AMENDED Ascension Island Mission Services (AIMS) Questions and Answers
AIMS Sources Sought & Industry Day Questions and Answers
1. Where is the line of demarcation between RAF managed POL and USAF managed? Is there any expectation of support to the large fuel farm or floating pipeline?
Answer: The UK controls fuels on island. The USAF has fuel tanks by the power plant and base gas station that AIMS will be responsible for. The contractor will assist the UK in maintenance of the floating pipeline which consists of three people operating the barges for five days supporting the UK once to twice a year.
2. Can we anticipate retention of a meaningful portion of the existing staff or is a large turn-over expected?
Answer: Refer to the website for Ascension review Labor laws to determine and anticipate possible turn-over and retention.
3. What is the condition of paving on island? Can you provide an estimate of miles to be restored/repaired under this effort?
Answer: A map was shown at Industry Day (Slide 8). Areas in yellow are USAF controlled area. Areas in orange are UK areas. Major repaving efforts will be treated as a separate project. The contractor will be responsible for patching and small road repairs of all roads controlled by the USAF. Condition of the roads were shown during the site visit and on the video.
4. What is the condition of the burn pit/landfill? Can we expect equipment and capacity to meet needs for duration or will burn equipment/landfill require replacement on expansion.
Answer: 45 CES is working to increase the USAF landfill at Ascension. Yes, there should be sufficient capacity to meet needs during the AIMS contract.
5. What is the AFSPC vision for AAAF operations for the next 5-10 years? Is mission expansion or extension possible? Is closure possible or likely?
Answer: The AFSPC vision for AAAF operations for the next 5 – 10 is stable. No further information is available.
6. Is support to USN SSPO required for 12.15 radar?
Answer: Yes, we have many tenants and USN is one of them.
7. What is the role of PMD on this contract? Will the contractor have to work through the PMD after the award?
Answer: The role of the PMD is to manage 45 SW acquisition programs and execute stakeholder’s requirements. Yes, the contractor will have to work with PMD as the Government Program Manager(s) after contract award as well as other 45 SW organizations and CORs.
8. What is the interface PMD and the various end users?
Answer: The 45 SW has many MOA/MOUs with different end users. 45 PMD will interface with end users as required per the MOA/MOU with 45 SW. 45 PMD will work to incorporate additional, removal, or modifications to the end user’s requirements into the AIMS requirements as required. Many of these are addressed in the Tenant Support section of the AIMS PWS.
9. Is there a local labor force or will the contractor need to provide a TCN labor force?
Answer: Offerors are advised to be aware of DFARS 252.222-7002, Compliance with local labor laws (overseas), and familiarize themselves with the peculiarities of applicable UK/St Helenian/Ascension Island laws, rules and standards. In particular offerors should be aware of the vast differences regarding hiring/firing/severance practices as compared to US laws.
10. How are supplies obtained and transported?
Answer: Supplies are obtained through SBSS (supply system) or other commercial vendors and transported by Air Lift (every other week via Patrick AFB) and by Sea Lift (4-5 vessels annually via Port Canaveral).
11. Please provide a listing of the contract numbers for the incumbent contractors currently performing the AIMS contract or contracts. This will allow us to look up the contract values in the public domain.
Answer: The current contract number is FA2521-15-C-0063 and FA8806-15-C-0001.
12. Will the new AIMS procurement include any major changes to the current contract or contracts for the AIMS mission?
Answer: Major changes include performing O&M on the 12.15 radar and TAA-3C- 1/TAA-3C-2 telemetry systems. Contractor will also now be responsible for O&M, install, remove, and/or relocate and modify antenna systems and associated mission equipment on towers and not just the antenna structure itself. The AIMS contract will be responsible for both mission and admin communication versus just admin on Ascension Island. The AIMS contractor will have to interface with contactors or government organizations up range as needed since Ascension Assets fall under the larger Eastern Range network for IA accreditation and feed into the larger Easter Range LTRS for Mission Assets.
13. In paragraph 2.4.4.3.1.1 of the PWS there is a reference to a bargaining Union Agreement. Can we have a copy of the agreement?
Answer: A copy of the two bargaining agreements will be posted to the FEDBIZOPPS website.
14. We are assuming that all positions requiring a secret level security clearance must be filled with US nationals. Will the Government assist with procuring work visas and residence visas for US national employees in order to work on Ascension Island?
Answer: Not all positions will require a secret level security clearance. Security Clearances will be based on the work being performed. Some areas will not require a Security Clearance, but may require a background check. Other areas will require a Secret or Top Secret level clearance depending on the work being performed by the positon and the information/networks they need to access to perform their work. It is the Contractors responsibility to work visas or other requirements for members’ employment eligibility or to meet contract requirements.
15. As the United Kingdom has notified the European Union of its intent to leave the European Union, it is unclear if in the future non-United Kingdom citizens may be allowed to work on Ascension Island. Currently Non-cleared tasks (those duties not requiring a US Security Clearance) can be accomplished by citizens of the United Kingdom and of the European Union. Is this a correct assumption?
Answer: Unknown how Brexit will affect UK and Ascension Island hiring legislation.

