The following is a posting of questions received in response to Solicitation FA2487‐20‐R‐0009, and Government Responses. Additional Postings will be made as required, in response to any further questions.
Question Response Volume II is 10 page maximum, is that “cover to cover”? Or is the title page, table of contents, and/or cover page not included in the page count?
Page limits listed in the solicitation are inclusive of all pages in a Volume; to include cover pages and tables of contents.
Good Morning – in reading the attachment 5 of the solicitation, you highlight that the address below is where the hard copies must be received on the closing date of the solicitation. Can you confirm the ‘STOP NUMBER’ associated with this address, Often times on Federal installations there’s a street address, building number and a Stop number associated with that bldg. within the zip code provided.
There is no "STOP NUMBER" for this address
With respect to the subject RFP, Attachment 5, Instructions to Offerors, Volume I, Section 2; and Attachment 9, Proposed Price Worksheet, will the Government clarify whether the Offeror is to assume that the Government‐provided material costs ($45,000,000.00 per 5 year Base and 5 year Option Period) is inclusive of the contractor's indirect and/or burdened costs associated with procuring the material? Attachment 9 and related instructions state that the percentage mark‐up is profit ‐ and profit would not include operating costs.
The "Estimated Material Price During Base Period" and "Estimated Material Price During Option Period" provided in Attachment 9 are completely unburdened values. The only rate that shall be applied to this unburdened value is the proposed Material Profit Rate. What an offeror uses to determine their proposed Material Profit Rate is at the discretion of the offeror.
When does the Transition and Period of Performance begin for the new contract?
The beginning of the Transition period and the start of contract performance will be based on the date of a contract award.
Can contractors access the SALSA database and perform work remotely if resources are available to support the requirement offsite via CAC‐enabled access and hardware?
The SALSA database can be accessed from off base, via using VPN to access the network on a government CAC enabled computer.
