2CLINs X001 and X002 are identified as Cost Plus Fixed Fee, however there does not appear to be a requirement to break out Estimated Costs and Fixed Fee separately in Section B. Please confirm/clarify that Offerors should provide separate amounts for Estimated Costs, Fixed Fee and Total CPFF.Our contract writing system does not give us the option to break out the fee on the bid schedule for the solicitation. The offeror must provide, within their proposal, the amount of cost and fixed fee for each CPFF on Section B as well as a cost breakdown to support how they arrived at the number.Section B-2.p. 3-12.
3Section L-1.b states (emphasis added) "The Offeror shall make a clear statement in Section A of Volume III and in block 12 of the SF 33 that
the Offeror’s proposal is valid for a period of not less than 180 calendar days from receipt." Please confirm or clarify the reference to Section A of Volume III. 4Section L.4.4 Volume Organization. The Price/Cost Volume shall consist of the following sections:

Section M.4.1. Complete Proposal: The Government will evaluate completeness of the Offeror’s submitted cost/price volume. The cost/price volume shall address all Section L Volume 3 requirements. The proposal shall include completed versions of the Cost/Price Workbook with supporting cost detail and the Labor Rate Listings. Failure to provide required narrative description, applicable worksheets or supporting detail may make the proposal ineligible for award.

1. Given that Offerors may be proposing unique technical approaches that could require significantly different labor skill mixes and levels, how will the government evaluate the proposed direct labor/staffing plan?

2. Does the government require (or desire) Offerors to submit a Basis of Estimate (BOE) with their Cost/Price volume detailing the rationale for the proposed labor mix/staffing? 1. The offeror will determine the structure of their Cost/Price submission and what level of detail they need to provide to support those costs. 2. The cost/price submission must provide sufficient detail for the Government to determine it supports the approach which is offered in the Technical proposal. 5Section L-1, 1.2.10 Electronic Proposal Instructions (emphasis added) states: "To enable the government to successfully view the proposals electronically, the Offeror’s electronic copy of the proposal shall be submitted in Adobe Portable Document File (PDF) format. PDF files are expected to be exact duplicates of the paper copies. For files prepared in MS Excel XLS format, the PDF file shall duplicate the paper copy while the XLS file shall have open cells allowing the Government to view/evaluate all formulas."

Section L. 4.5.5.2 states "Each MS Excel workbook shall be submitted as both a protected version and one that can be manipulated by Government."

(1) Please clarify how you would like the spreadsheets to be protected.

