Support Agreement for the Meter Class Autonomous Telescope (MCAT) on
Ascension Island Auxiliary Airfield (AAF)
Statement of Work
This SOW governs maintenance and operations of the John Africano NASA-AFRL Orbital Debris Observatory. Within this facility is NASA’s Meter-Class Autonomous Telescope (MCAT), located by the Consolidated Instrumentation Facility (CIF) at the AAF.
The MCAT facility is comprised of (a) the primary MCAT telescope and building, (b) the seeing monitor (SEEMON) tower platform and Benbrook telescope, (c) two weather masts, and (d) the control room located in the CIF (Room 127). Hereafter, ‘MCAT’ refers to the larger primary telescope & building, whereas the ‘MCAT facility’ refers to the full NASA observatory with all auxiliary components (MCAT, SEEMON, weather masts, and CIF control room).
1.0 Background
The Orbital Debris Program Office (ODPO) at NASA Johnson Space Center (NASA-JSC) has been granted approval by Air Force Space Command (AFSPC A8I) to deploy MCAT to Ascension Island Auxiliary Airfield (AAF) in the US Air Force (USAF) Eastern Test Range headquartered at the 45th Space Wing stationed at Patrick Air Force Base (AFB), Florida.
The MCAT telescope is a 1.3-m optical telescope conceived, designed, and constructed by NASA-JSC and Air Force Research Laboratory (AFRL) Detachment 15, Maui, HI.
MCAT’s purpose is to characterize the space orbital object environment in support of safety of flight. Adjacent to the MCAT telescope is a smaller 0.4-meter telescope, Benbrook, which is a separate scientific asset to NASA that also serves in support of
MCAT.
AAF provides a highly suitable location for MCAT in terms of its resident and remote 45th SW technical staff, its unique geographic location enabling access to under-sampled orbital regimes, and its favorable weather. The Consolidated Instrumentation Facility (CIF) at AAF is an ideal site for the full MCAT facility in terms of its moderate altitude (offering isolation from direct ocean aerosols and boundary layer penetration), its status as a Controlled Area, the proximity of communication links to CONUS, the availability of electrical service and emergency power, and the presence of pre-existing structures that can directly accommodate the MCAT and Benbrook telescope facility and operations center.
The MCAT facility shall conduct autonomous operations with no permanent staffing. The expected operational duration for the MCAT facility at AAF is 15 years.

2.0 TASK 1
2.1 Task Title:
MCAT Facility Operations and Maintenance Support
2.2 Objective
This statement of work governs support required by the local AF Ascension Island facility contractor(s) to enable operations, maintenance and technical support for the full MCAT facility.
2.3 MCAT Facility Operations & Maintenance
Support operations and maintenance of the MCAT facility after deployment as described below (August 2015 – 2028):
1. Communication Services:
Telephones - Provide troubleshooting and restoration services as required to maintain service and respond to service calls from NASA as required.
NIPRNet – Provide troubleshooting and restoration services as required to maintain service and respond to service calls from NASA as required.
NASA estimated level of effort: 6 man-hours annually.
2. Custodial Services:
Trash removal from CIF Room 127, as required.
NASA estimated level of effort: 6 man-hours annually.
3. Mail Postage Service:
Includes postage and fees for official mail and application thereof.
NASA estimated level of effort: 4 man-hours annually.
4. General Security Services:
Includes security inspections to protect NASA resources at Ascension Island.
Security services to be performed per 45 SW policy and procedures. Notify NASA of any validated emergency or if any anomalous system behavior is observed via email to jsc-mcat@lists.nasa.gov.