16. We understand in order for a US company to operate in the United Kingdom that it must registered with the proper authorities. Is there an exemption for American companies from having to register on Ascension Island?

Answer: The company would be performing under the rights afforded the USAF via the Bahamas Agreement, not a separate entity. Registration is not addressed in the Bahamas Agreement.
17. As a small business we will most likely need to partner with a large business in order to bid on the AIMS procurement. Will the Government recognize past performance from subcontractors when evaluating the past performance experience of the small business bidders?
Answer: Evaluation criteria of past performance will be posted with the draft Request for Proposal (RFP).
18. Does the Government have a preference for how small businesses should partner with larger companies? Joint ventures with a large business or having a large business as a subcontractor?
Answer: The Government doesn’t have a preference on how a small business company is formulated.
19. To ensure a base is maintained to an expected level of performance, the U.S. Air Force has developed Common Output Level Standards (COLS). We often see COLS tied to a minimum teaming compliment (MTC) particularly for DSW and planned work activity functions. Does the Government intend to provide an MTC on the AIMS procurement?
Answer: Yes, Vehicle In-Commission, Inventory Accuracy rates:
a. Achieve a monthly 90% total fleet VIC rate
b. Maintain overall inventory accuracy 98% with classified and pilferable at 100%
c. Collect and maintain historical data, using DPAS and FMIS (Fleet Management
Information System).
d. Correct any discrepancies within 1 duty day of discovery and prior to product distribution.
20. Please clarify how engineering services will be performed on AIMS. Will the support be like how the work is provided now? How does the Government intend to obtain engineering reach-back services on AIMS?
Answer: Engineering reach-back services is provided through the Technical Range Architect Engineering Services (TRACES) contract. One time engineering may also be called up under the CAS CLIN, PWS 4.4.7.1
21. Draft PWS, paragraph 3.5.8 states, “The contractor shall submit short-term vehicle rentals (less than 60 days) to COR for review and shall be at the contractor expense.
Note: Do not include costs in proposals.” Is this reporting prior to or after the rental has occurred? Does this relate only to passenger vehicles or does it include equipment?
Answer: Clarification will be provided in the updated PWS.
22. Draft PWS, paragraph 3.1.2 states, “The contractor shall document and account for all Air Force equipment that has ERRCs of NF/ND in the current USAF approved Accountable Property System of Record (APSR), IAW AFI 23-101, Chapter 5, Section 5G Table 5.5 or unless the Government provided, equipment Custodian authorization/Custody Receipt Listing (R14, CA/CRL).” Will the Government provide the entire equipment listing to all bidders?
Answer: Yes, will provide CA/CRLs (R-14).
23. Draft PWS, paragraph 3.5.11.4 states, “The contractor shall properly dispose of unserviceable tires. Tires must be annotated on GPP log regardless of type.” Will tires be included in the recycle program?
Answer: Not at this time. Although it may be implemented when economically feasible.
24. Currently, all construction labor is provided via contract such that no in-house labor resource pool exists. An in-house labor pool provides opportunity to save on project costs. Based on projections of future projects, would the Government be amenable to requiring the contractor provide an in-house labor pool?
Answer: Contractor shall propose workforce to meet current PWS requirements.
25. Requested Draft PWS clarifications:
Section 4.1.20 mentions “Environmental Inspection Process (EIP) guidelines”. Please provide the standard or reference that contains these guidelines.
Section 4.2.7.3 mentions the “Defense Area Printing Service (DAPS)”, which no longer exists at Patrick AFB. Please advise what other Government directed system should be used instead.
Section 4.2.1.1 states “The contractor shall conduct FCAs once every five years with 20% done annually”. Section 4.3.1.2.7 states “The Contractor shall complete an assessment of all facilities, infrastructure and equipment tri-annually with re-assessments on roughly 1/3 of the facilities per years.” Please clarify the frequency of FCAs.
Answer: Clarification will be provided in the updated PWS.
26. Would the Government permit a representative from our company who is already on the ROS contract and on-island to support the Site Visit?
Answer: The Government will permit as long as that representative did not travel on the rotator down at the Governments expense under the ROS contract for the sole purpose of the site visit.
27. Regarding the CLINs structure: we recommend the Government evaluate how engineering services are currently provided for Ascension Island and consider a contract mechanism for providing reach-back engineering services including AIMS on-contract engineering positions and/or an IDIQ CLIN.
Answer: Engineering reach-back services is provided through the Technical Range Architect Engineering Services (TRACES) contract. One time engineering may also be called up under the CAS CLIN, PWS 4.4.7.1
28. Regarding the CLINs structure: we recommend the Government evaluate how projects are constructed and provide in-house construction resources on the AIMS contract.
Answer: AIMS requirements are specified within the PWS.
29. PWS 4.1.6 has a typo on the AF Form number (should be 813, not 813O).
Answer: Government will correct PWS to reflect AF Form 813.
30. The ROS contract has a requirement stating "The Subcontractor shall be a member and attend meetings of the Hazardous Material Management Process Team.” Please confirm whether the AIMS contract has this requirement or not.