(2) Please confirm that spreadsheets must be submitted in 3 copies: (a) unprotected Excel spreadsheet (.xls); (b) protected Excel spreadsheet (.xls); and (c) Adobe Portable Document File (PDF) format.1.The protected version should be submitted in a manner which does not allow the cells to be manipulated and serves as an excel record of the offeror's submission. 2. 10Section M.4.1. Complete Proposal: includes the following (emphasis added): "The Government will evaluate completeness of the Offeror’s submitted cost/price volume. The cost/price volume shall address all Section L Volume 3 requirements. The proposal shall include completed versions of the Cost/Price Workbook with supporting cost detail and the Labor Rate Listings." This seems to imply that there is a Cost Price workbook template that should be completed. Please confirm/clarify whether the government intends to provide a standard pricing template for all Offerors to complete.A template will not be provided. All offerors are responsible for determining the structure of their price/cost submission. 11Section L.4.5.4 Section 4-Team Member Information. "Proposals for all team members performing under cost CLINs and team members performing under fixed price CLINs who perform work valued at a minimum of 5% of the contract cost shall be submitted within the prime Offeror’s proposal. Nonprime cost proposals should be submitted through the prime to the PCO. If the team member considers its information proprietary, it may be submitted directly to the PCO by the same date and time the prime Offeror’s proposal is due. The prime proposal shall uniquely identify team member costs within the supporting cost documentation. Team member cost documentation shall be submitted at the same level of detail and in the same format as the prime’s cost proposal."
Please confirm/clarify the requirement for nonprime cost price documentation for subcontractors performing on FFP CLINs. Is the 5% based on the FFP CLIN value only or is it applicable to ALL CLINs, including CPFF CLINs?The 5% is for total contract cost, not by the CLIN. FFP CLINs do not require a cost breakdown but subs performing under Cost type CLINS must provide a detailed breakdown. Subcontractors performing only FFP work should submit the value of work they will perform on the CLINs. The Government must be able to determinethe value of work by alll subs in order to determine how the offeror meets the requirements of the Limitations in Subcontracting clause as well as whether or not the subcontractor meets the thresholds to be considered in the past performance evaluation.L-4 VOLUME III - PRICE / COST (FACTOR 3)Section L.4.5.4, p. 11
12Section L.4.5.4 Section 4-Team Member Information. The draft RFP defined a major subcontractor as one "whose cost equals 10% or more of total cost" and only required supporting cost detail from major subcontractors. Would the government consider reverting back to the major subcontractor definition and cost documentation requirements from the draft RFP? Based on the final RFP language, a cost reimbursable subcontractor/teammate with 1 or 2 FTEs would need to submit a complete package even though their effort would be less than 10% of the total.The wording under this section will remain as is.L-4 VOLUME III - PRICE / COST (FACTOR 3)Section L.4.5.4, p. 11

14Section L-3.1 General Instructions. This section states "Past performance information will be evaluated for the Offeror and any member of the Offeror's team who performs a minimum of 5% of the contract value." Is it a requirement for each member that meets 5% of the contract value to submit a past performance citation or is it optional?The offerors may choose what citations to provide to the Government for consideration. The Government reserves the right to review other citations during the evaluation.L-3.1 General InstructionsSection L-3.1, p. 7
15Section L.5.2.4 Contractor Responsibility Information requires bidder to "Provide a listing of contracts performed by the prime contractor within the last four (4) years." This would be a large volume of information. Would the government consider limiting the list of contracts to those cited as past performance or those of similar size and scope?This will be revised to reflect that we will use the information in the Past Performace volume and the PPIRS system for determining responsibility and if the offeror has not served in a prime contractor role on DOD contracts, they must provide a list of at least 10 contracts performed over the last 10 years.L.5.2.4 Contractor Responsibility InformationSection L 5.2.4, P. 14
16Please confirm/clarify the period of performance and how the government would like the cost/price to be presented. In Section F, the contract year runs from August 1 (Oct 1 for the Base Year) through July 31. Throughout Section L.4. there are references to the Government Fiscal Year that runs from Oct 1 through Sept 30. Additionally, the Government Estimate and budget information appears to be based on a Government Fiscal Year. Section L.4.5.5.2 Cost Data Format states "Offerors shall determine the format for submission of cost data and the level of data required to support the cost proposed to be reasonable in relationship to the proposed technical approach." Should the cost information be provided by: (1) contract year; (2) government fiscal year; or (3) contractor fiscal year?The periods of performance in Section F associate with the Ordering Period years or option years on Section B. Offerors must provide a breakdown which assocaites with the cost and fee proposed on Section B CLINs. The structure of the spreadshhet used to provide that supporting data is determined by the individual offeror. The offeror must provide sufficient detail for the Government to determine the price to be reasonable and realistic.Section F and Section L.4

