1. Specification section 32 12 16, part 1.1.4 requires joint density. In order to get a joint density, the edge of the asphalt must be saw cut. To saw cut down the center of the road, where the two lanes meet, will require closing the entire road to traffic (both adjacent lanes). As joint density is not an industry practice on roadways could the joint density requirement be removed? By removing the joint density requirement, it would allow the awarded contractor to pave the road in accordance with industry standards for roadways, as joint densities are typically only ever required on airfields & runways.
ANSWER: The requirement for joint densities and Paragraph 3.9, Specification Section 32 12 16 is removed from the contract. However, contractor is advised of the following new contract requirement: joints will be constructed in accordance with FDOT STANDARD SPECIFICATIONS FOR ROAD AND BRIDGE CONSTRUCTION JANUARY 2019, Section 330-8, Joints.
2. Specification section 32 12 16 Part 1.1.6.2, 3.11.4.1.2 & 3.11.4.2.2 requires Profilograph Testing. This testing is not an industry standard for roadway testing, but rather an industry standard for airfield & runway testing. Could a rolling straight edge in compliance with FDOT Standard Specification Section 330-9.4 be substituted for the Profilograph testing?
Also, specification section 32 12 16 part 1.3 lists, CTM 526 (2012) Method of test for Operation of California Profilograph and Evaluation of Profiles, while parts 3.11.4.1.2 &
3.11.4.2.2 state the personnel performing the testing must be DOT certified. Is it the governments intention that the contractor bring personnel and equipment from California (CTM 526 is a California standard) to perform the profilograph? A rolling straightedge in accordance with FDOT standards appears to be more applicable and economical.
ANSWER: FDOT rolling straightedge will be allowed as an acceptable alternative. For this alternative, FDOT STANDARD SPECIFICATIONS FOR ROAD AND BRIDGE CONSTRUCTION JANUARY 2019, Section, 330-9.4 Pavement Smoothness is added to the contract requirement.
3. Specification section 32 12 16 part 1.3 lists, ASTM D6927 (2015) Standard Test Method for Marshall Stability and Flow of Bituminous Mixtures. In part 2.2 of the same specification FDOT Superpave asphalt is specifically called for. Superpave is specifically called for in the drawings as well. Since Marshall Stability and Superpave mix designs are different approaches, can all references to Marshall stability be removed the contract requirements?
ANSWER: Yes, all references to Marshall Stability are removed from the contract requirements.
4. Specification section 32 12 16-part 2.2.1 table 5, list 75 gyrations, which would be for a Traffic Level C mix design. Part 2.2 of the same specification calls for traffic level E on roadways. Will a traffic level C, be acceptable, given that is what is on most roads including interstates.
ANSWER: Yes, Traffic Level C is acceptable. All reference to Traffic Level E are removed from the contract requirements and replaced with Traffic Level C.
5. Specification section 32 12 16-part 3.5 Test Section. This test section as stated is typically used as a FAA spec on runways and would be costly to run. In a previous question above we are asking the joint density requirements to be waived as this is not typical for roadway testing and is typical for a FAA runway spec.
ANSWER: Section 32 12 16, paragraph 3.5 is Test Section, is removed from the contract.
6. Specification section 32 12 16-part 3.11.3 states “the grade will be determined by running lines of levels at intervals of 25 feet, or less, longitudinally and transversely, to determine the elevation of the completed pavement surface”. We are requesting this be deleted and determine the cross slope using the FDOT method of measuring cross slopes. The stated method is typically a FAA spec and would be very costly over the large area to be milled and paved.
ANSWER: FDOT’s method of measuring cross slope will be satisfactory. The contract requirement is changed as follows: Section 32 12 16, paragraph 3.11.3 is removed and

Section, 330-9.4 is added. Existing and new cross slopes will be measured and recorded at a frequency of every 1,000 LF on the Tangent Sections and every 200 LF on the Superelevated Sections. The “new” cross slope measurements will be performed at the same station location as the “existing” cross slope measurements, and each set of recorded measurements will be submitted to the Contracting Officer upon completion. The government Project Manager may request additional cross slope measurements at other locations than described above. Also, the Contractor shall advise the government Project Manager at least three days prior to cross slope measurements being taken.
7. Is it the government’s intent that a lot (asphalt) to be determined by a days production?
The spec states 8 hour day is equal to a lot.
ANSWER: Yes, the government’s intent is that a lot is one day’s production. Reference Paragraph 3.11, Section 32 12 16; Change, “A standard lot for all requirements will be equal to 8 hours of production.” To, “A standard lot for all requirements will be equal to one day’s production.”