Answer: Answer: HMMP team no longer exists in the AIMS PWS. Contractor is required to meet requirements as stated in AFI 32-7086 and be available to meet with COR to review HAZMAT management plan as needed.
31. The ROS contract has a requirement stating "The Contractor shall utilize host nation used oil programs whenever possible.” Please confirm whether the AIMS contract has this requirement or not.
Answer: Under PWS 4.4.13 “Wastewater Systems Oil/Water Separators, Grease Traps and POL”, PWS 4.4.13.1 states “The Contractor shall operate, maintain, and repair wastewater systems and related infrastructure. IAW current industrial and municipal standards, DoD directives, host nation standards, and Environmental Final Governing Standards”. If host nation standards require utilization of used oil programs whenever possible then contractor is directed to comply with host nation standards. Host nation law, regulations, standards, etc. are the responsibility of the contractor to ensure they are in compliance and followed.
32. Is there any kind of requirements regarding British companies or any host nation labor requirements or other specific host nation requirements?
Answer: Government recommends all potential offerors research/review host nation laws and contact AIG when necessary.
33. Copy of SOFA agreement, any other host nation agreement, and any labor agreements.
Answer: Bahamas’s agreement to be posted to bidder’s library, contract not covered under status of forces.
34. Any restrictions on hiring TCN's (third country nationals)?
Answer: Offerors are advised to be aware of DFARS 252.222-7002, Compliance with local labor laws (overseas), and familiarize themselves with the peculiarities of applicable UK/St Helenian/Ascension Island laws, rules and standards. 35. Specifics on clearance requirements.
Answer: Not all positions will require a secret level security clearance. Security Clearances will be based on the work being performed. Some areas will not require a Security Clearance, but may require a background check. Other areas will require a Secret or Top Secret level clearance depending on the work being performed by the positon and the information/networks they need to access to perform their work. It is the
36. Who provide housing for contract personnel?
Answer: There is no right to abode at Ascension, therefore lodging for AIMS employees will be provided by the Government based on availability of housing at Ascension.
37. List of authorized vendors for the site.
Answer: Contractor responsible for finding their own qualified vendors as applicable.
38. Requirements of Hazardous Waste and Material Management – specifically International/Host Nation requirements.
Answer: Host nation law, regulations, standards, etc. are the responsibility of the contractor to ensure they are in compliance and followed.
39. Specifics on any radiation hazards that may be present on the island.
Answer: There are Radio and Radar sites that are the primary radiation hazards. These items are assessed monthly by contractor and communicated via email. The last change to the Radiation Use Authorization is May 2017. All changes are reviewed by 45AMDS Bioenvironmental Engineering Officer.
40. Any specific requirements for the SSHO to meet since it is not a key position?
Answer: Assuming the question is about Site Safety & Health Officer (SSHO). No specific position requirements at this time, but the Contractor is responsible to ensure the member is qualified to perform the requirements as laid out in the PWS/Contract.
41. What is their electronic reporting system for injuries and illnesses (email, other system)?
Answer: Email.
42. PWS states that the contractor shall detain intruders and other criminals - are we operating police? How would this be done?
Answer: Security on the AIMS contract is more in the capacity of a security monitor (no firearms). Detained individuals will be turned over to AIG per Treaties with UK.
43. Prescriptions are typically required for any Public Access Defibrillator (PAD) program -is this currently in place and who established the prescription and maintenance program?
Answer: The PAD program is under the purview of fire/security chief. Monthly PAD requirements are completed by medical clinic administrative assistant and nurse and forwarded to Fire Chief. COR receives monthly PAD information via email.
44. Not sure what "The Contractor shall plan for the availability of medical care off site and the geographical separation from the Continental United States (CONUS)" means. Is that on island or off island but away from the US?
Answer: CDRL B010: Medical escalation and evacuations procedures involve various states of evacuation to include transition to definitive care (GTH) or off island to tertiary care (activate medevac procedures). The operational tasks as well as operator, contractor, and sub-contractor medevac carrier profiles are included as Appendix IV (Ascension Island MERP Quick Guide) and Appendix V (Ascension Island Medevac Grid).
45. Are there currently lab facilities on the island for blood analysis that comply with AFI
44-102 and follows DoD standards of laboratory practice defined in the DoD Clinical Laboratory Improvement Program (DoD CLIP) for registration, certification, proficiency testing, patient test management, quality control, personnel, quality improvement and inspection?
Answer: CLIP/COLA requirements are for the Contractor to implement in the laboratory they will run and maintain at the US Base Clinic on Ascension Island as part of the AIMS contract. There is no other Laboratory on Ascension Island other than the Laboratory provided on base by the Contractor.
46. Does the lab have to be onsite with the capabilities to conduct the following tests?

