The contract involves supporting any location on Cape Canaveral Space Force Station, Kennedy Space Center, and Patrick Air Force Base with some remote locations including Antigua, Ascension, Decatur AL, Sacramento CA, Denver CO, Brigham City and Magna UT, Kings Bay GA and Washington State. Questions regarding the solicitation must be submitted by March 10, 2021 to the listed points of contact. This acquisition has been designated as a total small business set-aside.

Program ManagerMinimum of a Bachelor’s Degree with 14 years experience or an MA/MS/MBA plus 12 years of experience. It is preferable at least one degree has a technical background related to program goals. Certified Safety Professional Credential. Individual has broad responsibility and experience in managing programs and projects with schedule, costs, and technical objectives. 10 years relevant management or supervisory experience, preparation and/or review and approval of hazardous operating procedures for missile/weapons systems. Minimum 7 years experience in CCAFS launch operations (or equivalent) providing familiarity with operations safety, 5 years experience in flight safety analyses and related duties
Engineering ManagerMasters Degree required; Bachelors in Engineering or major science (i.e., math or physics); Level III Certification in DoD Acquisition Program Management preferred. 10 or more years of directly related management and technical experience. Combination of Professional registration, certification, or experience within engineering and mission assurance related specialties desirable. 5 years experience in CCAFS launch systems (or equivalent) providing familiarity with ER launch and ground systems architecture, design, and operations concepts including system life cycle experience including concept, design, development, test, IV&V, operations, and disposal.
Flight Safety ManagerMaster’s degree in physics, mathematics, engineering, or applied science, and 10 years experience in applied analysis and mathematical formulation of problems involving physical phenomena in flight dynamics, flight mechanics, electromagnetic radiation, and related fields encountered in missiles, rockets, and space flight, 5 years experience in the analysis of missile range instrumentation and range safety systems, as applied to national range safety policies, criteria, and procedures
Operations ManagerBachelor of Science degree required, Master’s degree highly desirable. Certified Safety Professional Credential required. 10 years relevant management or supervisory experience, preparation and/or review and approval of hazardous operating procedures for missile/weapons systems. Minimum 7 years experience in CCAFS launch operations (or equivalent) providing familiarity with operations safety, first-hand knowledge of the safe handling of explosives or propellants, hazardous procedure review, and operations oversight
Program Control AnalystAssociates degree, Bachelors degree desirable, experience in business system and management information system operations, government account principles and reporting, and contracts administration, 4 years of experience in cost analysis, cost accounting, or program control; or contracting government experience preferred. JOCAS experience preferred. Provides analysis of cost, schedule, and performance metrics and provides proactive assessments of budgetary considerations.
Systems AdministratorMicrosoft Certified Systems Engineer or equivalent for non-Microsoft operating systems required with 2 years experience in DOD network security requirements, 2 years experience in Microsoft networking and domain control, familiarity with relational database systems. Oversees the design, implementation, and maintenance of information technology systems including network domains, server and desktop operating systems, server and desktop applications, protocols, and related IT system requirements.
Clerical SupportHigh school (HS) diploma or general education degree (GED), supplemented by coursework, training, or education in the use of office software products. 2 or more years of responsible secretarial and clerical support experience involving varied office functions.
Senior ScientistMasters Degree, or Bachelor's in Engineering or major science (i.e., math or computer science with 15+ years of experience directly supporting the Range Safety disciplines), 10+ years experience in range safety systems and instrumentation systems, as applied to national range safety policies, criteria, and procedures
Senior EngineerMaster’s degree in engineering or applied science, and 7 years experience in applied analysis, which includes 5 years of progressive experience in the engineering field, with experience in range safety systems and instrumentation systems, as applied to national range safety policies, criteria, and procedures, and 2 years experience in the development of mathematical models and related prototype computer programs and analyses as associated with missile range instrumentation and safety systems.
EngineerBachelor’s degree in physics, mathematics, engineering, or applied science or equivalent education, and 4 years experience in applied analysis, which includes 3 years progressive experience in a qualified engineering or scientific field, and 1 year experience in the development of prototype computer mathematical models and related programs and analyses as associated with missile range safety instrumentation and safety systems
Junior EngineerBS or equivalent degree in Engineering or major science (i.e., math or physics). Zero to 4 years of engineering experience. Some applied system engineering experience as a student intern or Co-op student is desirable. In lieu of degree and zero to 3 years experience, 9 years of directly related work experience may be substituted.
Operations Safety LeadHigh school diploma required, Bachelor’s degree, Certified Safety Professional or Professional Safety Manager credential highly desirable, required first-hand knowledge of the safe handling of explosives or propellants, hazardous procedure review, and operations oversight; Self-Contained Atmospheric Protective Ensemble (SCAPE) certified is desirable. 7+ years experience at CCAFS or other national range within a safety oversight position is required.
Operations Safety SupervisorHigh school diploma required, Bachelor’s degree, Certified Safety Professional or, Professional Safety Manager credential highly desirable, 5 years safety related experience within the safety or launch business, Knowledgeable and experienced in missiles, explosives or armament/weapons and first hand knowledge of the safe handling of explosives or propellants, 5 or more years experience in the missile and/or nuclear safety
Program Support AnalystAssociates degree, Bachelors degree desirable, preferably with a major in business administration, finance, computer science, engineering, or major science. Provides support to augment the engineering and scientific staff with data entry, computer program operations, technical research, and para-technical related functions
Senior Compliance SpecialistMasters degree required, Bachelor degree in an engineering disciple with10 years experience in quality and regulatory requirements, and 5 years in audit and assessments, preferred. Supports planning and program implementation to meet comprehensive and complex regulations requirements. Develop effective implementation strategies for use on worksites involving multi-contractor and government personnel exposure, multi-covered processes in close proximity to one another and public receptors, and extremely complex mechanical and software systems
Senior Systems EngineerBachelor’s degree with 10 or more years experience in aerospace ground support equipment design, operations, maintenance, and inspection. Demonstrated experience in National Consensus Codes, standards and specifications, as they relate to the Eastern Range, Supports development of detailed system assessments and analyses
Compliance SupervisorBachelors degree in engineering or other technical discipline. Minimum 8 years experience involving producibility or manufacture of complex products; application of modern quality principles and methods including: quality management system standards, product and process controls, measurement and test, audits, statistical applications, corrective and preventive actions, and lean manufacturing.
NDI InspectorBachelors degree in engineering or other technical discipline. 5 years relevant management or supervisory experience, preparation and/or review and approval of hazardous operating procedures, 3 years experience in CCAFS launch facilities and operations (or equivalent), familiarity with operations safety
