Section L - Instructions, Conditions, and Notices to Offerors

INFORMATION TO OFFERORS

A. General Information

This solicitation is issued for the acquisition of a Fixed Price Incentive Successive Target (FPIS) Design-Manufacture contract for a 53-foot mobile Instrumentation/Command & Control Special Access Program Facility (SAPF) to house equipment and personnel for the conduct of ground and flight test missions in support of Air Combat Maneuvering Instrumentation (ACMI) development programs. This acquisition is a Total Small Business Set Aside. Offers are solicited only from small business concerns meeting the size standard for the North American Industrial Classification System Code (NAICS) of 336212.

Proposals may be submitted by ALL interested Small Business parties pursuant to the following: At time of award, each business must be registered at https://SAM.gov.

The Government will use a Subjective Tradeoff Procedure to determine Best Value to the Government. The Government intends to evaluate proposals and award contracts without discussions with Offerors (except for clarifications as described in FAR 15.306(a)). Therefore, the Offeror's initial proposal should contain the Offeror's best offer.

The Government seeks to award to the Offeror who is best suited to fulfill the Air Force requirements. This may result in an award to a higher rated, higher priced Offeror, where the decision is consistent with the evaluation factors, and the contracting officer reasonably determines that the technical and/or overall business approach of the higher priced Offeror outweighs the price difference. The Government intends to select a single contract representing the best value to the Government and that meet the terms and conditions of the Solicitation.

B. General Instructions

To assure timely and equitable evaluation of proposals, Offerors must follow the instructions contained herein. The Offeror's proposal must include all information required and must be submitted in accordance with these instructions. Compliance with these instructions is mandatory and failure to furnish a complete proposal, at the time of proposal submission, may result in the proposal being unacceptable to the Government and may eliminate the Offeror from further consideration for award. It is the Offeror's responsibility to ensure the completeness of the proposal submitted. Evaluation of a proposal will be conducted solely on the basis of the information contained within the submittal and the Government will not assume that an Offeror possesses any capabilities not specified. The proposal shall be clear, concise, and include sufficient detail for effective evaluation, and respond directly to the requirements of this solicitation. Offerors are required to meet the Solicitation requirements, including terms and conditions, representations and certifications, and requirements as defined in the Section J of the solicitation. Failure to meet a requirement may result in an offer being ineligible for award.

Offerors submitting a proposal in response to this Solicitation shall four volumes and indicated in the table below. Proposals should be neat, indexed (cross-indexed as appropriate) and assembled in an orderly manner. The composition of each proposal should be such that extensive searching throughout the document is not required to locate and evaluate any area. The proposal shall include sufficient information to enable evaluators to make complete analyses of the proposals. Text shall be single-spaced, with a minimum one-inch margin all around. Font shall be no less than Times New Roman 10 pt. Type size for figures and tables should be no smaller than 8-point with proportional spacing permitted. Pages shall be numbered consecutively within each volume. The page limits prescribed are maximum page limits for each volume. Cover pages, tables of contents, cross-reference matrix, tabs, and glossaries shall not be counted against prescribed page limits.

Pages submitted in excess of these limits will not be read or considered in the Government’s evaluation of the proposal. Pricing information shall be submitted in MS Excel format, unlocked with fully functioning formulas. Each volume shall be submitted as a separately labeled electronic file. See table below for page limitations.

Offerors must ensure that pricing information is only included in Volume IV. Do NOT include any Pricing information in any other Volume. Any unit or extended prices provided shall be rounded to the nearest dollar. All loaded labor rates shall be rounded to the nearest penny. Submit your proposal electronically in accordance with the table below. All electronic submissions shall reference the complete Solicitation number in the subject line.

(1) Volume I: Cover Letter shall include Offerors’ contract number, small business status/categories, company primary and alternate points of contact with email/phone and who is authorized to contractually obligate the company, CAGE Code, DUNS number, UEI number, a statement that the company understands the requirements specified and will meet the performance standards and requirements therein, and contains specific information if proposing a teaming arrangement. Volume I shall be submitted IAW FAR 52.215-1. Volume I shall include all acknowledged RFP amendments (SF30s), as applicable. Volume I shall include an entire copy of Section K of the RFP with all the necessary fill-ins completed. The Offeror’s online Representations and Certifications record must be current within the System for Award Management (SAM). For additional information, reference https://www.sam.gov/portal/public/SAM/.

(2) Volume II: The offeror shall submit past performance information in the form of Past Performance Questionaire (PPQs), Section L appendix 1, specifically for this Solicitation, CPARS for relevant projects are also acceptable, as are PPQs previously completed for similar efforts.

Please include no more than three PPQs/CPARS for recent (within the past three years) and relevant (similar project types, similar level of effort to current solicitation) projects.

(3) Volume III: Technical Proposal should be specific and complete. Legibility, clarity, and coherence are very important. Provide as specifically as possible the actual methodology you would use for accomplishing/satisfying the requirement. Address your technical solution for meeting or exceeding the Government’s minimum performance or capability requirements. All the requirements specified in the solicitation are mandatory. By your proposal submission, you are representing that your firm will perform all the requirements specified in the solicitation. Do not merely reiterate the objectives or reformulate the requirements specified in the SOW. Your proposal shall address both design and manufacture as described below and in the SOW.

Design: The technical proposal will show depth of understanding of the requirement. With a proposal Offerors shall attach a self certified premilinary design that is at least 30 percent complete and describe how it intends to reach the final design within the requirements of the SOW. With your submittal, numeracilly identify your design maturity by design(i.e.30%, 50%, but no more than 100%).

Manufacture: Clearly deminstrate your capability or ability to obtain capability to manufacture final design opon acceptance. If manufacturing will be achieved by partnering with other companies provide your agreement or arangement with those companies and clearly describe the methods of achieving manufacturing.

(4) Volume IV: The offeror shall submit pricing information to support the reasonableness of their proposed prices for all CLINs. The pricing information submitted shall fully support the technical proposal. The offeror shall submit other than certified cost and pricing data in their own format. The proposal shall include the following as other than certified cost and pricing data:

C. Additional Instructions

Discrepancies and Ambiguities in the Solicitation: If an Offeror believes the requirements in these instructions contain an error, omission, ambiguity, or are otherwise unsound, the Offeror shall immediately notify the Contracting Officer (CO) in writing with supporting rationale as well as the remedies the Offeror is asking the CO to consider as related to the omission or error NO LATER

Questions and Answers Period: All questions regarding this solicitation must be submitted in writing. All questions and subsequent answers will be posted to the SAM.gov website. It is the responsibility of the Offeror to continuously monitor the site for updates. All questions shall be submitted electronically to the individual(s) listed above no later than five (5) CALENDAR DAYS AFTER THE ISSUANCE OF SOLICITATION. Information provided as a result of these questions and answers shall not qualify the terms and conditions of the solicitation and specifications. Terms of the solicitation and specifications remain unchanged unless the solicitation is amended in writing.

If an amendment is issued, normal procedures relating to the acknowledgment and receipt of solicitation amendments shall apply.

D. Proposal Submittal

Offerors are responsible for submitting proposals to the Government POCs identified in paragraph A by the time specified in this solicitation; only electronic proposals via e-mail will be accepted. Hard copy
