on-site security guard mandatory? If human guards are required, must they possess specific security clearances or base credentials?
Answer: The intent of that statement was so that no one will enter the building while it is being fumigated. No remote monitoring or security guard will be needed if the building is left secure at the end of each workday. The SOW has been updated to reflect this.
1. On-Site Utility Access (Power/Water): Will the Government provide the Contractor with on-site access to water and shore power (120V/240V) to operate high-powered aeration fans and monitoring equipment, or must the Contractor factor in the cost of portable generator units and water transport?
Answer: There is a bathroom with a sink for running water to the southwest inside of the building. There are some 120 VAC outlets in a small area to the southeast inside of the building inside of where someone initially enters. The length of the cords would have to be extremely long to reach any fans inside of the building. The contractor would most likely need portable generators for the aeration fans and the monitoring cameras.
1. Metal Roof Release Form and Damage Liability: Under the Contractor Responsibilities, the Contractor must obtain a signed "Metal Roof Release Form" prior to climbing or working on the roof. Could the Government clarify if this release form waives Contractor liability for standard wear or structural damage associated with normal tenting/climbing operations, or does the Contractor retain full liability for any structural roof damage?
Answer: The metal roof lease form requirement has been removed from the SOW.
1. Perimeter Landscaping and Obstructions: SOW section "PSFB Responsibilities" states the Government will provide "unobstructed access to the building and surrounding 10-foot perimeter." If there are active landscape features, shrubbery, or mature trees within this 10-foot zone that interfere with the ground seal, will the Government prune or remove them prior to work, or is the Contractor responsible for clearing vegetation?
Answer: There are no trees within the ten-foot perimeter. However, there is an antenna on the roof that cannot be removed as it is a part of the fire alarm system for the building.
1. Proposal Licensing Submission Requirements: Will the Government require offerors to submit copies of their active Florida Pest Control Business License and Florida Certified Operator cards with their initial proposal on September 16, 2026, or is this documentation only required from the apparent awardee prior to the start of performance?
Answer: Document will be needed prior to start of performance.
1. Deadline : The SAM.gov portal lists the proposal submission deadline as September 14, 2026, at 9:00 AM EDT, while the RFQ document states the RFQ due date/time as September 16, 2026, at 12:00 PM Eastern Time.
Answer: This has been corrected.
1. Incumbent :Could you confirm if there is a current incumbent for this contract? If so, could you provide the Purchase Order number and the total contract value?
Answer: This is not an incumbent.
10. We noticed electrical outlets inside the facility scheduled for fumigation. Are these outlets operational?
Answer: There are outlets inside of the warehouse that we noticed that are operational…See Pictures
11. We did not see any water spigots on the exterior of the building scheduled for fumigation. Are there water spigots on adjacent buildings that can be used with long hoses? We need to access water to fill the bags that hold down and secure the tarpaulins to ensure a proper ground seal.
Answer: There are water spigots that work on the north and east side of building 708.
12. 12. Are there any continuous electrical conduits connected to any adjacent buildings?
Answer: No
13. Can PSFB detach the chain link fence away from the structure on the North end? I did not see this as an action item under PSFB Responsibilities.
Answer: Yes, the heavy equipment shop will do that.
14. If a separate crane company subcontractor is used, are they required to provide a Certificate of Insurance or other proof of insurance directly to the Government?
Answer: Yes
15. Will a designated COR or On-Site Supervisor be responsible for signing all required preparation forms and instructions, and for confirming site readiness via email prior to the fumigation date?
Answer: There will be a government representative to assist. This individual will be identified on the contract.
16. Will the designated COR or On-Site Supervisor be present at the conclusion of fumigation, when tarps are removed and Building 708 is cleared, to receive the keys and accept the signed Certificate of Safe Re-entry?"
Answer: There will be a government representative to assist.
17. If the COR or On-Site Supervisor is not present at the end of fumigation, what is the protocol for key return and building security? Who is the authorized alternate?
Answer: They will be available.
4. Will a designated COR or On-Site Supervisor confirm in writing, prior to fumigation, that the mandatory preparation items in SOW have been completed including removal of all non-factory sealed food items, medicines, and animal feed; removal of all aircraft items and associated sensitive equipment; and deactivation of HVAC systems, gas lines, and interior fire detection/alarm systems?
Answer: This is a warehouse. There are no food items or sensitive equipment. See question 6 regarding fire detection system.
5. If fumigation must be cancelled or rescheduled because Building 708 not meeting preparation requirements (Metal Roof Release, non-factory sealed food/medicine/animal feed or aircraft items and sensitive equipment not removed, HVAC/gas lines/fire alarms not deactivated, or the building and 10-foot perimeter not made accessible) after the Contractor has mobilized, will the Government reimburse the Contractor for mobilization costs incurred? If so, what is the reimbursement process?
Answer: This is a Firm-Fixed price contract. There will be no reimbursements. The contractor will coordinate with the Gov. Rep and the space will be ready.
6. Can the Government confirm whether the contractor is responsible for coordinating main power shutoff prior to fumigation, and whether a Government-designated electrician or facilities representative will be available to manage the main power line during the fumigation period?
Answer: The contractor will coordinate with the Gov Rep to have the power and fire alarm shut off prior to work execution.
7. SOW Rev 3 (dated 09/10/2026) adds a Contractor responsibility to "dispose of wood deemed by the government as unserviceable," but does not define what wood is being referenced. Could the Government clarify whether this refers to stored or stockpiled wood items within Building 708, structural wood components affected by the infestation, or both?
Answer: This has been removed from the SOW. See attached revised document; Rev 4.
8. Could the Government provide an estimated square footage, weight, volume, or other description (for example, number of pallets, sheets, or linear feet) of the wood referenced above, to give the Contractor a basis for pricing the disposal?
Answer: NA. See question 7
9. Would the Government permit the Contractor to bring a water truck on-site to help expedite filling the fumigation tent seal (sand/water) bags, or is there a restriction on this type of vehicle or equipment operating on the premises?
Answer: Yes, but it would have to go through the truck inspection gate.
10. Can the Government confirm whether Building 708 contains any locked interior doors, safes, file cabinets, or lockers that must be unlocked or opened prior to fumigation:
The only doors that are locked in the building are the front east side and the north side.
a. who is responsible for verifying this? The Gov Rep
b. All doors/offices are unlocked? Yes, inside
c. All safes, if any, are opened? NA
d. All file cabinets are opened? NA
e. All personnel lockers opened? NA
f. All desk drawers and cabinets are opened? NA
g. All foods/medicines are removed from desk drawers and taken home? NA
h. All vending machines, if any, are removed, or all contents removed, from the building? (Except soft drinks & bottled water) NA
i. *All foods removed or double bagged from the refrigerator, freezer, and cupboards? This includes packets of salt/pepper/sugar, etc. NA
j. All plants removed from the building? NA
