About this file

This is a Questions and Answers document for a federal carpet replacement solicitation at Peterson Space Force Base. The RFI Master List addresses key contractor concerns regarding site access, hazardous material abatement responsibility, project timeline, and existing condition verification for the carpet replacement project (WT 18058173, Solicitation FA251726QA029).

The solicitation involves the removal and replacement of approximately 4,370 square feet of carpet on the first floor of Building 122 at Peterson Space Force Base. Key details include: the Government will support site visits or alternative arrangements (video calls or photos) for prospective quoters to assess existing conditions and furniture configurations; in the event asbestos, mold, or lead is discovered during removal, the 21st Civil Engineering Squadron will determine the course of action, with costs handled through Government direction or contract modification rather than included in the firm-fixed-price quote; funds must be obligated by the end of fiscal year 2026 (September 30, 2026), and the project completion deadline is 60 calendar days after award. Contractors are responsible for verifying site conditions and measurements prior to proposal submission, and the facility has confirmed its willingness to accommodate site visits and provide documentation to support accurate quoting.

WT 18058173 Airfield and Weather Flight Carpet Replacement RFI Master List: Questions/Answers Q1. Considering there is no site visit, could pictures or a site layout be provided to give contractors an idea of the existing furniture configurations? I presume the site is not open access, so there is no way to know how much to factor for the furniture manipulation.

A. This facility is more than capable and willing to support site visits to help solicitors grasp a better understanding of what is expected to better supply an appropriate quote. If unable to perform a site visit we can work to accommodate a video call or provide photos, however a video will not determine the actual measurements of each area that are that is requested carpet replacement.

Q2. Hazardous Material / Abatement Responsibility Paragraph 3.6 of the PWS states that the contractor will coordinate with 21 CES for bio-environmental personnel to be onsite during carpet removal and further addresses contractor responsibilities if asbestos, lead, or other hazardous materials are identified.

If previously unidentified asbestos, lead, or other hazardous materials are discovered beneath the existing flooring and abatement is required before the flooring installation can proceed, is the contractor expected to include the cost of unknown abatement in its original firm-fixed-price quote, or would unforeseen abatement be handled separately by the Government or through a contract modification?

A. In the event Asbestos, mold, or lead is identified during the carpet removal process, CES is there to determine the next course of action based on the size and severity.

Q3. Anticipated Award / Project Start The solicitation requires completion within 60 calendar days after receipt of award. Is there an anticipated award date or desired installation/start date that quoters should use for material lead-time and subcontractor scheduling purposes?

A. Funds are need to obligated to a solicitor by the end of the fiscal year which is 30 Sept 2026.

Q4. Site Visit / Verification of Existing Conditions The PWS states that the contractor is responsible for verifying site conditions, measurements, quantities, and materials needed prior to submitting a proposal. Is a pre-quote site visit available for prospective quoters or their flooring subcontractors to verify existing conditions and measurements? If so, please advise on the process for coordinating access.

A. This facility is more than capable and willing to support site visits to help solicitors grasp a better understanding of what is expected to better supply an appropriate quote.