Answer: Yes, there is no other laboratory on island and flights are only every other week, therefore the Laboratory must run these tests on site at a minimum.
47. What locations are currently on the island for Hazardous Materials storage and what is their condition?
Answer: There are five operational locations where hazardous material is stored:
• Hazardous Material Storage Supply (12332)
• Supply Paint Warehouse (12306)
• Pesticide Storage
• Hazardous Waste Storage Facility (23210)
• Modular Container Storage Area
48. Is the expectation to have a Certified Industrial Hygienist conduct sampling for asbestos and lead? Or just someone who is trained?
Answer: Personnel shall be certified for LBP and ACM sampling.
49. Is hydroponics set up now and the food cost on the reimbursable CLIN?
Answer: Hydroponics is in the process of being setup and is expected to be fully operation by AIMS full performance. Food is covered on a cost reimbursable CLIN.
50. What takes precedence for the hierarchy regarding the labor laws? (Known/Unknown?)
Answer: Host nation law, regulations, standards, etc. are the responsibility of the contractor to ensure they are in compliance and followed.
51. What are the clearance requirements?
Answer: Not all positions will require a secret level security clearance. Security Clearances will be based on the work being performed. Some areas will not require a Security Clearance, but may require a background check. Other areas will require a Secret or Top Secret level clearance depending on the work being performed by the positon and the information/networks they need to access to perform their work. It is the
52. Is there a SOFA Agreement?
Answer: No
53. Is there a bank at Ascension?
Answer: Yes. In addition, the AIMS contractor is responsible for operating credit card terminals as well as an ATM.
54. How many times does the barge go to Ascension? Where does it leave from? Do you have to be bonded?
Answer: 4-5 times annually, leaves from Port Canaveral, yes you have to be bonded as needed/required. 45 LRS works dates and loads CONUS with vessel provider and AMC/TRANSCOM. CONUS, the AIMS contractor will be responsible to receive and package cargo as needed/required by LRS for shipment. At Ascension Island cargo handling will be solely the AIMS contractor. The AIMS contractor will be responsible for dispositioning any items returned CONUS from Ascension per Government disposition instructions.
55. How often is the flight down to Ascension? What type of plane? Who does the packaging and shipping of items on the plane?
Answer: Planes currently go down every other week. These are coordinated by 45 LRS CONUS with AMC/TRANSCOM. Currently AMC/TRANSCOM contracts out these flights to/from Ascension with ATI. ATI currently uses a 757 combo aircraft (cargo/passenger configuration) on this route. When the runway project starts (estimated FY20) AMC and TRANSCOM will provide a USAF or other aircraft that is capable to land on the reduced runway length. The frequency of flights is expected to remain the same. At Patrick AFB the AIMS contractor will be responsible to package and palletize cargo with the assistance of LRS if needed. At Ascension Island it will be solely the AIMS contractor. The AIMS contractor will be responsible for dispositioning any items returned CONUS from Ascension per Government disposition instructions.
56. How is past performance going to be evaluated?
Answer: Evaluation criteria of past performance will be posted with the draft Request for Proposal (RFP).
57. What would be the best value tradeoff process or method?
Answer: Evaluation criteria will be posted with the draft Request for Proposal (RFP).
58. What is the recycling program used for Ascension?
Answer: When economically feasible to the Government material is shipped, dispositioned through DLA.
59. Since the small business set-aside has not been determined yet are tickets refundable?
Answer: Ticket are refundable up until date of departure.
60. Why is AIMS only a 5 year contract?
Answer: It has been determined to be in the best interest of the Government.
61. What are the SLAs?
