DESIGN + MANUFACTURE

STATEMENT OF WORK

Mobile Air Combat Maneuvering Instrumentation (ACMI) Special Access Program Facility (SAPF) for

96th Cyberspace Test Group (96CTG)/46th Test Squadron (46TS)

Eglin Air Force Base, Florida

1.0 GENERAL DESCRIPTION:

46TS is looking to design, then manufacture, a 53-foot mobile Instrumentation/Command & Control Special Access Program Facility (SAPF) to house equipment and personnel for the conduct of ground and flight test missions in support of Air Combat Maneuvering Instrumentation (ACMI) development programs. This mobile facility will contain an unclassified “General” area with its own access door and badge reader which will house unclassified test equipment, small kitchenette, and serve as Mantrap to the classified Operations Area via a vault door which will also include a badge-in reader for separate controlled access.

Power source inputs (shore and generator) and Environmental Control Units to be installed on exterior of facility (or within undercarriage storage areas) for ease of access/repair. The mobile facility will require an ability to lift and move heavy equipment from ground-level in/out of the Operations area.

2.0 DESIGN+MANUFACTURE STATEMENT OF WORK

This project will be split into two distinct phases. Phase I will result in the final design of the mobile facility and delivery of a Construction Security Plan (CSP). Phase I will include a period of time (not to exceed 90 days) for Government to review and approve the CSP. Once CSP is approved and a government-signed copy is provided back to the Contractor, Phase II (Manufacture) shall begin. Deliverables and key milestones for each phase are outlined below.

Phase I (Design): 120 calendar days (or less) following Notice to Proceed (NTP). Key milestones for Phase I identified in Table 1. Deliverables (CDRLs) for this Phase will include:

1) Kickoff meeting held at contractor’s location/facility.

2) In-person design meetings held every 3-4 weeks (or as required) at contractor’s location/facility until design is complete.

3) Final Design Review meeting to be held at the contractor’s location/facility NLT 2 weeks following completion of final design (as agreed upon between contractor and govt team).

4) NLT two workdays prior to each in-person Design Review, provide itemized material list for comm/data/networking hardware systems/items that would need to be purchased and installed during Phase II (make, model, quantity).

5) Copy of the final design drawing package (digital files--native CAD and PDF version--plus one (1) printed copy)

6) Digital copy (PDF-readable) of contractor’s Construction Security Plan (CSP), signed by contractor, to be submitted for Phase II (Govt approval of CSP).

The Government shall have 15 calendar days to review and approve/disapprove each design submittal. The 15 days include a design review meeting to go over government comments, to be held at the contractor’s facility.

Design Approval (Government CSP Approval): 90 calendar days (or less) following final submission of CSP to government. CSP will be routed for government approval & signature.

Upon completion of government review and acceptance, a signed copy of the CSP will be

CUI Page 3 of 10 provided back to the contractor and Phase II may begin, upon exercise of the Option CLIN.

Aside from responding to Government RFIs related to the CSP from the Contracting Officer, no expenditure of resources (labor or material purchase) in support of Phase II shall be performed, unless authorized by the Govt Contracting Officer. Any unauthorized expenditure of resources by the contractor in support of Phase II during this period will be at the contractor’s own risk/expense. Key Government Approval milestones are listed in Table 1 below.

Phase II (Manufacture) Option CLIN: 240 calendar days (or less) following receipt of Government-signed CSP. Key Milestones provided in Table 2. Govt will send teams on regular basis to monitor progress. Govt will be notified no less than two weeks in advance and invited to witness ICD 705 test event(s) held at the contractor’s facility. Deliverables (CDRLs) for Phase II will include:

1) Electronically delivered Monthly Status Reports (MSR) (PDF-readable) that include updates and key accomplishments since last reporting period. MSR to include pictures and/or videos showing progress. Monthly reports shall include financial data summary (actual vs. estimated/forecasted expenditures).

2) Bi-weekly (or as required) 15-30 min telecon between contractor/govt to discuss status of manufacture, to include discussion of key items requiring attention/decision.

