Other (Specify) Drawing Sheet C-503, Detail C4

Question: Project documents detail that in areas contained by "Clear Zone," contractor is to provide material to the government for all "frangible connections." Are these connections to be installed by government or contractor? If by government, what connection types are to be installed by contractor in the interim?

Answer: The "frangible connections" are to be supplied to the government, they are not to be installed at this time. Details on "frangible connections" are in C4 on sheet C-503. The connections used in the "Clear Zone" should be the same as the rest of the connections, as detailed in B2 on sheet C-502.

RFP Section: Amendment 1 Paragraph: D Volume III- Price Proposal, 1. General

SOW Paragraph ___________

Other (Specify) _____

Question: Could you provide level of detail required for the submittal of Attachment 4. The referenced paragraph states to fill in the proposed prices for each cost element on the excel sheet. Would a cost element be ‘upgrade fence by linear feet’ or is the intent to have further breakdown of this (and other) cost elements? If additional breakdown is required, can you provide an example of detail to be included?

Answer: Cost Element would need to be the task or item required. For example, cost elements could be labeled Labor, Materials and Other than Direct Costs. An example of the labor category would be “Superintendent 40 hrs at $45/hr”, etc.

Attachment 13

There were many questions about the part of the solicitation in regards to Offeror/Joint Venture/Teaming. So, the following is for the clarification on Offeror/JointVenture/Teaming. An Offeror is anyone who submits and offer in response to the solicitation. Teaming of prime and subcontractors is not the same as a Joint Venture.

In accordance with the solicitation, Past Performance Information is required for any offeror. A Joint Venture is considered an offeror. If you are submitting past performance information as a joint venture it will be in accordance with the Past Performance FACTS Sheet. (See pg 49 C.Volume II – Past performance)

If there is teaming of prime and subcontractors, the prime will submit the past performance information as required and will be considered the offeror. If you are teaming, the prime must submit a Past Performance FACTS Sheet along with the consent letter executed by each of its proposed teaming members authorizing release of adverse past performance information to allow the prime offeror to respond. If there is teaming, then submit the consent forms for the subcontractors used for the intial project, not the entire SATOC. (See pg 50 para 5)