Answer: Please provide additional clarification.
62. Is vehicles on the GFP list?
Answer: Yes, a GFP/GFE list of vehicles will be provided.
63. Is security armed at Ascension?
Answer: No, per Treaties with UK.
64. What is the ability to use boats for contract start? Is it challenging to get people and cargo down to Ascension?
Answer: Since the boat is GFP it will be available at contract start. With regards to people, there is a rotator that goes down every other week with a maximum of 41 seats (shared among contractors and government (civilian and active duty). Cargo for the most part is the same with the exception of items that have to go on the vessel. The vessel goes down 4-5 times annually.
65. What is the average number of 332s?
Answer: Approximately 75 per year.
66. What is the tubular footage for hydroponics?
Answer: Please see workload indicators.
67. How many DSW are there?
Answer: On average 225 DSW per month.
68. Will a WBS be provided?
Answer: Unknown at this time.
69. Clarify tenant support.
Answer: A tenant is any Government, DoD, or commercial entity that has some form of an agreement with the 45 SW and is authorized support. Tenant support refers to any of these entities that travel to AAAF.
70. Is there a corrosion control plan? What does it cover?
Answer: Corrosion control plan included for Crane, Towers, facilities, equipment, and others identified in PWS section 4.4.7. Corrosion Control (IAW AFI 32-1054, AFH 32- 1290(I), and UFC 3-570-06.
71. Are there labor unions down there?
Answer: Please review AIG local and UK labor laws. Most employees at Ascension are hired under individual contracts.
72. Why are requirements changing and what is the break down on AIMS/EWOCS?
Answer: Requirements are changing because it’s deemed in the best interest of the Government. AIMS will be responsible for all base support at Ascension. EWOCS will have no requirements on island other than the Ascension network run by AIMS will fall under the larger Eastern Range network for IA accreditation and oversight, which is an EWOCS requirement.
73. Is there any budget information on AIMS?
Answer: No budget information at this time.
74. When will the small business determination be made?
Answer: Anticipated to be Total Small business set aside.
75. How are things shipped to Ascension? Is there a marshalling support and is bonding required?
Answer: Items are transported by Air Lift (every other week) and by Sea Lift (4-5 vessels annually), marshalling support is available at Patrick AFB/Cape Canaveral AFS only, and yes, bonding is required.
76. Who is responsible for palletizing cargo on the aircraft?
Answer: AIMS contractor will be responsible for palletizing the cargo. However, LRS will load the plane at Patrick AFB only. AIMS contractor will be responsible for everything at Ascension. The AIMS contractor will also be responsible for any cargo returned to Patrick AFB after it is off loaded by 45 LRS. This includes dispositioning of GFP/GFE per Government Disposition instructions.
77. How is Hazardous Materials disposed of?
Answer: HAZMAT is either used or disposed of when considered as HAZWASTE.
HAZWASTE is shipped to Port Canaveral, FL and transferred to the Defense Logistics Agency (DLA) for disposition.
78. Are there any associated ACAs on AIMS, we didn’t see any ACA language in the PWS?
Answer: Reference PWS 1.13.
79. Will a draft RFP be posted so we can review the Sections B, H, L and M in advance?
Answer: Yes, a draft RFP will be posted to FedBizOpps.
80. Will the Government be identifying any key positions on this contract or not?
Answer: Yes.
81. CLINS x010 and x011, Is it the Government intent to put a plug figure in for Cost?
Answer: CLIN numbers have been updated and the structure will be posted in the draft
RFP.
82. CLIN x010 - Will the contractor be able to apply its materiel handling fee to this?
Answer: CLIN numbers have been updated and the structure will be posted in the draft
RFP.
83. CLIN x011 - Will the contractor be able to apply their G&A and Fee to this?
Answer: CLIN numbers have been updated and the structure will be posted in the draft