3) An Equipment List shall be maintained throughout manufacture and provided with each MSR submittal. List is to include all electronics hardware purchased/installed in the mobile facility. List shall be categorized/separated by General and Ops Areas, and shall include quantity, make, model, and serial number(s).

4) ICD 705 Compliance Report to include detailed measured test results.

5) Delivery of Mobile Facility to Eglin AFB, FL.

NOTE: Phase II Milestones and dates subject to change, as a detailed schedule and milestone list will be provided by contractor at the conclusion of Phase I, which the Government will review and concur/non-concur.

Total Period of Performance (POP) is no more than 450 days after the contract NTP.

3.0 GENERAL REQUIREMENTS

The contractor shall design, then manufacture, a mobile SAPF that will include two distinct Areas:

1) General Area (Unclassified) Kitchenette Rack-mounted equipment Mantrap – for execution of secure entry (badge-in) to Operations Area.

2) Operations Area meeting ICD 705 requirements (Classified Equipment and Mission Control rooms).

System Under Test (SUT) Room - equipment location for SUT components.

Mission Control Room - workspace for test conduct by system operators.

The Government reserves the right, at no additional cost, to evaluate, critique and make changes necessary to meet the intent of the Statement of Work and Air Force requirements up to and during the 35% design submittal.

The Government shall have 15 calendar days to review and approve or disapprove each design submittal. The 15 days include a design review meeting to go over government comments.

3.1. DESIGN/MANUFACTURE TEAM REQUIREMENTS

Provide a dedicated project management team, to include a Security Project Manager (certified Construction Surveillance Technician).

3.2. ICD 705 Compliance. The Operations Area of the mobile facility must be compliant with Intelligence Community Directive (ICD) 705, ver 1.5,1 Jul 21, SAPF Construction and Accreditation Requirements, to include accreditation documentation delivery. Guarantee that the completed unit will be ready for accreditation by customer’s accreditation authority. Under this guarantee, the manufacturer will be responsible for providing, at no charge, any modifications to the primary SAPF structure to meet accreditation for one (1) full year following delivery, along with one (1) full year of unlimited telephone support.

3.3. TEMPEST/EMSEC. Classified Operations Area is required to meet enhanced TEMPEST standards, now called Emissions Security (EMSEC), to ensure audio/RF signals are not transmitted outside of the secure facility. EMSEC requirement will also apply to the General Area.

3.4. Overarching Facility Requirements. The list below contains majority of known requirements pertaining to the overall facility. Detailed requirements within each of the two “areas” are listed in separate sections. Requirements may vary slightly from below but will be will be finalized during Design (Phase I).

53-foot Command & Control/Instrumentation Facility o Does not exceed DOT length (53’), width (8.5’), and height (13.5’) requirements.

o Weight: Allot for 8,000 lbs of customer equipment to be installed post-delivery.

(Ensure we won’t exceed 80k lbs tractor+trailer max weight limit).

A standard exterior and interior color will be selected by customer.

Hydraulic auto-leveling system (tires not carrying load when stationary).

Anti-hijack security features (i.e. high-security king pin lock; landing gear leg/handle lock set) to prevent unauthorized hook-up or towing.

Tire covers to extend life of tires.

“Tuckunder” motorized lift (e.g. Tommy Gate) to aid in movement of pods and heavy equipment in/out of Operations Area. Minimum lift weight of 2500 lbs.

36-48” access door to Ops area for entry/exit of equipment via motorized lift. This entry may only be opened from inside facility (no exterior access methods).

Complete closed-circuit TV (CCTV) system with 90-day storage of recorded video (as approved by DoD guidelines). CCTV cameras will provide 360° coverage of mobile facility exterior, which include cameras covering each entry/access door. Two dedicated CCTV monitors will be located 1) interior above the personnel entry door in General Area and 2) interior of Ops Area above entry door from General Area. CCTV camera display output (single or multi-screen) may be displayed on any monitors within the facility via input to a video switch matrix. All cameras must be day and night capable, utilizing IR illuminators if required. Viewing distance will be determined during design phase. CCTV cable pass-through conduit between General & Ops Area will be secured in facility structure (threaded and capped at ends).

