About this file
This file is a Request for Information (RFI) questionnaire for the Ground-Based Electro-Optical Deep Space Surveillance System (GEODSS) Operations and Maintenance recompete. The RFI consists of 17 substantive questions designed to gather industry input on the draft Performance Work Statement (PWS) and contract structure. Key topics addressed include commerciality assessment of PWS requirements, small business set-aside considerations, mission risk identification, staffing feasibility at remote GEODSS sites in Socorro New Mexico, Diego Garcia, and Maui Hawaii, transition and phase-in duration requirements, proposed contract line item (CLIN) structures, firm-fixed-price travel pricing, performance incentives, staffing vacancy remedies, and evaluation criteria development. The RFI also requests detailed technical skill and past performance information across eleven functional areas including optical sensor operations, mission system maintenance management, logistics management, communications operations, environmental management, civil engineering, occupational health, security, knowledge operations, and contract transitions. Additionally, the questionnaire seeks information on relevant experience with similar DoD/Air Force contracts valued between $2M-$10M and over $10M, required system certifications (IAT/IAM Level II, Tru64 UNIX, Red Hat Linux, MS Windows), and proposed small business subcontracting opportunities with NAICS codes and percentage allocations. The document includes a separate worksheet for respondents to provide comments and suggested language changes to the draft PWS.

| Point of Contact Name, Email and Phone Number |
| In reference to the DRAFT Performance Work Statement (PWS), please answer the questions below. In addition, |
comments on the DRAFT PWS are being accepted on the second worksheet in this workbook.
| Question | Response | ||
| 1. Commerciality Assessment: Do any requirements in the draft PWS not meet the definition for a "Commercial product" or "Commercial service" in FAR 2.101? If yes, please identify the requirement(s), explain why it is non-commercial, and if possible, how the requirement might be altered to make it commercial. | |||
| 2. Set Aside Consideration: If you are an interested in priming this effort, please describe your firm’s capability to successfully perform the full scope of the GEODSS Operations & Maintenance requirement without significant reliance on subcontractors (pass-through). In your response, please address your ability to: hire and maintain staffing at remote locations; sustain 24/7 operations; meet technical O&M requirements; maintain inventory and property accountability; and provide surge or reach-back support during extended vacancies. | |||
| 3. Small Business Challenges / Support. Identify any specific PWS elements that may present challenges for a small business and describe what Government information, contract structure, or support would reduce those challenges and enable successful small-business performance. | |||
| 4. Mission Risk Areas: Based on the draft PWS, identify the top 3 mission or performance risks associated with GEODSS O&M operations. For each risk, provide recommended mitigation strategies and any contract structures or Government-provided data that could reduce that risk. | |||
| 5. PWS Clarity and Required Government Information: Identify any areas in the draft PWS, attachments, or workload descriptions that could impact your ability to propose accurate staffing, pricing, or technical solutions. What specific additional information would be needed? | |||
| 6. IMDS Experience: Please describe your company's experience using Integrate Maintenance Data System (IMDS) to create entries, both for the weapon system and weather related events. | |||
| 7. Quality Assurance: Propose any additional measurable performance metrics and minimum service levels (e.g., system availability, PM completion, staffing levels, corrective maintenance response) that best reflect GEODSS mission success and should be incorporated into the QASP. | |||
| 8. Remote Site Staffing Feasibility: GEODSS sites operate in remote, hard-to-fill locations, describe specific recruiting, retention, and backfill challenges associated with staffing the remote GEODSS sites. Identify any incentives, flexibilities, or Government support that would enable sustained staffing at adequate levels. | |||
| 9. Transition / Phase-In Duration: What is the minimum transition/phase-in duration required to ensure uninterrupted GEODSS operations? Describe the key dependencies (staffing, clearances, property handover, training, network access) that drive your proposed timeline. | |||
| 10. Contract Structure (CLINs & SubCLINs): What CLIN or subCLIN structure (e.g., O&M, logistics, facilities, engineering support, surge) would provide the clearest pricing transparency and best align with how industry performs similar O&M work? | |||
| 11. Firm-Fixed-Price Travel Feasibility: What historical data (trip frequency, purpose, duration, destinations) would be required to price travel as a firm-fixed-price CLIN? | |||
| 12. Performance Incentives: The Government is considering to incentivize outstanding performance, if incentive option years are used in the contract, what conditions or measurable performance outcomes (e.g., availability, staffing stability, safety, maintenance completion) should determine eligibility? How soon should the evaluation be from award? | |||
| 13. Staffing Vacancies & Remedies: What contractual mechanisms (e.g., KPIs, cure periods, earned-value staffing thresholds, non-monetary remedies, etc.) would effectively sustain staffing levels under a firm-fixed-price arrangement? Under what conditions are monetary deductions relevant, effective, and appropriate? | |||
| 14. Performance Penalties: A revised penalty methodology is being considered by the Government to address extended vacancies. KTR failure to perform in accordance with PWS paragraph 1.1.6 and proposed staffing levels will result in the Government reducing 6.5% (~1 FTE of avg 15 FTEs per site) from the total invoiceable amount of the Operations & Maintenance (O&M) Contract Line Item Numbers (CLINs) of the non-conforming site per vacancy. The penalty will remain 6.5% each month for each position not filled after 60 days. What are your thoughts regarding this mechanism and/or what changes do you recommend the Government considers for penalties in a firm fixed price effort? | |||
| 15. Evaluation Criteria – Technical Differentiators: The Government is considering a competitive source selection as a tradeoff methodology approach, where technical and price are weighted relatively equal. The technical evaluation is considering Staffing, Retention, and Mission Support under Technical Evaluation. What details do you recommend the Government considers in the development of the technical evaluation criteria? Why | |||
| 16. Other Differentiators: What other evaluation factors or technical subfactors would most effectively differentiate offerors with demonstrated capability to operate remote, high-availability sensor sites similar to GEODSS? | |||
| 17. Mission Assurance & Continuity Requirements: What types of contingency planning (surge staffing, redundancy, emergency response, system outage recovery) should be included in the PWS and contract structure to ensure uninterrupted operations? | |||
| SMALL BUSINESS | |||
| If you intend to compete as a prime contractor and/or you want to provide context for the Government's market research inclusion, please provide the anticipated subcontractor information for large and small business subcontractors including: a description of supplies/services/functional areas to be performed, identification of business size (i.e. LB, SB, SDB, WOSB, VOSB, SDVOSB, HUBZone, ) the applicable NAICS code associated with the work, t and the anticipated percent of the total contract value to be subcontracted to each business size/type based on the DRAFT PWS provided. As needed, add additional ROWS to provide your response. | |||
| Description of Supplies/Services/Functional Area | Business Size/type (i.e. LB, SB, SDB, WOSB, VOSB, SDVOSB, HUBZone) | NAICS* | |
| (*see Note below table) | % of total contract value |
*NOTE: You should assign the NAICS code to each potential subcontract based on the nature of work being subcontracted. Be advised, that the contracting officer established NAICS 517810 for the basic contract. You are not bound to use this NAICS when reporting your small business subcontracting possibilities if the work you are subcontracting is not similar in nature to this NAICS. For example, if small business subcontracting opportunities exist for Environmental Consulting Services (NAICS 541620), use this NAICS code to report the small business subcontracting opportunities, and not NAICS 517810. In all cases, to qualify as a small business, subcontractors must meet the size standard (see 13 CFR 121) for the NAICS code of the subcontract.
