Work shall be conducted Monday through Friday, 0700-1600, excluding federal holidays, at 1110 Bayfield Drive, Building A, first and second floors.

The primary scope includes: (1) procurement and installation of seventeen (17) interior dome fixed-view CCTV cameras on the secure side of perimeter doors to monitor facility entrances, connected only to the internal secured CCTV system; (2) procurement and installation of one (1) interior dome 360-degree CCTV camera in the lobby area; (3) increased CCTV server backup storage to 90 days retention capacity; and (4) procurement, installation, integration, and testing of two (2) outdoor-rated continuous 360-degree panoramic and pan-tilt-zoom (PTZ) capable CCTV cameras on a designated parking lot support pole, plus complete re-termination and re-wiring of two (2) existing government-owned surveillance cameras. A priced option (CLIN 0002A) provides for replacement of up to two (2) outdoor-rated cameras if re-termination fails due to internal hardware failure, requiring written CO authorization.

All work must comply with UFC 1-200-01, National Counterintelligence and Security Center (NCSC) IC Tech Spec for ICD/ICS 705 (Version 1.5.1, 26 July 2021), and CNSSAM TEMPEST/01-13 (RED/BLACK Installation Guidance, 17 January 2014). Security requirements mandate fiber optic cabling with metal conduit for secure space penetrations, shielded Cat-x plenum cabling throughout, no wireless capabilities, equipment compliance with Section 889 of Public Law 115-232, U.S. citizen contractor personnel only, and IT equipment approval by USSC/J6 ISSM/ISSO and the Special Security Office prior to secure space access. All conduit pathways and penetrations must be documented in a Technical Security Draft and approved in writing by USSPACECOM/J2S before installation commencement. The contractor must support post-installation physical and electronic inspections for compliance verification. Green Procurement mandates apply, requiring recycled and recovered materials, bio-based products, and environmentally preferable products. All contractor personnel require unescorted access to Building 1 with security escort requirements within secure areas; an Employee Access List (EAL) must be provided through the Contracting Officer with 3-5 working day processing time. The contractor furnishes all tools, personnel, transportation, and test equipment; all products become government property.
