PERFORMANCE WORK STATEMENT (PWS)
AIRCRAFT WASH AND LUBE SERVICES
11 March 2016
Part 1
General Information
1. GENERAL: This is a non-personnel services contract to provide aircraft wash and lube services. The Government shall not exercise any supervision or control over the contract service providers performing the services herein. Such contract service providers shall be accountable solely to the Contractor who, in turn is responsible to the Government.
1.1 Description of Services/Introduction: The contractor shall provide all personnel, equipment, supplies, facilities, transportation, tools, materials, supervision, and other items and non-personal services necessary to perform Aircraft Wash and Lube as defined in this Performance Work Statement except for those items specified as government furnished property and services. The contractor shall perform to the standards in this contract.
1.2 Background: For the past 11 years the 920th RQW have been provided aircraft wash, corrosion prevention and lubrication services by a contractor for their assigned C-130 and HH-60 aircraft. The services are still required by prescribed Technical Data.
1.3 Objectives: The Contractor shall provide aircraft corrosion prevention wash and lubrication services as described in the Performance Work Statement (PWS) for 920th RQW assigned aircraft and static displays.
1.4 Scope: The Contractor shall provide aircraft corrosion prevention wash and lubrication services as described in the Performance Work Statement (PWS) for 920th RQW assigned aircraft and static displays. The Contractor shall not exceed the maximum allowable elapsed time indicated for a specific service. The aircraft shall not be withdrawn during work within the maximum allowable time frames, except by written direction from the Contracting Officer or Functional Commander. Government personnel will be available on call to operate aircraft systems while the aircraft is in the wash area during normal 920th duty hours. If the Contractor spends time waiting for the Government to perform these tasks, he will be permitted commensurate time to extend the allowable elapsed time. The Contractor shall provide aircraft corrosion prevention wash and lubrication services as described in the Performance Work Statement (PWS) for 920th RQW assigned aircraft and static displays. The Contractor shall not exceed the maximum allowable elapsed time indicated for a specific service. The services include, but are not limited to: provide all personnel and supervision to wash and lubricate, clean interior, and rinse C-130 aircraft and HH-60 helicopters at Patrick AFB, Florida. The 920th Rescue Wing currently has nine (9) assigned HH-60 helicopters, six (6) assigned C-130 aircraft.
1.5 Period of Performance: The period of performance shall be for one (1) Base Year of 12 months and four (4) 12-month option years. The Period of Performance reads as follows: Base Year, Option Year I, Option Year II, Option Year III, and Option Year IV.
1.6 General Information
1.6.1 Quality Control Plan: The contractor’s quality control program is the means by which he assures himself that his work complies with the requirement of the contract within 30 days after contract award. The contractor shall develop and maintain an effective quality control program to ensure services are performed in accordance with this PWS. The contractor shall develop and implement procedures to identify, prevent, and ensure non-recurrence of defective services. After acceptance of the quality control plan the contractor shall receive the contracting officer’s acceptance in writing of any proposed change to his Quality Control (QC) system.
1.6.2 Quality Assurance: The government shall evaluate the contractor’s performance under this contract in accordance with the Quality Assurance Surveillance Plan. This plan is primarily focused on what the Government must do to ensure that the contractor has performed in accordance with the performance standards. It defines how the performance standards will be applied, the frequency of surveillance, and the minimum acceptable defect rate(s).
1.6.3 Recognized Holidays: Contractor shall not work recognized holidays.

1.6.4 Hours of Operation: The contractor is responsible for conducting business, between the hours of 6:00 am to 6:00 pm, Monday thru Friday except Federal holidays or when the Government facility is closed due to local or national emergencies, administrative closings, or similar Government directed facility closings. Work will be scheduled during the established normal hours of operation. The Contractor shall have personnel present when aircraft are undergoing wash, until such time as the Government inspection is completed and all discrepancies detected are cleared. Contractor may be required to perform weekend work as dictated by mission requirements and will be notified by the contracting officer or authorized representative. For other than firm fixed price contracts, the contractor will not be reimbursed when the government facility is closed for the above reasons. The Contractor must at all times maintain an adequate workforce for the uninterrupted performance of all tasks defined within this PWS when the Government facility is not closed for the above reasons. When hiring personnel, the Contractor shall keep in mind that the stability and continuity of the workforce are essential.