84. CLIN x009 and x012, It is the Government intent to have a NTE amount and have the contractor provide what their fee is?

85. CLIN x006 NASA Support; Will the Government add a section to the PWS on what the contractors requirements and expected results are? Only found 2 reference to NASA and none for SHADOX and MCAT. Since this is FFP, we need more data to price and staff this requirement.

86. Will there be a CLIN added for Phase In and Phase out as PWS 2.4.7.12 and 2.4.8.8 make reference to an but no number assigned?

88. Will the Logistics workload be broken out for Patrick AFB, Port Canaveral and Ascension?

89. Will the Government add the PWS Para to each line the workload is associated with?
Answer: No.

Answer: Downrange shipments are provided under a TRANSCOM contract. Each vessel may be operated by a different company or be different vessel. The route taken and any stops the vessel makes are determined by the vendor and the contract they have with TRANSCOM. This is also true for any retrograde shipments back from Ascension Island to CONUS. Anticipated departure and arrival dates are provided, but the route and stops along the way to or after Ascension may change each shipment.
91. Why are Wing Exercises and Wing Inspections and ORI / UCI listed twice? Please clarify
Answer: “Draft” workload factors have been updated since original sources sought and now reflect one Wing Exercise and one ORI/UCI.
92. There is item listed as Downrange Facility Studies, is that at somewhere other than Ascension Island or is this Ascension Island?
Answer: All facility support will take place on Ascension Island. A facility list is anticipated to be released at a later date.
93. Can the Combined Downrange Shipments be broken out by air and sea?

Answer: Governments intent is for the contractor to be compliant with ISO 9001.
Updated PWS 1.5.4.3 states “The Contractor shall establish, document, implement, and maintain a Quality Management System (QMS) that is compliant with ISO 9001 standards and shall continually improve the system’s effectiveness to ensure contract requirements are met. The Contractor shall list any changes to the QMS or Quality Plan and submit to the Government.”.

Starting full performance of the AIMS contract food will be purchased on the CAP CLIN. AIMS contractor will have the ability to purchase and ship additional food down on the rotator to augment and diversify available food storage on the island.
All MWR food items to include alcohol available at the Volcano Club, Base/Company Store, package store, etc. is owned by the ROS contractor. The AIMS contractor will need to provide similar items for sale at the start of the AIMS contract. Government cannot dictate terms and conditions for transfer of ROS privately owned property to incoming contractor.

Answer: The Ambulance is provided by the Government. Any medical supplies are purchase under the CAP CLIN or though the Patrick AFB Medical PFMR with Government provided funding.
Answer a: The Ambulance is to be on call or staffed to respond to an incident 24/7. The Ambulance is normal stationed at the fire station, but the EMS staff can help at the clinic as needed or to stay current/fresh on skills.

Answer: The AIMS contractor needs to be ready to respond to all calls for US personnel, 45 SW contractor employees to include the AIMS contractor, and emergencies on Ascension Auxiliary Air Field (AAAF). The number of calls can vary based on work being down and what the member does off duty. The AIMS contractor will employee the large majority of members on AAAF.
119. What has been the historical number of MEDEVAC’s?
a. Is it the contractor’s responsibility and cost to get the aircraft there?
i. If so will there be a CLIN established for reimbursement of this cost?
Answer: Number of MedEvac’s is not consistent from year to year. The AIMS contractor will be responsible for the coordination and cost of MedEvac’s for their associated employees affecting AAAF. The AIMS contractor will not be responsible for the costs associated with MedEvac’s for active duty, US Government civilians, and/or other support contractors working outside the AIMS contract.
120. What are the locations of the facilities the contractor is to staff and manage and what are hours of operation that the contractor must provide and historical workload for each of those areas?
Answer: Facilities are expected to be opened during normal duty hours as specified in the PWS. MWR facilities shall be operated according to their posted schedules or as directed by the base commander.

Answer: The company store is a small convenience store that has basic supplies that employees can purchase. Some examples are but not limited to: food, drinks, cleaning supplies, clothes, and an assortment of other items. There is one located in the main section of base. Company store opened daily, hours will be dictated by the base commander or mission needs.
