About this file
This document is a Questions and Answers (Q&A) file for Solicitation FA252125B0004, a federal contract opportunity for repairing emergency power systems at SFS B1319 on Patrick Space Force Base. The Q&A addresses multiple technical and procedural clarifications from potential contractors, covering topics such as project scope, electrical system requirements, site access, testing procedures, and contract specifications. Key clarifications include confirmation that this is a new requirement with base access required, the generator will be a 250kW Caterpillar LLC5, work can be performed during regular hours with potential after-hours scheduling, and contractors must follow various technical standards including NEC, NFPA 101, and specific specification sections referenced throughout the document.
The document reveals that this is a Service-Disabled Veteran Owned Small Business set-aside contract with a project performance period of 180 calendar days after Notice to Proceed. The project magnitude is estimated between $500,000 and $1,000,000, though funds are not currently available. Important dates include a badge request deadline of 25 March 2025, a site visit on 1 April 2025, question submissions due by 4 April 2025, and bid submissions due on 18 April 2025. The contract involves electrical system upgrades, with specific requirements for generator installation, transfer switch configuration, and compliance with various building and electrical codes.

Q6: Will the facility provide the badging to the GC and our subcontractors or as long as they have a chaperone with a badge will be okay?
A6: CONS will facilitate badging through the visitor’s center. Contractors should not need access to B1319 other than Rooms 104 and 105.
Q7: Can you please confirm the working hours would be regular hours. Can this work be performed during not regular hours (afterhours, nighttime or weekends)?
A7: Work shall be performed at regular hours unless an outage is scheduled after hours as a benefit to the government and at no additional cost to the government.
Q8: Please confirm that there is no hazardous materials such as mold and/or asbestos in the projects area.
A8: See the attached Environmental Sampling report (Page 2).
Q9: Would the Gov't be okay to use Procore as a project record system for all project documents (Submittals, RFIs, daily reports, Correspondence, etc.)
A9: No, official government forms will be provided by the contracting officer.
Q10: What would be the hours that the contractor can do noise, such as demolition and other tasks, since there is a lot of activity around the work area.
A10: During normal working hours per the Specifications. If excessive noise causes disruptions to ongoing mission critical activities, then a work plan will be coordinated with building occupants.
Q11: Is there a designated laydown and dumpster area for the contractor?
A11: See spec section 01 11 00 1.7
Q12: Clarification on Scope of Work: The drawings and specifications contain discrepancies regarding the extent of the emergency power system upgrades. Please confirm the full scope of work and which document takes precedence.
A12: See spec section 01 11 00 1.5
Q13: As-Built Drawings Request: Can the latest as-built drawings be provided to verify existing site conditions before construction begins?
A13: See last page for current utility information.
Q14: Generator Capacity & Compatibility: The specifications list different generator ratings compared to the drawings. Please confirm the required generator size, model, and load capacity.
A14: 250kW, Caterpillar LLC5
Q15: Transfer Switch Coordination: The drawings show multiple Automatic Transfer
Switch (ATS) configurations that do not match the single-line diagram in the specifications. Please confirm the correct ATS type, quantity, and integration requirements.
A15: There is no single line diagram in Specs. There is one new ATS which is described on Sheet E-402 Flag Note 1.
Q16: Feeder Sizing Discrepancy: The electrical drawings indicate one set of conduit and wire sizes, while the specifications reference another. Please clarify which conductor and conduit sizing should be followed.
A16: Size the wire and conduit appropriately for the size of the breaker being used.
Q17: Grounding and Bonding Requirements: The specifications mention grounding per NEC 250, but the drawings lack details on grounding electrode conductor (GEC) routing and bonding points. Please provide updated grounding diagrams.
A17: Follow grounding requirements per NEC 250, per drawings.
Q18: Load Bank Testing Procedures: The specifications require load bank testing, but the drawings do not indicate designated connection points. Please confirm where temporary load bank connections should be installed.
A18: The Patrick SFB design guide load bank quick connects shall be placed on the outside of the building and connected to the emergency side of the ATS.
Q19: Breaker Coordination Study: The specifications reference a required breaker coordination and arc flash study, but no details are provided in the drawings. Can you confirm the scope and deliverables of this study?
A19: Please provide specific reference to studies.
Q20: Electrical Panel Schedules Discrepancy: There are inconsistencies between the panel schedules in the drawings and the specifications regarding circuit numbers, loads, and breaker sizes. Please clarify.
A20: Please be specific with discrepancies. Provide locations (sheets and spec sections) of discrepancies.
Q21: Conduit Routing Conflicts: The drawings show conduit routing that may interfere with existing mechanical and structural elements. Can an updated coordination drawing be provided?
A21: See last page for current utility information. Facility manager responsibility per FM hand\book
Q22: Equipment Clearance Requirements: The specifications list NEC-compliant clearance for electrical equipment, but some clearances in the drawings appear inadequate. Please confirm required working space dimensions.
A22: NO, follow applicable NEC Codes.
Q23: HVAC Integration for Electrical Rooms: The emergency power equipment generates significant heat, but there is no mention of ventilation or cooling modifications in the drawings. Is HVAC adjustment required?
A23: Not in this contract.

- Additionally, are there any base permitting, environmental, or coordination requirements we need to be aware of in order to construct the new concrete pad in that location?
A38: This is Patrick SFB. No. An AF103 is required per Spec Section 01 11 00
Q39: Generator Feeder Reuse vs. Replacement – Clarification of Notes on ED-401
We observed that the generator is rated for 825A and is being paralleled using three 3" conduits, likely containing 250 or 350 MCM conductors. Drawing ED-401 includes Flag
Notes #1 and #3, which appear to conflict regarding whether existing conductors can be reused or must be removed and replaced entirely.
- Can you clarify whether reusing existing generator feeder wiring (pulling it back and refeeding to the new ATS) is acceptable, or if full removal and replacement of the feeder to the ATS is required?
- If full replacement is required, could you please explain the reasoning behind that requirement?
A39: The wire can be reused, but it must pass new wire requirements for testing, or it shall be replaced.
Q40: Are you planning to post the sign in sheet and/or will there be another site visit?
A40: It is a part of this amendment.