1.6.4.1 The contracted services shall be performed as scheduled by the Government. Plans and Scheduling Office will provide the Contractor with a weekly wash schedule Friday or the day prior if it’s a holiday the week before the scheduled work week. The Contractor shall accommodate schedule changes when notified no later than 3:00 pm the day before the scheduled wash/lube/cleaning.
1.6.4.2 Aircraft are washed on a thirty-day cycle; therefore, washes will not occur every day. However, rinses are required for aircraft left outside in the environment. The contractor must check with the Maintenance Operations Center (MOC) in Hangar 750 321-494-2261/2262 daily to ensure aircraft are available and in need of rinsing.
1.6.4.3 Clear water rinse will be performed each scheduled work day (Mon-Fri) starting at 6:00 am and shall not exceed 10 minutes per aircraft and completed by 7:30 am.
1.6.4.4 Wash/lube (except HH-60)/cleaning will be satisfactorily completed in 8 work hours for the HH-60 helicopter and 16 hours for the C-130 aircraft.
1.6.4.5 Notify Maintenance Operations Center (MOC) of start and completion time of rinse, wash and wash/lube/cleaning services.
1.6.5 Place of Performance: The work to be performed under this contract will be performed at wash rack, Building 672 Rescue Road, or alternate wash rack, located at the end of Juliet Taxiway Patrick Air Force Base, Florida.
1.6.6 Type of Contract: The government will award a Firm Fixed Price contract.
1.6.7 Security Requirements: Contractor personnel performing work under this contract must have a SECRET clearance at time of the proposal submission, and must maintain the level of security required for the life of the contract. The security requirements are in accordance with the attached DD254.
1.6.7.1. The Contractor shall insure that employees are placed on an Entry Authorization List by 45th Security Forces to work in a restricted area. Each contractor employee will be required to have a Secret clearance. The Contractor or site supervisor shall notify the Government’s Functional Director/Commander/ Quality Assurance Personnel when there are any additions or deletions of employees concerning the wash contract.
1.6.7.2. The Contractor will provide background check investigations for its employees for entrance to restricted areas according to current Government policies and procedures as required.
1.6.7.3. The Contractor and his/her personnel will provide full disclosure and assistance during any official government investigations, including but not limited to: air or ground mishaps, accidents, criminal activities, security breaches, etc.
1.6.8 PHYSICAL Security: The contractor shall be responsible for safeguarding all government equipment, information and property provided for contractor use. At the close of each work period, government facilities, equipment, and materials shall be secured.
1.6.9 Special Qualifications: The Contractor must have the personnel, organization, and administrative control necessary to ensure that the services performed meet all requirements specified in statement of work. The work history of each contractor employee shall demonstrate experience directly related to the contracted service and show experience working with helicopters and aircraft over 85,000 lbs. The unit designated QAP reserves the right to review employees’ work history to ensure related experience exists and work history is sufficiently detailed for effective and efficient performance. Personnel must be in place at start of contract. Government is not responsible for training of personnel. Project director and/or site supervisor must be present for all services including daily rinses.
1.6.9.1. Contract Manager (primary POC) must provide resume with a minimum supervisory work experience of eight years in aircraft corrosion control services to include:
1.6.9.1.1. One Year of H-60 and C-130 aircraft experience.
1.6.9.1.2. Biohazard aircraft and clean-up experience.
1.6.9.1.3. Obtain flight line driver’s license to include de-icing truck for rinses, high reach, and bobtail within 30 days of award.
1.6.9.1.4. Obtain restricted area badge within 30 days of award.
1.6.9.1.5. Working knowledge of ground support equipment.
1.6.9.1.6. Working knowledge of Air Force Technical Order’s 1-1-691,1H-60(H)G-23, 1H-60(H)G-2-1CL-7, 1C-130 A-23 and 1C-130A-23CL-1 or equivalent publications in use by other DOD or DOT components operating H-60 or C-130 Aircraft.
