About this file
This is a Request for Information (RFI) document for federal contract opportunity FA251726QA020 concerning USSC Bayfield CCTV system upgrades.
The RFI presents scope clarification questions regarding conflicting requirements across multiple RFI iterations. The primary issues concern whether the system constitutes a new standalone installation or an upgrade to the existing Avigilon NVR system, and whether new Avigilon native cameras are required for the 20 additional cameras. The second question seeks confirmation on whether CLIN 0001 requires a new 8-bay recording server (with 1TB OS drive, software license agreement, twenty camera licenses, and 96TB capacity) or merely a storage expansion to the existing Avigilon NVR4 Value recorder. The SOW specifies four main requirements: installation of seventeen internally-mounted fixed-view CCTV cameras at Bayfield perimeter doors; installation of one internally-mounted CCTV camera in the lobby area; increase of CCTV server backup storage capability to 90 days; and delivery, installation, integration, re-termination, and re-wiring of two new exterior surveillance cameras and two existing exterior surveillance cameras. The document references prior RFIs #2 and #4 that contain conflicting guidance on whether a new NVR is required or whether upgrades should integrate with existing infrastructure.

RFI #5
FA251726QA020 USSC Bayfield CCTVs
1. I would like to verify the change in scope about this system being a completely new standalone system. Is it now a requirement to utilize the existing Avigilon NVR? If that is the case, has the requirement shifted to utilize Avigilon native cameras for the 20 additional required cameras?
The original contract was for 18 new interior cameras tide into the existing system and upgrading the current NVR with more storage.
The additional requirements we sent last week was to add 2 new exterior cameras and repair 2 existing exterior cameras.
2. CLIN 0001 lists an 8 Bay Recording Server, a 1TB OS drive, a Software License Agreement, twenty camera licenses, and Recording Server 96TB Capacity.
RFI #2 stated a new NVR is required, and RFI #4 states new cameras tied into an existing system while upgrading storage.
Please confirm whether the Government requires a new recording server as listed in CLIN 0001, or a storage expansion to the existing Avigilon NVR4 Value recorder?
The SOW states in paragraph 2.3, page 2:
1) Bayfield perimeter doors; purchase and installation of seventeen (17) internally mounted, fixed-view CCTV cameras providing video feed of each controlled area entrance door into facility. Display feeds only on internal secured area CCTV system. 2) Bayfield Lobby area, purchase and install one (1) internally mounted CCTV camera providing coverage of lobby area and display of video feed on existing CCTV system. 3) Increase Bayfield CCTV server back-up storage capability to 90 days. 4) The Contractor shall provide all labor, materials, equipment, and supervision necessary to deliver, install, and integrate two (2) new exterior surveillance cameras, and completely re-terminate and re-wire two (2) existing surveillance cameras on the designated camera support.
