About this file

This is a Combined Synopsis/Solicitation (RFQ FA251726QA020) issued by the United States Space Force, 21st Contracting Squadron, for the purchase and installation of Closed Circuit Television (CCTV) systems at the Bayfield building in Colorado Springs, Colorado. The solicitation was issued on September 3, 2026, with Amendment 06 extending the quote due date to 10:00 AM Mountain Time on September 8, 2026. This is a 100% small business set-aside for Small Disadvantaged Businesses under NAICS code 334220 (Radio and Television Broadcasting and Wireless Communication Equipment Manufacturers), with a size standard of 1,250 employees. Quotes must be submitted via email to Contracting Officer Ms. Cayce Moses at cayce.moses@spaceforce.mil. The resulting award will be a firm-fixed price purchase order with an estimated delivery of 90 days after receipt of award.

The solicitation comprises three contract line items: CLIN 0001 covers CCTV equipment including 20 cameras (17 varifocal dome POE cameras, 1 fisheye POE camera, and 2 PTZ POE cameras), supporting infrastructure (network cables, switches, fiber optic cable, recording server with 96TB capacity), and associated hardware and licenses; CLIN 0002 covers installation services including project management, site survey and design, device installation, cable and conduit installation, configuration and testing, inspection, and a one-year warranty on materials and workmanship; CLIN 0003 covers one year of maintenance services. The new CCTV cameras must integrate with the existing AXIS camera system at the facility. Vendors must register in the System for Award Management (SAM.gov) and provide complete representations and certifications to be considered for award. Quote responses require two separate parts: Part I (price quote identifying unit and total prices for all CLINs) and Part II (technical documentation demonstrating compliance with salient characteristics and statement of work requirements). Evaluation will be based on price and technical acceptability, with award to the lowest evaluated price quote among the three lowest priced vendors that meet technical requirements. The government reserves the right to cancel the solicitation and has no obligation to reimburse offerors for any costs if cancellation occurs.

B. PART II – TECHNICAL DOCUMENTATION

Vendor shall submit technical information to confirm the items requested will be provided as stated in this Combined Synopsis/Solicitation (combo).

RFO 52.212-2 Evaluation – Commercial Items (Feb 2026)

This tailored clause takes precedence over the clause incorporated by reference.

The Government will award a firm fixed price purchase order resulting from this combo to the responsible vendor whose quote conforming to the solicitation will be the most advantageous to the

Government, price and other factors considered. The following factors shall be used to evaluate quotes:

Part I – Price

Part II – Technical Documentation

Award will be made based on the competitive quote with the lowest evaluated price that meets the technical criteria and past performance evaluation criteria on an acceptable/unacceptable basis. If any technical criteria or past performance items are determined to be unacceptable, that quote will not be evaluated further and will not be eligible for award.

Evaluation and Award Criteria

Addendum to RFO 52.212-2 Evaluation – Commercial Items (Feb 2026)

1. Evaluation:

By submission of its quote, the vendor agrees to all solicitation requirements, including terms and conditions, representations and certifications, and technical requirements. Failure to adhere to all solicitation requirements may result in an offer being determined unacceptable and ineligible for further evaluation. The evaluation process follows:

Part I – Price Quote Evaluation

Initially, the Government will place all eligible quotes that meet the requirements of the solicitation in order by price, beginning with the lowest evaluated price. The price will be evaluated using either a quote identifying the unit price, total line-item price, and overall price for the CLINs identified in Table 1 or completion of Table 1 provided in Addendum to RFO 52.212-1.

The Government will then evaluate the lowest evaluated priced quote to determine if it is reasonable and complete. If there is a conflict between the unit price and the overall price, the unit price will be used to determine the correct price. Failure to quote for any price element may cause the vendor’s quote to be rejected as unacceptable.

Vendors whose evaluated price is unreasonable (in accordance with RFO 12.204(a) ) may not be considered for award.

Part II – Technical Documentation Evaluation

Next, the three lowest evaluated priced vendors, will be evaluated on an Acceptable/Unacceptable basis for the Technical Requirement. For the three (3) lowest priced vendors to receive a rating of

“Acceptable”, they shall submit technical information to confirm the items requested will be provided as stated in this combo (see Part 1 – Price Quote and Table 1). If any of the three (3) lowest priced vendors do not demonstrate all necessary requirements, they will receive an “Unacceptable” rating and evaluation of that quote will stop.

The technical factors will receive one of the following ratings listed below:

Rating Description

Rating Description

Acceptable Quote meets the requirements of the solicitation including Attachment 1 –

CCTVs Salient Characteristics_v2 20260824 and Attachment 2 – Statement of

Work – Bayfield CCTV v1_20260821

Unacceptable Quote does not meet the requirements of the solicitation including Attachment

1 – CCTVs Salient Characteristics_v2 20260824 and Attachment 2 – Statement of Work – Bayfield CCTV v1_20260821

2. Basis of Award:

If the lowest of the three (3) evaluated priced, technically acceptable quotes receives an “Acceptable” rating, that quote represents the most advantageous offer to the Government, evaluation of that quote is complete, award will be made to that offeror, and the evaluation process will stop. If the lowest evaluated priced, technically acceptable quote is not acceptable, the Government may not award to that vendor. In that instance, the next lowest evaluated priced quote will be evaluated using the methodology above and the process will continue (in order by price) until three (3) quotes receive an “acceptable” technical rating or until all quotes are evaluated.

Conversations conducted to resolve minor or clerical errors will not constitute discussions and the

Contracting Officer reserves the right to award a contract without the opportunity for a quote revision.

The Government intends to award a contract without discussions (while keeping with RFO Part 12). The

Government, however, reserves the right to conduct conversations with one, some, all, or none of the vendors if deemed in its best interest.

Past performance will be reviewed prior to award.

In the case that a discrepancy exists between the addendum to RFO 52.212-1, Instructions to Offerors –

Commercial Products and Commercial Services and the addendum to RFO 52.212-2, Evaluation –

Commercial Items, the evaluation criteria in the addendum to RFO 52.212-2, Evaluation – Commercial

Items will take precedence IAW RFO 52.212-4(r).