1.6.9.1.7. Proof of citizenship and valid Florida driver’s license.
1.6.9.1.8. Working knowledge of maintaining a satellite hazmat program with all MIL spec items.
1.6.9.1.9. The contract manager and alternate(s) must be able to read, write, speak and understand English.
1.6.9.2. Site supervisor (alternate POC) must provide resume with a minimum supervisory work experience of five years in aircraft corrosion control services to include:
1.6.9.2.1. Six months of H-60 and C-130 aircraft experience.
1.6.9.2.2. Biohazard aircraft and clean-up experience.
1.6.9.2.3. Obtain flight line driver’s license to include de-icing truck for rinses, high reach and bobtail within 30 days of award.
1.6.9.2.4. Obtain restricted area badge within 30 days of award.
1.6.9.2.5. Working knowledge of ground support equipment.
1.6.9.2.6. Working knowledge of Air Force Technical Order’s 1-1-691,1H-60(H)G-23, 1H-60(H)G-2-1CL-7, 1C-130 A-23 and 1C-130A-23CL-1 or equivalent publications in use by other DOD or DOT components operating H-60 or C-130 Aircraft.
1.6.9.2.7. Proof of citizenship and valid Florida driver’s license.
1.6.9.2.8. Working knowledge of maintaining a satellite hazmat program with all MIL spec items.
1.6.9.3. Aircraft service personnel must provide resume all related experience to aircraft corrosion control services to include:
1.6.9.3.1. Working on helicopters and aircraft over 85,000 lbs.
1.6.9.3.2. Working knowledge of ground support equipment.
1.6.9.3.3. Working knowledge of AFTO’s 1-1-691,1H-60(H)G-23, 1H-60(H)G-2-1CL-7, 1C-130 A-23 and 1C-130A-23CL-1 or equivalent publications in use by other DOD or DOT components operating H-60 or C-130 Aircraft.
1.6.9.3.4. Proof of citizenship and valid Florida driver’s license.
1.6.9.3.5. Clean background check.
1.6.10. Employee Training: All initial/familiarization training must be completed before contract start date. All other training is the responsibility of the Contractor. Contact 920th MXG Training Management to coordinate training dates/times. The Contractor shall be responsible for selecting personnel who are well-qualified and/or appropriately certified to perform the required services, for supervising techniques used in their work and for keeping them informed of all improvements, changes and methods of operation. Contractor employees must conform to Federal, state, local and other applicable regulations.
1.6.10.1. The Contractor shall document all training on AFRC Form 163. Each employee will have a signed AFRC Form 163 on site with the training plan for Government inspection at any time.
1.6.10.2. Security training: The Contractor must have an effective education program to ensure that employees are knowledgeable of their responsibilities and adhere to proper security practices.
1.6.10.3. The Contractor shall establish and maintain a complete Training Plan to ensure the requirements of the contract are provided as specified. Contractor shall provide the Training Plan for review and government acceptance no later than 30 days after start of performance. Establish and maintain training records. Records will be available to the Government upon request.
1.6.11 Post Award Conference/Periodic Progress Meetings: The Contractor agrees to attend any post award conference convened by the contracting activity or contract administration office in accordance with Federal Acquisition Regulation Subpart 42.5. The contracting officer, Contracting Officers Representative (COR), and other Government personnel, as appropriate, may meet periodically with the contractor to review the contractor's performance. At these meetings the contracting officer will apprise the contractor of how the government views the contractor's performance and the contractor will apprise the Government of problems, if any, being experienced. Appropriate action shall be taken to resolve outstanding issues. These meetings shall be at no additional cost to the government.
1.6.12 Contracting Officer Representative (COR): The (COR) will be identified by separate letter. The COR monitors all technical aspects of the contract and assists in contract administration The COR is authorized to perform the following functions: assure that the Contractor performs the technical requirements of the contract: perform inspections necessary in connection with contract performance: maintain written and oral communications with the Contractor concerning technical aspects of the contract: issue written interpretations of technical requirements, including Government drawings, designs, specifications: monitor Contractor's performance and notifies both the Contracting Officer and Contractor of any deficiencies; coordinate availability of government furnished property, and provide site entry of Contractor personnel. A letter of designation issued to the COR, a copy of which is sent to the Contractor, states the responsibilities and limitations of the COR, especially with regard to changes in cost or price, estimates or changes in delivery dates. The COR is not authorized to change any of the terms and conditions of the resulting order.
