About this file

This is a Performance Work Statement (PWS) for the Ground-Based Electro-Optical Deep Space Surveillance (GEODSS) System operations and maintenance services, detailing comprehensive requirements across three geographically separated locations: 15 Space Surveillance Squadron (15 SPSS) on Maui Island, Hawaii; 15 SPSS Detachment 1 at White Sands Missile Range, New Mexico; and 15 SPSS Detachment 2 at Naval Support Facility Diego Garcia, British Indian Ocean Territory. The contractor must provide 24/7 non-personal services for optical sensor operations, mission system administration, maintenance management, logistics, communications, environmental compliance, civil engineering, security, and knowledge operations. Key operational requirements include maintaining sensor availability at 99% or higher monthly, completing 100% of Category I tasked objects, conducting tactical improvement proposals, maintaining TS/SCI security clearances for personnel (43 total across sites), and supporting mission planning teleconferences up to Top Secret/Sensitive Compartmented Information levels.

Contract performance encompasses both firm fixed price (FFP) and cost reimbursable (CR) components. FFP covers foreseeable maintenance, supplies, materials, equipment, and personnel expenses including unofficial travel and employee benefits, while CR covers Government-approved equipment repairs beyond organizational maintenance, temporary duty travel, and non-local travel. The contractor must maintain equipment accountability through the Integrated Logistics System-Supply (ILS-S), manage hazardous materials, operate diesel generators with backup power capabilities, conduct preventive and corrective maintenance on real property and installed equipment, and implement comprehensive quality assurance programs with monthly status reporting. Additional responsibilities include managing COMSEC and cybersecurity programs, conducting training and certifications per Air Force standards, supporting contract transitions with seamless phase-in and phase-out procedures, and providing detailed deliverables such as personnel staffing charts, quality program plans, system assessment reports, and technical documentation. The PWS specifies numerous performance standards and acceptable quality levels (AQLs) across mission operations, equipment maintenance, security compliance, and administrative functions, with specific response times for system failures and emergency conditions varying by site (30 minutes to 2.5 hours).

1.0. GEODSS GENERAL REQUIREMENTS.

1.1. GEODSS MISSION OVERVIEW. The GEODSS Program is comprised of three geographically-separated locations under the 15 Space Surveillance Squadron (15 SPSS) on Maui Island, HI, Space Delta 2 at Peterson Space Force Base (PSFB), Colorado (CO). 15 SPSS, Det 1 is located at Stallion Range Center, White Sands Missile Range (WSMR), New Mexico (NM); 15 SPSS, Det 2 is located at the Naval Support Facility (NSF), Diego Garcia, British Indian Ocean Territory (BIOT);

and the third location is located at 15 SPSS, Maui Island, Hawaii (HI). Space Delta 2 exercises responsibility for all GEODSS sites through the Functional Commander at 15 SPSS, Maui Island, HI.

The GEODSS system supports United States Space Command (USSPACECOM) and theater war fighter’s requirements through the detection and surveillance of man-made satellites. The system detects, tracks, identifies, and reports on all man-made objects in Earth orbit within the telescopes’ field of view. The Sites perform the mission using three 1-meter telescopes each with a 1.68 degree field of view; low light level, electro-optical cameras; and high speed computers. These optical sensors detect sun light reflecting off of space objects. Mission operations are conducted between civil sunset and sunrise. Mission information is provided to the Combined Space Operations Center (CSpOC), National Space Defense Center (NSDC), 18th Space Control Squadron (18 SPCS), 18 SPCS/Det 1, and National Air and Space Intelligence Center (NASIC).

Site Applicability: 15 SPSS, Det 1, and Det 2

1.1.1. SCOPE. The Contractor shall provide all personnel, tools, materials, transportation, supervision, and other items necessary to perform GEODSS PWS requirements. The Contractor’s furnished materials and equipment shall include vehicles, vehicle fuel, tools, custodial supplies, office administrative supplies and equipment, grounds-keeping equipment, and any other supplies and materials not furnished by the Government which the Contractor believes necessary to perform these requirements. Unless otherwise specified, the stated requirements pertain to All Sites;