Primary Personnel Entry door: RF-Shielded 34-36” exterior entry door secured by X10 and badge reader. Provision for exterior S&G padlock protected from weather as alternate door security.

High-Speed Satellite internet system (min upload speed: 50 Mbps, latency <150 ms).

WiFi available to trailer exterior (front) and interior to General area – connected to ISP.

Doorbell at exterior entry door that rings inside General & Operational Area.

Integrated entry/exit walkways/stairs (min width: 32” / max: 36”) leading to an entry platform outside personnel entry door to General Area. Structure easily disassembled and stored for transit in undercarriage storage compartment (minimal space required).

Maximum under-trailer storage on locking slide-out trays (able to lock in place during transport or when extended out) – access from both sides of trailer. All exterior storage access doors can be locked (electronic lock via code panel, or keyed, or both). Details determined in design phase.

Sufficient Fire/Smoke/CO2 detectors in each enclosed area (to include undercarriage storage).

Fire Suppression System (non-damaging to electronics/equipment) Environmental Control Units (Primary + Backup) located on exterior/front of trailer.

Ability to monitor/view interior temps, humidity and standing/floor water in all areas (General & Ops).

Minimum of one (1) telescoping 45-60 foot antenna mast electrically operated by switch/control, with backup manual operation capability. Can be secured by tie-lines to hardpoints on top of trailer and/or to the ground. (Desired: a second telescoping 45-60 foot antenna mast separated by minimum of 25 linear (horizontal) feet center-mast to center-mast)

Weather-blocking awnings over exterior entry doors. Desire integrated powered awnings to be controlled via switch or inside locked undercarriage storage area or inside General area, but manual extend/retract could be considered. Could also be a detachable awning that can be removed/stored during transit. Design phase will determine best option based on overall exterior trailer design.

Multiple (min of 8) Radio/Comm antenna mounts on roof of facility separated by 10 feet (minimum) with 4-port NATO hole pattern on top to attach antenna base. In addition, 4 x adapter plate with aligned NATO 4-port hole pattern with circle cut-out in center to fit 50mm NATO threaded antenna base through and secured by nut. Adapter plates could be attached to any of the 8 antenna mounts.

Two (2) 50Ω GPS antennas mounted on roof (in addition to antenna mounts mentioned above) with easy access to remove/replace, when required. These two GPS antennas will be wired and terminate to a connector inside the General Area for easy connection to equipment. (may utilize patch panel)

Patch Panel to connect any outside cables, with interior interconnect to bring RF/data feed into the “General” area near equipment rack(s). Follow TEMPEST guidelines.

Radio frequency (RF) antenna and power cable pass-throughs via secured conduit (4 inch) from General to Operations area (threaded and capped both ends).

Exterior roof access to allow personnel to walk on top of facility for access to antenna mast and other antennas and equipment installed on top of facility during setup/teardown/operations.

Noise abatement “feature” between SUT and Control rooms (minimize server/rack equipment noise at system operator workstations).

Any electronic equipment purchased/installed must be TAA compliant.

3.4.1. Power Requirements

Facility must operate via standard shore power connection (3-phase 208V/100A).

Facility must operate via generator power connection (alternate to shore power).

At least 100 feet of power cables for shore/generator connection to trailer, in sections no longer than 50 feet each. Color-coded connectors between sections of cables for no-guessing connection/link.

Minimum of 200A with standard 240/120V 60hz (breaker box in General area).

Multiple surface-mounted grounded outlets (20A/30A) throughout interior and exterior, as required/designed.

3.4.2. Lighting Requirements

LED lighting (day/night) within unclassified area.

LED Lighting with alternate rheostat lighting within SUT Room for visibility to all equipment, front and rear of racks, on its own switch/circuit.