1.6.13 Key Personnel: The Contract Manager personnel are considered key personnel by the government. The contractor shall provide a contract manager who shall be responsible for the performance of the work. The name of this person and an alternate who shall act for the contractor when the manager is absent shall be designated in writing to the contracting officer. The contract manager or alternate shall have full authority to act for the contractor on all contract matters relating to daily operation of this contract. The contract manager or alternate shall be available during normal duty hours within one (1) hour to meet on the installation with Government personnel designated by the Contracting Officer to discuss technical issues. After normal duty hours the manager, or designated alternate, shall be available within two (2) hours. A twenty-four (24) hour pager will be provided by the Contractor for these notification purposes. Qualifications for all key personnel are listed above in paragraph 1.6.9.
1.6.13 Identification of Contractor Employees: All contract personnel attending meetings, answering Government telephones, and working in other situations where their contractor status is not obvious to third parties are required to identify themselves as such to avoid creating an impression in the minds of members of the public that they are Government officials. They must also ensure that all documents or reports produced by contractors are suitably marked as contractor products or that contractor participation is appropriately disclosed. Contractor personnel will be required to obtain and wear badges in the performance of this service.
1.6.14. Safety Plan: The Contractor shall establish and maintain a complete Safety Plan to ensure the requirements of the contract are provided as specified. Contractor shall provide the Safety Plan for review and government acceptance no later than 30 days after start of performance.
1.6.15. Record Management: The contractor shall be responsible for maintaining government required records that are specifically cited in this SOW. If requested by the Government, the contractor shall provide the original record or a reproducible copy of any such record within five working days of receipt of the record. Contractor will follow AFI 33-322, Records Management Program, and AFI 33-364, Records Disposition for maintenance and disposition of all records under their control.
PART 2
DEFINITIONS & ACRONYMS
2. DEFINITIONS AND ACRONYMS:
2.1. DEFINITIONS:
2.1.1. CONTRACTOR. A supplier or vendor awarded a contract to provide specific supplies or service to the government. The term used in this contract refers to the prime.
2.1.2. CONTRACTING OFFICER. A person with authority to enter into, administer, and or terminate contracts, and make related determinations and findings on behalf of the government. Note: The only individual who can legally bind the government.
2.1.3. CONTRACTING OFFICER'S REPRESENTATIVE (COR). An employee of the U.S. Government appointed by the contracting officer to administer the contract. Such appointment shall be in writing and shall state the scope of authority and limitations. This individual has authority to provide technical direction to the Contractor as long as that direction is within the scope of the contract, does not constitute a change, and has no funding implications. This individual does NOT have authority to change the terms and conditions of the contract.
2.1.4. DEFECTIVE SERVICE. A service output that does not meet the standard of performance associated with the Performance Work Statement.
2.1.5. DELIVERABLE. Anything that can be physically delivered, but may include non-manufactured things such as meeting minutes or reports.
2.1.6. KEY PERSONNEL. Contractor personnel that are evaluated in a source selection process and that may be required to be used in the performance of a contract by the Key Personnel listed in the PWS. When key personnel are used as an evaluation factor in best value procurement, an offer can be rejected if it does not have a firm commitment from the persons that are listed in the proposal.
2.1.7. PHYSICAL SECURITY. Actions that prevent the loss or damage of Government property.
2.1.8. QUALITY ASSURANCE. The government procedures to verify that services being performed by the Contractor are performed according to acceptable standards.
2.1.9. QUALITY ASSURANCE Surveillance Plan (QASP). An organized written document specifying the surveillance methodology to be used for surveillance of contractor performance.
2.1.10. QUALITY CONTROL. All necessary measures taken by the Contractor to assure that the quality of an end product or service shall meet contract requirements.
2.1.11. SUBCONTRACTOR. One that enters into a contract with a prime contractor. The Government does not have privity of contract with the subcontractor.
2.1.12. WORK DAY. The number of hours per day the Contractor provides services in accordance with the contract.
2.1.12. WORK WEEK. Monday through Friday, unless specified otherwise.

PART 3
GOVERNMENT FURNISHED PROPERTY, EQUIPMENT, AND SERVICES
3. GOVERNMENT FURNISHED ITEMS AND SERVICES:
3.1. Services: The Government will provide security, safety, fire emergency, and vehicle maintenance on government furnished equipment. NOTE: The government furnished items will remain accountable and under control of the government.
