# Reference Suggestions, Questions, & Comments from Industry
Government Response
1 SOW 3.4.
Overarching Facility Requirements
This DOT trailer is (53’) long, width (8.5’) the Square Foot is (424 Sq. ft.).
Question: How much minimum sq. footage is the customer requiring for the General Area, Ops Area, SUT room and the Mission Control Room?
Only providing Minimum dimensions for the Ops area, which will be no less than 30 linear feet (inside of back door to inside of vault door) x 8’ wide (wall-wall dimension). Customer priority is optimal Ops Area square footage based on final design of General Area since trailer will not be able to utilize slide-out in Ops Area.

2 SOW 3.4.1
Generator Fuel
Facility must operate via generator power.
Question: Must this generator run on 4 different fuels?
Not applicable. Vendor is not providing a generator for this program. Trailer will have standard generator connectors that will allow us to plug generator(s) in as required to power trailer when required. Fuel types not applicable.
Power input from generator must be “conditioned” to ensure proper trailer operation.
3 SOW 5.2 SUT
“Room”
5-6 each 19” equipment racks (classified and unclassified racks installed to meet TEMPEST requirements) secured for road movement using vibration isolation mechanism.
Question: What is the height of the racks being required?
Standard Rack Height of 42U

Question: What is the estimated size of Lista Bin/Vidmar Cabinets?
Single cabinet located in Ops Area. 30” x 28” (floor dimensions) by 59” in height.

5 SOW 5.3. Mission Control “Room”
Question: There is no information stating if there is a need for cabinets above or below counter space.
In the Mission Control “Room” of the Ops Area, there will be 4 workstations (2 on each side). A single cabinet (3 latching drawers) could be placed under the countertop between the two workstations. Based on final design/layout of monitors, upper cabinets could be installed on wall above monitor that are detachable (without impacting ICD-705 compliance)

Overarching Facility
Fire Suppression System:
Question: Where is Fire Suppression needed, all three rooms and undercarriage storage?
Fire suppression required in the Ops and General Area at a minimum; and any other undercarriage storage compartments/areas where electrical equipment will be located (final design will dictate).
7 SOW 3.4.
Overarching Facility
In the SOW the requirements call for a 36”-48” access door to Ops Area for entry/exit of Equipment.
Question: There is no requirements for the type of door to use, only information is that it is an entry door 36-48” wide and only to be opened from the inside?
Need a little more requirement definition.
The door type will be driven by what is required to meet ICD-705 requirements when closed.
Door must be able to be in the open position when the liftgate (Tommy Lift) is being operated to raise/lower equipment in/out of the Ops Area.

8 SOW 3.4.
Overarching Facility
In the SOW the Primary Personnel Entry door:
RF-Shielded 34-36” exterior entry door secured by X10 and badge reader. Provision for exterior S&G padlock protected from weather as alternate door security.
Question: Is the Primary Personal Entry Door the Vault door in the man trap going from the General Area to the ops area?
Is the exterior door the entry door into the general area? Note: there is not basic drawing or information to explain the location of these doors.
The “Primary Personnel Entry Door” is the EXTERIOR door where people will enter into the “General Area”. There will be a second vault door located on a wall between the General Area and Ops Area that will allow personnel to badge into the Ops Area.

9 SOW 4.0 General Can explore the possibility for expandable side(s) of the General Area.
Question: Can a slide-out unit be used in this area?
Yes.
10 SOW para 3, 4, 5 Currently the SOW is marked as CUI. Paragraphs 3, 4, and 5 contain the features and capabilities of the basic trailer which are predominately commercial in nature.
As marked the SOW is controlled technical data and would require the trailer manufacturer to have a Joint Certification Program (JCP) certificate, DD Form 2345.
DLA’s JCP program protects controlled unclassified Militarily Critical Technical Data (MCTD) defined as data that can be used to produce military or space equipment and related technology.
Question: Can a non-CUI version of paragraphs 3, 4, 5 by provided or annotation of those portions that considered CUI to facilitate use by trailer manufactures and their suppliers who do not carry JCP certifications?
A copy of the SOW with proposed redactions in sections 3, 4, and 5 is provided for consideration.
IAW DFARS 252.204-7012, the technical data within these paragraphs is considered CUI.
Therefore, we cannot change the classification or redact the important technical data.