Dimmable LED lighting with alternate rheostat lighting within Control Room on its own switch/circuit.

Exterior lighting to view surroundings up to 20-30’ from exterior of mobile facility – switches with outside and inside access near entry door(s). Main entry door side separate from remaining three sides (can shut off all exterior lights except for entry door side).

Entry doors have separate switch/light to view combo locks on exterior.

Wall-mounted rechargeable flashlights in each enclosed area/room.

4.0 GENERAL (Unclassified) AREA REQUIREMENTS:

Interior light switches to control all exterior and interior lights. Exterior light switch to illuminate lighting above personnel entry door, with separate exterior switch to illuminate lighting around remainder of trailer exterior. Lighting in undercarriage storage area.

Light options to support day/night operation within General & Operations Area.

Electronic device (cell phone, smart watches, wireless/cellular/Bluetooth devices, etc.)

storage mounted on interior wall near entry door. (for example: shelves, bins, container – end-item will be determined during design phase based on wall space available)

Kitchenette to include approximately 36-inch (length) countertop mounted on cabinet with locking drawers/doors (length finalized during design), 2-3 overhead locking cabinets above countertop; small Fridge/Freezer combo; microwave.

Workstation Fold-down/stow-away countertop to accommodate laptop w/docking station, keyboard/mouse, wall-mounted monitor; Shelf to support color printer/scanner.

CCTV monitor to view exterior entry points and 360° surroundings.

CCTV camera mounted above entry door to classified Ops area; this video feed will be visible on a CCTV monitor mounted inside Operations area above/beside vault door.

Intercom/speaker to exterior door locations (personnel and equipment entry doors).

Pre-wired for customer-provided Intrusion Detection Systems (IDS) and Access Control

System (ACS) for entry into Ops Area (aka: badge-in keypad panel).

One (or two desired, if final design has space to accommodate) 19” rack w/front/rear ventilated doors installed and secured for road movement using vibration isolation mechanism. Require ease of access for personnel to front and rear of rack(s). Ideally, CUI Page 8 of 10 each rack locks in place against wall during use/in transit, but able to slide out along floor for access to back when required, to optimize usable floor space.

Two (2) UHF and two (2) VHF surface-to-air radio kits to be installed in 19” rack.

o 50W capable – prefer General Dynamics (GD) URC-300 (RM-500 Kit) for compatibility with existing comm infrastructure at home base (Eglin AFB).

o Radios networked to MCG Panel to RTS ODIN OMNEO Digital Intercom

(ODIN16), to RTS DKP-4016/KP5032 (or other software-programmable) control panels that will be located at each workstation in the Ops area.

o Two (2) push-to-talk speaker/microphone (GD PTSH-300, or equivalent; one in Ops Area, one in General Area), and two volume-controlled speakers to monitor UHF/VHF transmissions (GD PTSH-104, or similar; one in General Area, one in Ops Area).

o Equipment for each radio secured in 19” rack mount tray o Wideband antennas (COMROD VHF100512m recommended, or equivalent) o Government customer retains option to acquire communications equipment and provide as GFE to contractor for installation during manufacture. Design Phase will finalize comm networks/integration requirements.

Customized Hoffman communications pass-through box to provide pre-installed connections ready to connect to existing lines such as radio (UHF/VHF), RF connectors (N-type, BNC, etc.), Coaxial, GPS, ethernet (CAT6), multi/single mode fiber, and other pass-through connections as desired by customer. Hoffman Box is ONLY to pass RF/data from General (Unclass) area into Ops area. (This is separate from the “Patch Panel” located near the 19” rack to accept exterior comm/data feeds.) Types and quantities of each connector type will be finalized in design phase.

Cable Pass-through ports to exterior of facility (various diameter) to support additional data lines into unclassified area, as required.

GPS antenna management…final decision made during Design phase.

o Option 1: Single input to Hoffman box, then splitters inside SUT Room o Option 2: GPS splitter(s) in General Area to multiple Hoffman box connections into

SUT Room) Equipment or built-in features secured/mounted off of floor as much as possible to maximize floor space.