3.2 Facilities: The Government will provide wash rack at building 672 Rescue Road, alternate wash rack, located at the end of Juliet Taxiway, Patrick AFB, FL 32925 during scheduled work hours for PPE (Personal Protective Equipment) and document storage. This building provides access to a telephone for emergency or 920th/base business, restrooms and a break area. The Government will not be responsible for any loss of personal or contractor-owned property or equipment stored therein. The Government will be responsible for any repairs that are required to the facility. The Contractor shall use the facilities provided by the Government for 920RQW aircraft only.
3.3 Utilities: The Government will provide electricity, water, and telephone on base use only. The Contractor shall instruct employees in utilities conservation practices. The contractor shall be responsible for operating under conditions that preclude the waste of utilities, which include turning off the water faucets or valves after using the required amount to accomplish cleaning vehicles and equipment.
3.4 Equipment: The Government will provide aircraft covers as required by specific technical orders, powered and non-powered Aerospace Ground Equipment (Power carts, Maintenance Stands), tow vehicle, high reach, and De-ice truck/Rinse truck. Unserviceable Government Furnished Equipment will be replaced by the Government before commencement of the next scheduled wash.

3.6 Products/solutions are subject to change with equivalent products due to Technical Order or Regulation changes. In accordance with AFI21-101, the Contracting Officer (CO) will be notified of any changes to the Qualified Products List (QPL) which identifies qualified products (i.e., cleaners, paints, etc.) within a particular Mil-Spec; these are the only approved materials for use on Air Force aircraft, subsystems, and support equipment. The CO will provide an updated copy of the QPL to the contractor. QAPs will ensure only approved materials are used.
PART 4
CONTRACTOR FURNISHED ITEMS AND SERVICES
4. CONTRACTOR FURNISHED ITEMS AND RESPONSIBILITIES:
4.1 General: The Contractor shall furnish all supplies, equipment, facilities and services required to perform work under this contract that are not listed under Section 3 of this PWS.
4.2 The Government will not be responsible for security of storage areas, nor for any loss or damage to Contractor equipment or supplies.
4.3 The Contractor shall ensure that facilities provided by the Government present a neat, clean appearance at all times. Contractor shall ensure facilities are kept free of rubbish and equipment, and materials are stored safely and neatly. The Contractor is responsible for promptly reporting any facility deficiencies to the Functional Director/Commander in writing.
4.4 Vehicle operators must be certified licensed and have proper access badges to operate rinse vehicle on flight line and around aircraft. The Contractor will ensure operators meet all Government requirements at all times.
PART 5
SPECIFIC TASKS
5. Specific Tasks:
5.1. Basic Services. The contractor shall provide services to perform full wash, lubrication,(except HH-60) interior cleaning, and clear-water rinses on C-130/HH-60 aircraft on an on-call basis IAW Technical Orders 1-1-691 and 1C-130A-23, 1C-130A-23CL1, , 1C-130H-2-12JG-20-1, 1H-60(H)G-23, 1H-60(H)G-2-1, 1H-60(H)G-2-1CL-7and 920 MXG MOI 21-106. Work includes, but is not limited to: wiping, polishing, cleaning, rinsing, treatment of equipment to prevent corrosion (as required by applicable technical orders/guides/ checklists), and cleaning the wash rack area after wash. NOTE: Technical Orders, military specifications are available for review at the Support Section, 920AMXS 1480 Redstone Rd Hangar 750 Room 109 Patrick AFB FL 32925; phone number (321) 494-2761.
5.2. Government will remove required panels, open doors, drop ramps, etc. as required by technical orders and position aircraft on the wash rack. The Contractor will prep each aircraft (apply tape, install covers, etc.) as part of the service prior to beginning each wash. The Government will provide water and maintenance stands, aircraft cleaning compound, wash pads and required lubricants on the wash rack (Bldg 688) or another location determined by the Government.