NASA estimated level of effort: Not requesting any special support and not anticipating any emergency; security staff level of effort should not increase.
5. Transportation Services:
Includes shipping of material not suitable for use of postal services.
Includes packing, handling, shipping and transportation of larger shipments sent to NASA through Patrick TMO. NASA will fund TMO for the transportation of these larger shipments.
Receiving and delivery of material from NASA.
Includes receipt and storage of replacement spare and repair parts for NASA systems and delivery to CIF Room 127 or the MCAT Facility as appropriate.
NASA estimated level of effort: We do not expect to need to regularly ship large packages. Estimated 1 or 2 times per year.
6. MCAT Facility Operations and Maintenance:
All operations and maintenance tasks for NASA systems can be performed by a maintenance technician skilled in basic electrical and mechanical systems.
NASA will provide on-site training after the installation of the new 0.4-meter Benbrook Telescope on the SEEMON tower platform. NASA will also provide O&M documentation and spare parts after system installation. MCAT systems that will require O&M support consists of the following facilities:
• MCAT, Level 1 and Level 2 (housing the 1.3-meter MCAT telescope) (24268)
• SEEMON Tower Platform (housing the 0.4-meter Benbrook telescope) (24269)
• MCAT Control Room (CIF, R127 - 24232)
• Weather stations installed on the primary (windward of MCAT) and secondary (leeward of MCAT) weather masts (24270)
All maintenance tasks required are described specifically in the following documents that shall be provided to the AF:
• MCAT Technical Instruments Preventive Maintenance Procedures
• MCAT Infrastructure and Operations Preventative Maintenance Procedures

3.0 Place of Performance
The MCAT Facility Operations and Maintenance Support shall be performed at AAF.
4.0 Period of Performance
Project Start date shall be within 1 day of Task Order award. The period of performance described in this SOW is FY19.
5.0 Travel
All travel, when required, will be billed in accordance with Federal regulations. The construction contractor may use NASA’s TAC for moving personnel and cargo to Ascension Island. NASA will provide their TAC when requested.
6.0 Hours of Work
Hours of work are normal operational hours plus those hours required for scheduled travel.
NASA would only require 45 SW or their contractors to support MCAT after hours on a limited basis or in the case of an emergency.
7.0 Acceptance of Deliverables
All parties must agree on the content of the finalized MOAs.
8.0 Expertise Requirements
The 45 SW shall provide personnel with expertise in the areas covered by the delineated subtasks.
9.0 Security
Government security requirements are met.
10.0 Organizational Conflict of Interest
Attention is directed to FAR Subpart 9.5, Organizational Conflicts of Interest.
11.0 Use of Government Facilities or Personnel
As required.
12.0 Contracting Officer’s Technical Representative (COTR)
The COR/COTR is designated by the Contracting Officer to perform technical liaison between the contractor’s management and the Contracting Officer in routine technical matters constituting general program direction within the scope of the contract/task order.
Under NO circumstances is the COR/COTR authorized to effect any changes in the work required under this contract/task order whatsoever, or enter into any agreement that has the effect of changing the terms and conditions of this Task Order, or that causes the Contractor to incur any costs.
In addition, the COR/COTR will NOT supervise, direct, or control contractor employees.
Notwithstanding this provision, to the extent that contractor accepts any direction that constitutes a change to his contract/task order without prior written authorization of the Contracting Officer, costs incurred in connection therewith are incurred at the sole risk of the contract, and if involved under this Task Order will be disallowed.
On all matters that pertain to the contract terms, the contractor must communicate with the Contracting Officer. Whenever, in the opinion of the contractor, the COR/COTR requests efforts beyond the terms of the contract, the contractor shall so advise the Contracting Officer. If the COR/COTR persists and there still exists a disagreement as to the proper contractual coverage, the Contracting Officer will be notified immediately, preferably in writing.
Proceeding with work without proper contractual coverage may result in nonpayment or necessitate submittal of a contract claim. The prime contractor’s management should clearly communicate this position to its employees working on this contract and to any subcontractors also providing support.
13.0 Section 508 Requirements
All electronic and information technology (EIT) procured through this Task Order must meet the applicable accessibility standards at 36 CFR 1194, unless an agency exception to this requirement exists. The 36 CFR 1194 implements Section 508 of the Rehabilitation Act of 1973, as amended, and is viewable at http://www/acessboard.gov/sec508/508standards.htm.
14.0 Payment Schedule
This SOW is fully funded upon acceptance.
15.0 Procedures for Payment
NASA-JSC will fund the newly created Job Order Number (JON) via NASA Interagency Purchase Request (NIPR).
