QUESTIONS AND ANSWERS

Solicitation: FA2521‐20‐B‐0001, Project Number: SXHT 11‐1055 Project Description: Repair Lift Station Pumps, Bldg. 650, Bldg. 1497 & Replace Lift Station 943

Patrick AFB, FL

Ref: Technical Specification 09 90 00 1.3.2 Q1. Question: Specification 09 90 00 1.3.2 calls out SSPC QP 1 Certification for surface prep and coating application. Please clarify if the QP 1 requirement is applicable for this project.

If QP 1 requirement is still required can NACE inspection for prep/paint coatings be provided in lieu of?

A1. COMPLY WITH SPECIFICATION AS WRITTEN.

Ref: Specification Section 09 90 00 / Page 7 / Section 1.3.2 SSPC QP Certification

Q2. Can this Certification be waived? Several subs have indicated that this is extremely restrictive and there are very few painters who can comply with this requirement.

A2. COMPLY WITH SPECIFICATION AS WRITTEN.

Ref: Site-Walk Observation Q3. Due to the age of the lift stations, lead paint could be present in the existing coatings.

Will the government be doing testing on coatings or will this be responsibility of contractor?

If government is doing testing, will results be back in time for bid date or should coatings be treated as hazardous for bid purposes?

A3. NO GOVERNMENT TESTING WILL BE DONE. REFERENCE SPECIFICATION 01 35

26 PARAGRAPH 3.1.2 “UNFORESEEN HAZARDOUS MATERIAL” OF SPECIFICATIONS

FOR REQUIREMENTS.

Ref: Technical Specification 09 90 00 3.11.1 Division 5 Exterior Paint Table and Site-Walk Observation

Q4. At site walk there were many areas of existing piping that showed heavy corrosion.

Specification 09 90 00 3.11.1 Division 5 Exterior Paint Table only has new steel coating system listed and is not a high performance paint coating system. Drawing notes in multiple locations reference using Hi-solids Polyurethane Safety Green. Due to the heavy corrosive environment shouldn’t the following paint system be recommended/requested?

-Corroded/Failed Coatings: Prep to SSPC SP 3. Prime using Duraplate 235. Apply two topcoats using Hi-solids Polyurethane.

-Adhered Existing Coatings: Prep to SSPC SP 2. Clean and apply two topcoats using Hi-solids Polyurethane.

-New Steel/Piping: Prep to SSPC SP 10. Prime using Duraplate 235. Apply two topcoats using Hi-solids Polyurethane.

Solicitation: FA2521‐20‐B‐0001, Project Number: SXHT 11‐1055

Ref: RFP Attachment 10, Subcontract calculation sheet Q5: Attachment 10 to the Solicitation is a form labeled Calculation of self-performed/subcontracted work. The opening paragraph describes FAR clause 52.219-14 Deviation (also called the Limits of subcontracting clause) correctly states basically the subcontractor (who is not a SDVOSB) can nod do more than 85 percent of the non-material work; conversely the SDVOSB has to AT LEAST 15 percent of the work. However, the way the calculation form has been designed it appears that item #6 explanation for the percentage “(must be 85% or more)” is in error. Please confirm.

A5. THE ORIGINAL FORM POSTED AS ATTACHMENT 10 HAS BEEN REPLACED

WITH THE REVISED FORM TO CORRECT THE ERROR. THE REVISED FORM IS NOW

ATTACHMENT 10, REVISED AND IS NAMED “SDVOSB Self Performance Workseet, revised”. THIS FORM MUST BE COMPLETED AND SUBMITTED WITH YOUR BID

PACKAGE AS STATED IN SECTION L WHICH HAS ALSO BEEN AMENDED TO

INCLUDE THE REVISED FORM.

Q6. It appears that the Man Hole that has to be involved in excavation and replacement of the discharge forced main is less than 10 feet from the very busy State Road A1A, and is located in the traffic right-of-way for turn-in to the Tides service area. Is this part of the FDOT area that would need to be addressed by MOT General Permit? If so, it appears that Technical Specifications for this requirement have not been stated; should they be?

A6: THE MANHOLE IS LOCATED IN FDOT’S RIGHT-OF-WAY (ROW), THE MOT

GENERAL PERMIT WILL NEED TO ADDRESS THIS.

Ref: Site-walk observation

Q7. For the Tides Club Bldg. 943 Lift Station; will the sidewalk cutting through the service area from the south parking area to the north area have to remain open? Since this is a very tight, restricted area it may be hazardous to the general public and we would recommend it be “temporarily closed” with proper signage during the construction period.

A7: ANY SAFETY CONCERNS REGARDING THIS PROJECT WILL BE ADDRESSED

DURING THE PRE-CONSTRUCTION CONFERENCE MEETING AFTER CONTRACT

AWARD.

Ref: Drawings C-101 Q8. Lift Station 650 drawing page C-101 does not include a FLAG NOTE to paint floor or walls; Is that correct?