5.3. Chemicals and tools used must comply with military specifications and all Federal, state and local environmental regulations:

5.4. Fuel combustion type pressure wash units shall be operated outside of hangar enclosure.
5.5. Brush scrubbing with Melamine or 3M rubber impregnated wash pads shall be required in cleaning the entire exterior of the aircraft (top and bottom) with emphasis on heavily soiled areas: wing flap, exhaust track, and wheel wells.
5.6. Aircraft will be washed using properly diluted cleaning solutions (1 parts cleaning compound to 9 parts water or manufacturer’s instructions) IAW Technical Orders 1-1-691 and 1C-130A-23, 1H-60(H)G-23, 1H-60(H)G-2-1CL-7. The Contractor shall be responsible for ensuring that the aircraft or helicopter is clean, free from dirt, grease, mud, debris, fungus, salt deposits and soap residue at the completion of the wash. Upon completion of the wash/lube/cleaning, the contractor will contact a COR to perform the after wash cleanliness inspection. At the completion of the after wash cleanliness inspection, the contractor will apply a thin coat of corrosion prevention compound (MIL-C-81309, type II) to the aircraft IAW applicable technical data or helicopter’s assigned areas, using applicable check sheets (920 RQW Form 2 or 3).
5.7. All aircraft and helicopters will be inspected prior to departure of the Contractor. Acceptance inspections will be performed by 920th COR monitors IAW AFRC Form 164. Noncompliance or failure to meet set standards will result in Contractor immediately reworking noncompliant or failed areas. Repeat findings or extensive failures (defined as more than three (3) per wash) as determined by the Government will result in the issuance of Corrective Action Reports and require re-performance of the service AT NO ADDITIONAL COST to the government.
5.8. Clear water rinses will be accomplished at the aircraft parking areas (flight line) IAW Technical Order 1-1-691.
5.9. Areas that require protective covers and tape shall be prepared by the Contractor prior to start of the wash service, and all protective covers and tape removed upon completion in accordance with T.O. 1H-60(H)G-2-1CL-7, 1C-130-23CL-1. The Contractor shall be responsible for ensuring that the aircraft or helicopter is not damaged during the completion of the wash. Any damage MUST be reported immediately to the Maintenance Operations Center (MOC) or to the Functional Director/Commander (FD/FC) and the Contracting Officer.
5.10. AIRCRAFT WASH, LUBRICATION AND INTERIOR CLEANING: The Contractor shall perform complete aircraft wash, lubrication, and interior cleaning in accordance with T.O. 1-1-691, 1H-60(H)G-23, 1H-60(H)G-2-1CL-7, 1C-130H-2-12JG-20-1, 1C-130A-6, 1C-130A-23CL-1, and 920 MXG MOI 21-106. Maximum allowable elapsed time for C-130 aircraft wash and lube is sixteen (16) hours and the HH-60 helicopter is eight (8) hours from the time the plane arrives at the wash rack. All aircraft washed by the Contractor shall be clean as defined in the applicable technical order. If the contractor and aircraft are available but washing is cancelled/stopped due to mission requirements, the contractor may charge one-half (1/2) of one regular wash for their time for that day. Washes stopped/cancelled due to weather will not be charged.
5.11. AIRCRAFT CLEAR WATER RINSE: The Contractor will perform clear water rinse on aircraft as required by T.O. 1-1-691. Clear water rinse will be performed each scheduled work day (Mon-Fri) starting at 6:00 a.m. except as noted herein. Maximum allowable time for accomplishing an aircraft clear water rinse is 10 minutes per aircraft; however, all rinses must be completed no later than 7:30 a.m. A GFE will normally be available; however, the Contractor will not hold the Government responsible if no rinse equipment is available due to maintenance or other issues. Contractor will only charge for rinses actually completed. Contractor will ensure operators/workers meet all competency, safety and security requirements prior to operating rinse equipment or any other vehicle on or around the flight line and/or aircraft.
5.12. Wash Rack Area: Contractor shall be responsible for policing/cleaning up outside work area/wash rack area. The Contractor shall be responsible for maintaining a neat appearance at all times. Good housekeeping shall be maintained throughout the performance of the contract. Tools and debris shall be removed at the end of each work day. The site shall be kept free from unusable materials. Tools, equipment and other residue shall be removed from the property upon completion. The Contractor shall not leave an untidy area in other station locations.
