Here are my responses to the questions of , the USAF person who is overseeing preparation of our ROM and the MOA, as per his email of Monday 28 Sept 2015. A summary of what NASA needs the USAF to provide in terms of shipping and labor appears at the end.
1. LENGTH OF TIME REQUIRED FOR INITIAL TRAINING ON ISLAND.
7 working days. Is it possible to have seven consecutive days to enable training personnel to travel with 9 days on the island? Setup illustrated is in Exhibit A.
2. REQUIRED MATERIALS.
55 Ozonesonde-radiosonde-balloon packages each year. SAMPLE QUOTATION
FROM VENDOR FOR 55 “EXPENDABLE PACKAGES” AS THESE WILL BE REFERRED
TO, IS ATTACHED, Exhibit B. THESE TYPES OF SONDES ARE COMPATIBLE WITH OUR GROUND STATION. The ozonesonde is manufactured by Droplet Measurement Technologies and is called “DMT”. The radiosonde is an Intermet or “IMet” type.
3. TYPE OF HELIUM REQUIRED: “Balloon Grade,” 35 tanks/yr. Details and sample vendor information is attached, Exhibit C.
4. NUMBER OF EXPENDABLE PACKAGES IN INITIAL SHIPMENT: 115 (2 yr supply)
5. PERMANENT EQUIPMENT PROVIDED TO CONTRACTOR (See Attached Spreadsheet, Exhibit D.
6. FREQUENCY OF BALLOON LAUNCHES: Weekly, at ~1300 Local Time, between Tues-Thurs. Exact day of week not critical. Regularity is desirable but we can accommodate a modified schedule if USAF operations require. Note that your operations and forecasting people (including at UK Meteorological Office [UKMO]) may use our data as soon as it is collected. Value to one group that works with UKMO and MOD (Ministry of Defense) is outlined in letter of support, Exhibit E.

The Zephyr programme is being developed under a MOU between UK MOD and US DOD.
We have been made aware of your plans to establish radiosonde operations at ASI by our USAF colleagues. UK MOD have operated radiosondes in support or Zephyr flying activities at this location in 2014 and are considering similar flying activities in future. A radiosonde launch capability is therefore of mutual interest and, whilst we cannot commit to firm dates for our activities in future, I would like to express our support for your activities to establish operations at this location.
Our 2014 operations were conducted using UK Met Office equipment, Royal Navy personnel and commercial Helium. Equipment, consumables and personnel were deployed or re-allocated from various locations on a temporary basis. We see a good fit of interest in sharing or establishing supply for consumables (e.g. Helium and Radiosondes), the possibility to share infrastructure (Receivers, Antennae etc.) that you are going to set up as well as access to trained personnel. The SHADOZ ozonesonde-radiosonde program will also supply measurements up to the mid-stratosphere (7-10 hPa) and there is hope that this data can be fed into NOAAs forecasting model GFS which will lead to a more accurate data assimilation and therefore offer a more accurate planning baseline for the potential operation of Zephyr. This would be of particular interest.
In general, we are keen to maintain contact with your department as in future Zephyr should become at least as much of a provider of met data as we are currently consumers of data.
Please let us know how the SHADOZ program progresses and if we can co-ordinate further.
