Since this solicitation allows Joint Ventures (JVs), in an instance where multiple companies who currently hold existing facility clearance have formed a new JV, will the Government recognize the status of the managing partner’s facility clearance and deem that acceptable, or sponsor a JV-specific facility clearance at time of award?See response to Question 19 of this document.

CDRL A008 referes to different variations of "Quality Plans." The Title of CDRL A008 is "Quality System Plan," the subtitle is "Quality Management Plan," and in the remarks section refers to the "Quality Assurance Program Plan." In Addition to the CDRL referenced PWS paragraph 1.5.4 it refers to a "Quality Control Program." Are all these variations assumed to be the same product or are they stand alone deliverables? These are all the same deliverable. The subtitled on A008 has been changed to "Quality Control Management Plan" as well as being changed in BLK 16, remarks. Any place referencing CDRL A008 in the PWS has been updated to reflect "Quality Control Management Plan" as well.CDRLs, PWSA008, PWS 1.5.4, 1.5.4.1-1.5.4-3
The workbook only shows cost/price values for years 1-5, but excludes the 6 mo extension. Since CLINs 600x are included Schedule B, shouldn't L-03 include this contract period? The six month extension is shown in the TEP Worksheet (All CLIN Roll-up) and not in the CLIN worksheets because the 600X CLINs are half of 2025 proposed amounts.L-03 TEP WorkbookTabs "CLIN X001" and others
Many of the cell values in the TEP worksheets will be calculated in the more extensive Excel Pricing Model (EPM). For example, the total price for CLIN X001 (cell C6). Paragraph 4.2.1, in L02 Section L instructions, prohibits links to external data sources. Is it correct to assume that the Government expects the worksheets supporting the EPM be added to the L-03 TEP workbook? If so, may "macros" be added and the file saved as a ".xlsm"?The TEP Worksheet is one tab of the mandatory use L-03 Cost/Price Workbook. All data which makes up the proposed price for this proposal must be included in the L-03 workbook. For example, if you are creating a rate for use on this proposal, you are required to show that rate calculation in this workbook. You may add tabs for that data which link to the cells of the Government provided Tabs. Macros are not allowed.L-03 TEP WorkbookTab CLIN X002, X009
To avoid a visual discrepancy, recommend the formulas in Row 9 be modified to include the ROUND function with 2 decimal places. This will avoid possible variance in cell H9.The ROUND function will be added.L-03 TEP WorkbookTab CLIN X002, X009
The TEP model seems to be built on a "one size fits all" fringe calculation. For example, the "Indirect Rates & Fee" tab only allows for one rate per year which is then linked to X003 (and others). While row 28 allows for other rates, the base cost is linked to the total direct labor cost (row 25). May the workbook be modified to enable Fringe rates by labor groups (e.g. Exempt, CBA, Foreign Nationals, etc.)?Offerors may add additional lines for any rates or fees they wish to use in the proposal. These would be shown on the Indirect Rates and Fee Tab and linked to the appropriate location on the CLIN worksheets. The indirect areas of the CLIN worksheets have been revised to identify the columns for the base of the rate, the rate, and the indirect costs. The formulas which previously identified the base have been removed. The offeror must insert the formula which identifies the base amount the rate is applied to.L-03 TEP WorkbookIndirect Rates & Fees, CLIN X003
Cell C41 (and others) require a fill-in of the base cost for items subject to Material Handling. However the description for CLIN X007 says it includes all material and supplies acquired by the Contractor. This would imply that the value for C41 is zero. Is this correct? If not, what non-labor items is the contractor responsible for pricing for this CLIN?Removed material handling from CLINs X003, X004 and X005.L-03 TEP WorkbookCLIN X003
If the value of C41 is non-zero, then the calculation for Total Cost is in error as it does NOT include the cost base for Material Handling. The rows have been removed.L-03 TEP WorkbookCLIN X003
The formula for G&A base in C45 includes the material handling cost. This may not be IAW disclosed accounting practices. May this formula be corrected?Material handling was removed. The offeror is required to change the formulas for the application of indirect rates to reflect how their account practices dictate. Formulas have been removed from rate application. Offerors must establish the correct formula. In the event one has been missed in the revision, offerors must validate how the amount is calculated before submissionL-03 TEP WorkbookCLIN X003
(See question 5) The only direct cost included in the Fee base, cell C55, is labor. Is it correct to assume there are no non-labor direct costs for this CLIN?Removed material handling from CLINs X003, X004 and X005.L-03 TEP WorkbookCLIN X003
The workbook has limited flexibility by only allowing a single fee rate to be proposed for all years. Recommend the worksheets be modified to allow a fee by year look-up capability.Additional fee and rate rows can be added on Indirect fee/rate tab.L-03 TEP WorkbookIndirect Rates & Fees, CLIN X003, X004, X005, X006 (both Prime and Sub)
With regard to operation of the Volcano Club, is the AIMS contractor required to observe federal regulations for retail alcoholic beverage permits and tax stamps from the Department of the Treasury, Internal Revenue Service, Bureau of Alcohol, Tobacco, Firearms and Explosives? No, however there are other costs associated with the Volcano Club. Alcohol taxes are due to Ascension Government AIG) and the contractor is responsible for the cost of shipping alcohol and spirits down to Ascension.PWS24/1.11.2.16.
The existing CBA between incumbent ROS contractor and the IBEW was not provided with the solicitation documents. There are 2x CBAs in existence on ROS that will be required for AIMS; the (Teamsters Local 769) & IBEW Local 2088). Will the Government make available the second of the two CBAs currently in effect for the ROS contract. Specifically, include the International Brotherhood of Electrical Workers (IBEW), Local 2088 CBA with the solicitation documents. The Government will be adding the IBEW Local 2088 CBA in the upcoming amendment.CBA Documents in Technical Library
Q&A # 1 states that this should be rates for non SCA/CBA. Should this be populated with Exempt labor rates that will be used in work on the COST CLINS only? If not please provide direction on which labor rates should be listed on this form. No, it is not for COST CLIN only.
