FA2487‐20‐R‐0009 Question and Answer Posting 4

The following is a posting of questions received in response to Solicitation FA2487‐20‐R‐0009, and Government Responses.

Additional Postings will be made as required, in response to any further questions.

Question Response

Relevant to the Attachment 8 which is only 1 page and the Govt requests only 1 PP for the prime, will the Govt please clarify what other information should be included in the 6 page limit for the prime?

Attachment 5, Addendum to 52.212‐1, page 4, paragraph 1 states that 1 reference is required. This does not preclude the inclusion of additional references if an offeror wishes, up to the stated page limit.

Will the Government please clarify if the subcontractor Past Performance letter is inside or outside the 6 page limit?

Attachment 5, Addendum to 52.212‐1, page 1, under "1.1 Quantity and Page Limits as Follows", the "Notes" entry specifies the circumstance allowing the use of more than 6 pages for Volume III ‐ Past performance. If an offeror's use of a subcontractor fulfills that circumstance, additional pages may be used in accordance with the note. If an offeror's use of a subcontractor does not fulfill that circumstance, then the stated 6 pages is for all past performance, Prime and Subcontractor combined.

Will the Government please clarify or confirm that the Attachment 8 (for both prime & sub) is limited to the 1 page?

Each copy of Attachment 8 included in an offeror's proposal is not limited to 1 page in length. Please keep in mind, that Volume page limitations still apply.

Will the Government confirm that the subcontractor past performance requirement is part of the Past Performance Volume and included as part of the 6 pages?

All submitted Attachment 8 Past Performance documents, for Prime and Subs, are limited by the page limits for Volume III ‐ Past Performance, as called out in Attachment 5 Addendum to 52.212‐

Will the Government please confirm/clarify if the Factor 1, 2 & 3 along with the identified PWS References for each factor is the only requirement for the technical approach. I.e., the Government is not looking for a response for every subtask related to PWS 1.5, 1.6, and 1.7.

Attachment 5 Addendum to 52.212‐1, page 3, under heading "Volume II ‐ Technical Proposal" contains directions for offeror's technical proposal. Please also reference Attachment 6 Addendum to 52.212‐2, page 2, section 2.2, for information regarding how the Government will evaluate an offeror's Technical Proposal.

Will the Government please clarify the FTEs for the current contract FA248717D0001. The RFP language implies a previous contract before the current one.

The FTE information provided in Attachment 5, Addendum to 52.212‐1, page 3, paragraph 9, refers to contract FA2487‐17‐D‐

Will the Government please confirm that the hard copy submission is due NLT Wednesday, Nov 20th (3 BUSINESS days after Nov 15th.)?

20 November 2019 falls 3 business days after 15 November 2019.

How many different software companies are involved and who are they?

The software licenses required could be for any commercial software that a supported Government office determines they need. There is no specific list of software that may be licensed.

Therefore, there is no list of all potential sources and vendors.

Are there any "government branded licenses" involved? (Microsoft government licensing requires vendor with Microsoft government reseller capability)

Please see Attachment 2 PWS, Section 1.6, for information on the use of mandatory sources, and information on documentation which calls out those mandatory sources.

Will any of the current license inventory likely be expired by the time the contract is awarded to a winning bidder?

Software licenses tracked in the SALSA database are in a constant state of addition, expiration, and renewal. Any software licenses that expire prior to an award of a contract from this solicitation, may simply be renewed under the new contract, if the requiring organization still have need for those licenses.

Will the Air Force require only 12‐month license renewals or allow longer license renewal periods (eg, 24‐month, 36‐month)?

In most cases, the Government will direct the use of 12 month licenses if they are available. Though there may be circumstances where a license is required for other lengths of duration.

Can the Government please clarify the price evaluation factors? Attachment 6, Evaluation, 2.1 Price Factor Evaluation indicates that the sum of the CLIN and Option CLINs will form the basis of the Total Evaluated Price (TEP), but there is no instruction as to what value Offerors should include for the Software Direct Materials in CLIN 0002 and 1002 within the SF1449, nor are there periods of performance listed assigned to the CLINS on the SF 1449. Rather than evaluate CLIN pricing, is it the Government’s intent to evaluate price based on the “Total Proposed Price,” inclusive of the Material Profit Amounts, using the summation of costs of Attachment 9?

In the SF 1449;

CLIN 0001 corresponds to the Attachment 9 Proposed Price Worksheet line labeled “Base Period Labor Proposed Amount”.

CLIN 0002 corresponds to the Attachment 9 Proposed Price Worksheet line labeled “Option Period Labor Proposed Amount”.

CLIN 0003 corresponds to the Attachment 9 Proposed Price Worksheet line labeled “Transition Period”.

CLIN 1001 corresponds to the Attachment 9 Proposed Price Worksheet line labeled “Material Profit Amount Base Period”.

CLIN 1002 corresponds to the Attachment 9 Proposed Price Worksheet line labeled “Material Profit Amount Option Period”.

Will the Government allow contractors to support this requirement 100% remotely via VPN access on CAC‐enabled computer hardware over commercial internet (i.e. NIPR or SIPR network trunk not required for VPN access)?

No. It will not be possible for this requirement to be supported entirely via VPN access on a CAC‐Enabled Computer. Computers provided as Base Support in accordance with Attachment 2 PWS, Section 3.0 Government Furnished Property and Services, must be regularly connected directly to the Eglin AFB network in order to received security and performance updates.

Please confirm if Sales tax is applicable for the purchases on this contract.

Sales tax is not applicable to software licenses that will be acquired under a contract awarded from this solicitation.

We do not see a standard for hours to bill? Is it 1880, 1920?

This acquisition is not evaluated based on hourly rates proposed against a set number of hours. Please see Attachment 5 Addendum to 52.212‐1 for instructions on proposal requirements, and Attachment 6 Addendum to 52.212‐2, for government evaluation procedures. Please see Attachment 2 PWS, section 4.3, for information on normal operating hours and recognized holidays.