18Given the continuing restrictions due to the COVID pandemic and the difficulties in producing a paper copy of the proposal (as that will require several people that have not been in contact with each other to gather together for an extended period of time), we suggest that an electronic-only copy of the proposal be submitted at this time. If the Government requires a paper copy submission at this time, can we please have a two week extension of the due date to allow for a safe production of the proposal?A specific extension to the proposal due date will not be given in order to produce a paper copy of the proposal. However, we may add an additional week to the submission deadline to facilitate incorporation of these questions/answers.Section L
19The GFP list provides generic asset descriptions and dollar values with no other information. For example, Tracking number 60721 is only identifed as "MISC" but has a value of $17,480.00. Is it possible to provide more descriptive information about GFP?Detailed descriptions are not necessary. 21Thank you for providing the historical workload indicators and projection during the PSSC-II. In evaluating the data provided we identified the following questions and are requesting clarification (Question 4-7). The hours provided for Falcon 9 equate to approximately 1.25 FTEs. In our teams experience this doesn’t match the current resources supporting this vehicle and seem to be considerably different than what is provided in support of the other vehicles. Is the government expecting a significant decrease in the support to Falcon 9 during the PSSC-II?
The workload indicators were provided as a guide for what to expect in providing customer support provided by Pad Safety and not meant to be the end all for support. 22The Atlas V and Delta IV Heavy vehicles have hours listed for all years of the PSSC-II, but it is anticipated that these vehicles will no longer be providing launch services within the next few years. The Atlas transitioning to Vulcan and Delta IV Heavy being fully decommissioned. Is it the Government's intent that these Atlas V WLI hours also cover Pad Safety support to the development of Vulcan and the transition to that vehicle, or will a different set of Pad Safety functions and hours be required to support that vehicle? The technical data is provided for informational purposes to aid in proposal preparation." However, we are not able to see a bidders library on beta.sam.gov at this time. Can the Government provide access to a bidder's library for proposal preparation?For this acquisition, Bidder's library refers to the Projected Work Load Indicators and PVMI inventory, already provided.RFP Section LPage 2, section 1.1.7
26Section L paragraph 4.5.5.6 asks for the Cost Plus Fixed Fee CLIN Detail total labor rates, including all indirect cost and fee, to match the rates included on the Labor Rates Listing (Table 4.3). The Labor Rates Listing is to be provided by Government Fiscal Year (October – September), while the CLINs’ PoP is by Contract Year of October through July for CY1 and August through July thereafter. As a result, the rates will not match. We suggest that the rates provided in each table of the proposal be by Contract Year rather than GFY for consistency throughout the proposal.
The Section L paragraphs will be updated so the Labor Rate listing will match the contract year (Aug 1 - July 31) instead of the Government Fiscal Year (GFY). The period of performance for each year of the contract was offset from the GFY to eliviate issues that regularly occur with funding the contract at the beginning of the GFY.Section L, L-4 VOLUME III – PRICE/COST (FACTOR 3)paragraph 4.5.5.6
27Section L-3, Paragraph 3.5.7 Contract Performance, states: "Describe contract performance in terms of the items listed in the Past Performance Questionnaire." What items listed in the Past Performance Questionnaire should be addressed in this section? Many of the relevancy elements in the Past Performance Questionnaire are already included in the previous section (3.5.6 - A description of the relevancy of the Offeror’s past performance with respect to the areas in each evaluation factor.).If the information is duplicative, the offeror can choose to combine the paragraphs for purposes of their response.Section L-33.5.7, page 8
28Section M, 3.1.2.2 Relevancy Assessment, Table 3.3 Relevancy Areas, the government has provided 6 Relevancy Element under Pad Safety Support. Element #6 states “Accomplish technical reviews of documents in areas pertinent to the Safety Acquisition and establish environmental considerations.” There is no reference to Safety Acquisition within the PWS or Section L which provides additional details into this element. Within Section M, under 2.2.7 and Section L 2.4.2.7, there is a evaluation criteria and response requirement related to “ technical review of documents” and “ Environmental Considerations” but the areas of focus are more technical in nature than acquisition. Can the government please clarify if Element #6 is referring to these Section M and L sections or if there is an additional scope of work we should provide past performance.
The intent here is to establish whether or not the successful bidder has the capability to evaluate technical documents received from customers as pertains to hazardous operations or launch operations. There is no additional scope
