About this file

This is a Statement of Work (SOW) for corrective drywood termite fumigation services at Building 708, Patrick Space Force Base (PSFB), Florida, issued by the Department of the Air Force Space Command. The contractor must provide complete whole-building tenting and structural fumigation services to achieve 100% termite eradication, with measurable objectives including zero fumigant gas residue (less than 1 ppm for safe re-entry), all work completion within a strict 3 to 4-day continuous operational window, and a 2-year service warranty for drywood termites. The scope encompasses pre-fumigation inspection, structural tenting installation, perimeter security, fumigant gas introduction (Sulfuryl Fluoride or equivalent EPA-approved chemical), continuous monitoring and aeration, and clearance testing with certification documentation.

All work must comply with FIFRA, EPA guidelines, Florida Department of Agriculture and Consumer Services regulations (Chapter 482, Florida Statutes), OSHA standards, DoD pest management regulations, and PSFB environmental and safety standards. Key contractor deliverables include state fumigation documents and work/safety plan (due 10 days prior), metal roof release form (3 days prior), pre-fumigation inspection report (1 day prior), fumigation execution (days 1-4), clearance certificate (day 4), and warranty documentation (5 days after clearance). Performance must commence within 10 days of contract award and be completed within 20 days of initial work start. All contractor personnel require Defense Biometric Identification System (DBIDS) passes or equivalent base access credentials, background checks, and potential military escort requirements in restricted areas. No photography or recording of military assets is permitted. PSFB is responsible for mandatory facility preparation including removal of all non-factory sealed food items, medicines, animal feed, and aircraft equipment, plus HVAC system deactivation and unobstructed building access provision.

STATEMENT OF WORK (SOW)

Project Title: Corrective Termite Fumigation Location: Patrick Space Force Base (PSFB), Florida Bldg708 Date: August 27, 2026 Rev: 1

1. Introduction and Background This Statement of Work (SOW) defines the requirements for corrective drywood termite fumigation services at building 708 located at Patrick Space Force Base (PSFB), Florida. A pre-fumigation inspection will confirm the scope of active infestation. Due to the destructive nature of drywood termites, a complete whole-building tenting and structural fumigation is required to eradicate the pests and safeguard the structural integrity of the facility.

2. Measurable Objectives The primary objective of this project is the complete eradication of the Drywood Termite infestation within the designated structure.

· Metric 1 (Eradication): Achieve 100% mortality rate of live termites within the treated building.

· Metric 2 (Safety): Achieve 0 parts per million (ppm) or the legally mandated safe clearance level of fumigant gas (less than 1 ppm for Sulfuryl Fluoride) before re-entry is authorized.

· Metric 3 (Schedule): Complete all physical stages of the fumigation process—including tenting, gas introduction, exposure, aeration, and final clearance—within a strict 3 to 4-day continuous operational window to minimize facility and mission downtime.

3. Scope of Work The Contractor shall provide all personnel, equipment, tools, materials, supervision, and non-personal services necessary to perform whole-building tenting and corrective fumigation. The scope includes:

· Pre-Fumigation Inspection: Conducting a comprehensive walkthrough of the structure prior to treatment to verify building preparation, identify structural hazards, and map optimal gas introduction points.

· Structural Tenting: Erecting high-durability fumigation tents/tarpaulins to completely seal the entire building.

· Securing the Perimeter: Placing warning signs, secondary locks (clamshells), and securing all exterior access points to prevent unauthorized entry.

· Fumigant Introduction: Introducing the approved fumigant gas (e.g., Sulfuryl Fluoride or equivalent approved chemical) at dosage rates calculated based on target volume, temperature, and wind speed.

· Monitoring and Aeration: Monitoring gas levels during exposure and executing a controlled aeration and ventilation process.

· Clearance Testing: Conducting precision safety testing to officially certify the building as safe for human re-entry.

4. Applicable Regulations and Standards The Contractor must comply with all local, state, and federal laws, as well as military regulations, including but not limited to:

· Federal Insecticide, Fungicide, and Rodenticide Act (FIFRA).

· Environmental Protection Agency (EPA) guidelines for structural fumigation.

· Florida Department of Agriculture and Consumer Services (FDACS) rules and regulations (Chapter 482, Florida Statutes).

· Occupational Safety and Health Administration (OSHA) standards for confined space and hazardous chemical exposure.

· Department of Defense (DoD) Pest Management Program regulations.

· PSFB Base Environmental, Safety, and Fire Protection standards.

5. Roles and Responsibilities Contractor Responsibilities:

· Perform a mandatory pre-fumigation inspection prior to treatment.

· Prepare, complete, and submit all required Florida state fumigation documents and notifications to FDACS and local authorities.

· Obtain a signed Metal Roof Release form from the authorized PSFB representative prior to climbing or working on the facility's roof.

· Provide a detailed Fumigation Work Plan, including safety, security, and emergency response procedures.

· Execute the tenting and fumigation process in strict adherence to manufacturer label instructions and Florida regulations.

· Furnish 24/7 monitoring or secure guards for the tented structure during the active fumigation window.

· Issue a signed "Certificate of Safe Re-entry" once gas levels drop below 1 ppm.

PSFB Responsibilities:

· Coordinate and sign the required Metal Roof Release form to clear the Contractor for operations on the metal roof.

· Mandatory Preparation: Ensure the complete removal of all non-factory sealed food items, medicines, and animal feed from the premises.

· Mandatory Preparation: Ensure the complete removal of all aircraft items and associated sensitive equipment from the immediate treatment area or interior.

· Provide the Contractor with unobstructed access to the building and surrounding 10-foot perimeter.

· Deactivate all building HVAC systems, gas lines, and interior fire detection/alarm systems (to prevent false alarms) prior to tenting.

· Coordinate security escorts and gate access permissions for Contractor personnel.

6. Deliverables and Timelines The following deliverables must be submitted to the PSFB according to the outlined schedule:
