The following is a posting of questions received in response to Solicitation FA2487‐20‐R‐0009, and Government Responses.

Additional Postings will be made as required, in response to any further questions.

Question Response

May the contract manager (PWS 4.1.1) be located off site and may the requirement to "be available to meet" be met via telephone and not face to face?

Yes, the contract manager may be located off site. The requirement in PWS paragraph 4.1.1 to "be available to meet with the Contracting Officer (CO) or government Contracting Officer Representative (COR)" within a stated period of time may be fulfilled via telephone, email, or face to face.

Would the government consider a designated lead contract employee as an alternate contract manager?

Yes, a lead contract employee may be designated as the alternate contract manager.

With respect to Task Order Procedures included in Attachment 2 – PWS, please confirm the reference to the “BLSS PM” is the Offeror’s Contract Manager responsibilities, and reference to “contractor” within the Task Order Procedures refers to secondary contractors that would ultimately provide a quote for the requested software. Or, does the Air Force expect the BLSS contractor to submit a proposal to the Air Force based on quotes the BLSS contractor sourced?

The position of "BLSS PM" called out in Performance Work Statement, Appendix 1 Task Order Procedures, is the Government Program Manager, and is a Government Position.

"Contractor", as used in the same Appendix, refers to the BLSS Contractor. The BLSS contractor is the contractor that will be performing under a contract issued from this solicitation.

Please confirm the software licenses/purchases are being purchased direct by the Air Force with the assistance of the BLSS Contractor, and the BLSS Contractor is not expected to purchase and provide the Air Force with software licenses as a Value Added Reseller.

The licenses are purchased or renewed, in accordance with PWS 1.6, by the BLSS contractor, at the direction of the Government.

With respect to the Contract Manager requirements to be available to meet with the CO and COR within 1 hour of request, please confirm that a teleconference would satisfy this requirement in the event the Offeror’s Contract Manager is not stationed at Eglin

AFB.

The requirement in PWS paragraph 4.1.1 to "be available to meet with the Contracting Officer (CO) or government Contracting Officer Representative (COR)" within a stated period of time may be fulfilled via telephone, email, or face to face.

Please confirm the “Material Profit Rate” referenced in Attachment 9 is the same as the Material/Administrative Handling Fee the Offeror would charge for sourcing.

"Material Profit Rate" is the fixed rate an offeror proposes to apply to the prices quoted by software license vendors to the offeror, to determine the price charged by the offeror, to the government, for purchase of software licenses (in accordance with PWS Appendix 1). No other rates will be added to the price of software licenses in addition to the offeror's Material Profit Rate.

For Attachment 8, Past Performance, please confirm the Government would like the customer Point of Contact information inserted, not the Offeror POC for the subject reference.

The "Point of Contact", "Telephone #", and "E‐mail" lines found at the top of Attachment 8, Past Performance Project Information, are for the offeror's contact information. These lines are not for listing government points of contact.
