About this file

This document is a Vendor Questions and Customer Answers document for a Building 1471 HVAC Upgrade project. The key details include replacing an air handler unit (AHU) due to new refrigerant regulations, with a 7.5-10 ton unit from any manufacturer. Specific requirements mandate complete removal of existing refrigerant piping, installation of new refrigerant pipe insulation with metal weatherproof wrapping, and potential temporary wall removal in the mechanical room. Safety precautions include mandatory lead and asbestos testing before work begins, with test results to be electronically provided to the Government Representative, Civil Engineering Representative, and Environmental Section. The work can be performed during normal business hours with potential extended time, and government-provided security escorts will be available. The contractor must reconnect existing HVAC control and status inputs and include refrigerant monitoring, with no compliance needed for "critical control points 2025".

Bldg 1471 HVAC Upgrade Vendor Questions and Customer Answers

• Will security escorts be required?

o Facility will provide escorts.

• If an escort is required, will the government provide one?

o Yes

• Can this work be performed during normal business hours?

o Normal business hours and extended time if needed, again, we just need to be informed, and we can accommodate.

• Is lead and asbestos abatement testing required for this project?

o Per Section 5.6 of the Statement of Work, “As a safety precaution, before any work begins, the contractor shall test for any suspected lead and asbestos. The contractor shall avoid disturbing any asbestos unless necessary to complete work. All test results shall be provided electronically by the contractor to the Government Representative, Civil Engineering

Representative and the Environmental Section.”

• Will temporary cooling be required during construction?

o No, the unit right now only moves air, so we can make do without while they are installing the new unit.

• Confirming: Due to new refrigerant regulations, a new air handler must be installed, correct?

o Yes, we will need a new AHU as the new coil will not work with the existing one.

• If the air handler is replaced, must it comply with "critical control points 2025"?

Please provide further details about these requirements.

o No, the Contractor does not need to provide the critical control points but just needs to reconnect existing HVAC control and status inputs. As mentioned in SOW, refrigerant monitoring also needs to be included.

• Will alternate manufacturers be acceptable for this project, or is Trane equipment required?

o As long as it is a 7.5 – 10-ton unit, any manufacturer will be fine.

• Due to refrigerant code changes, replacing only the coil and condensing unit is not feasible. Can the Statement of Work be updated to include the replacement of the air handler as well?

o Yes, a new AHU is required, please see the highlighted areas of the updated

Statement of Work.

• New refrigerant lines will need to be run from the condensing unit to the coil in the air handler. Can sections of the existing refrigerant piping in the ceiling be abandoned in place, or must it all be removed?

o All refrigerant piping needs to be removed.

• The existing refrigerant lines have minimal insulation. Should new insulation, including metal wrapping for outdoor sections, be included in the scope of work?

o Refrigerant pipe insulation with metal wrapping to weatherproof shall be required.

• Will the government be removing the temporary wall in front of the mechanical room, or should contractors include this removal in their bids?

o The existing temporary wall within the indoor mechanical room must be removed by the contractor if it is needed to facilitate the required work. Upon completion of the work, the temporary wall shall be reinstalled.
