1. Question: General Note 20 indicates that the contractor is responsible for relocation of building occupants and mission specific items, equipment, and supplies. Further explanation is required for General Note 20 for the contractor to prepare an estimate for this. How many occupants? What are the specific items, equipment, and supplies that will be required?
Where will all this be relocated to?
Answer:
The number of occupants varies per phase, between 18-30 people. This could change if there are personnel changes prior to and during construction. Desks, filing cabinets, copy machines and chairs will need to be moved. Generally the staff will move their own boxes. 22. Question: DWG A-100, Flag Note #23 refers to installing a total of four new windows in offices C322A, C322B, C322C, and C322D. Additionally, it states to go to DWG A-403 for exact locations. On DWG A-403, we cannot find a Flag Note #23 and there is only an office labeled C322A. Looking at the finish schedule on DWG A-604, all four rooms appear with GWB/P-1 wall finishes. Then on DWG IRP-102, it shows one large room with systems furniture. Please clarify where the windows go.
Office C322A was revised to become one large room with systems furniture and a conference table. The windows replace existing windows in C322A.
23. Question: In light of the recent restrictions placed on PAFB due to COVID-19, for bidding purposes, what restrictions are we to assume will be enforced during time of construction?

25. Question: During the site visit on 05/19/20, we noticed several areas with stained or damaged ceiling tiles indicating possible roof leaks. Are we to assume these are old stains and the roof has been repaired?
Answer:
Roofing is not part of this contract.
Other (Specify) DWG A-004 vs FP-101
26. Question: The phasing sequence from DWG A-004 indicates that the starting areas are also the farthest areas from the connection points to the existing fire sprinkler system. Can the new mains be run through the other phasing areas first with plugs/caps on the branch line outlets? Alternately, will it be permissible to install and test the system, but leave it empty, leaving the newly occupied Phase 1 & 2 areas with no protection until Phase 3 is complete for the NW wing and Phase 4 is complete for the NE wing?
New mains can be run through other phases as long as care is taken to minimize disruptions to work activities. FP system cannot remain empty during Phase 1 and 2 without protection during work in other phases.
Other (Specify) DWG A-004 vs FP-101
27. Question: The NE portion of the third floor is shown as NIC; however, a 4" main will have to be run through this area at some point in the phasing. The options for running this main would seem to be: 1) installation while the NIC area is occupied, 2) installation after hours (OT), or 3) installation near the end of the project (assuming occupants have been moved at that point) leaving Phase 2 unprotected for the duration of the project. Please clarify.
Answer:
After hours is preferable.
28. Question: Will an elevator and stairwell be made available for use during all five phases of this project?
Answer:
Yes, however weight limits may not be exceeded.

30. Question: DWG A-001, General Note #20 states that the contractor is responsible for relocation of occupants and mission specific items, equipment, and supplies. Is this accurate and, if so, can more information be provided to help identify the cost associated with this effort (i.e., the type, size, weight of items along with where they are to be relocated to)?
Additionally, it goes on to state that all user critical equipment shall be moved prior to the start of work and all equipment to remain shall be protected per previous notes. Is the contractor going to be required to move or protect this critical equipment and, if so, can more information be provided to help identify the cost associated with this effort (i.e., the type, size, weight, quantity of items along with where they are to be relocated to or if they are to remain in place)?

One printer from bldg. 423 room S-230 to newly renovated phase 3 area;
One printer from bldg. 415 to newly renovated phase 3 area.
Other (Specify) DWG A-004, Construction Phasing
31. Question: The five phases are listed; however, it does not reflect the amount of time in between each phase. Please clarify.
Refer to the Phasing legend. Due to last minute changes, not all notes were revised.
At this time, two weeks are planned between phases for personnel relocation.
Other (Specify) DWG A-004
32. Question: In order to access the west wing, it appears it will require the use of a stairwell or elevator in an occupied space. Will this be acceptable and, if so, will there be any access restrictions? This will make it very difficult to control duct/debris especially during the abatement/demo.
Answer:
The government will allow temporary controlled access to 3ELEV3 and 3STAIRS3 during Phase 3 construction and re-route occupants of Phase 5 area to 3STAIRS4 temporarily.

The Contractor shall ensure that the construction trailer is properly marked, with company name and contact information clearly posted. The site, if visual to public, shall have a temporary PVC coated, chain link fence with slats or other visual barrier.