Floor to be covered with anti-skid surface texture.

Ability to secure and store miscellaneous items during transit (recessed floor and/or wall tie-downs) Light switch mounted next to vault entry door to Ops Area to turn on blue light(s) in

Operations area.

Whiteboard(s) – size/location(s) TBD during design phase.

Can explore the possibility for expandable side(s) of the General Area. (This may allow for more floor/wall space in the Ops Area, which will not have expandable sides.)

5.0 OPERATIONS (Classified) AREA REQUIREMENTS

5.1. Ops Area

Vault door (swings inward) – entry point from General Area (Mantrap)

Install/secure one 5-drawer GSA safe (provided GFE).

Displays (monitors/TVs) of various sizes in General and Ops Areas – as allowed by wall space – finalized during Design phase). All video inputs/outputs managed via video switch matrix located in one of the 19” racks.

Ability to secure and store miscellaneous items during transit (recessed floor and/or wall tie-downs). Locations to be determined during Design phase.

Low profile “Blue Light” inside all enclosed sections of Ops area (light switch(es) mounted INSIDE the room(s) – alert that uncleared personnel present/entering). Switch to turn this blue light on will be located immediately next to the door in Ops Area.

Whiteboard(s) – size/location(s) TBD during design phase.

For consideration: raised floor for cable management between left/right sides of trailer to eliminate floor clutter/trip hazards (For example: connection of test assets on one side of trailer to rack-mounted equipment on opposite side of trailer). Ceiling-mounted cable trays, or walk-over cable protectors an option, in lieu of losing vertical height inside trailer.

5.2. SUT “Room” Specific Requirements

5-6 each 19” equipment racks (classified and unclassified racks installed to meet TEMPEST requirements) secured for road movement using vibration isolation mechanism. Rack install location will be identified during design phase. Require ease of access for personnel to front and rear of racks. Ideally, each rack locks in place against wall during use/in transit, but able to slide out along floor for access to back when required, to optimize usable floor space.

Cable management solution with low/high separation.

Wall-mounts for up to four (4) ACMI pods/rails that are 6” in diameter and 9’ long.

Pods/rails able to be secured in place for transit. (Max weight per pod/rail slot: 200lbs) GPS repeater (ACMI pods will require GPS signal in SUT area) CCTV monitor to view necessary access points/doors and facility exterior.

Low-profile BLUE Light (uncleared personnel indicator) on its own switch (if there is a physical barrier between Control and SUT rooms) Tool storage cabinet/drawers – doors/drawers able to be secured during transit (i.e. Lista

Bin/Vidmar, or equivalent).

Work Table that could support ~300 lbs.

o Surface Dimensions: approx 16-18 inches deep by 6 feet long o Surface Height: approx. 30-32 inches.

o Table easily collapses or disassembles for easy storage in Ops Area – mount/secured against wall out of the way when not in use/in transit (or kept in undercarriage storage areas). Option: permanent wall-mount that folds out and locks in place.

Electro-Static Discharge (ESD) protection (floormats, wrist-strap, etc.).

5.3. Mission Control “Room” Specific Requirements.

Four (4) operator consoles/workstations: multi-monitor viewing (vibration dampened), Radio communications control panel w/headphones, secure phone port, etc. to support test conductor/operator. One workstation modified to support GFE flight simulator

CUI Page 10 of 10 equipment (joystick, throttle, etc.). Details of storage for workstation area will be determined during design phase. Need lockable drawers/cabinets to place unclassified supplies/documents/etc. in.

Additional monitor(s)/TV(s) for observation of various test execution activities.

Smooth flooring to allow easy movement of desk chairs between workstations.

CCTV monitor to view necessary access points/doors and facility exterior.

Blue Light (uncleared personnel indicator) Multiple IRIG clocks located above/to the side of workstations/above entry ways (user doesn’t need to turn cranium to see IRIG time regardless of location in Control Room).
