Combined Synopsis/Solicitation RQOO CENTAC1 Overhaul Q&A’s SAM Notice ID/Solicitation #: FA239625RB006 Published: 04.14.2025 Offers Due: 05.29.2025

Request Prime SDVOB offerors ensure any proposal related questions are submitted at the earliest opportunity as questions submitted after April 30th, 2025, will be considered and answered at the contracting officer’s degression. Offerors are reminded that subcontractor questions must be submitted through the Prime SDVOB.

Q&A’s 04.30.2025

Q. RFI #1: Environmental Survey for Lead and Asbestos Has there been an environmental survey done for potential lead and/or asbestos containing materials on the compressor and associated piping/gaskets? If so, please provide test results. If no, will this be a requirement of this contract to provide testing and remediation of such?

A. The machine was built in 1979. During previous refurbishments no lead or asbestos was observed in any of the components.

Q. RFI #2: RQOO Contractor Facility Visits 3.13 RQOO contractor facility visits.

Shall the contractor include transportation, lodging, per diem costs for RQOO personnel to visit their respective facilities?

A. All travel to contractor’s facility by the Gov’t will be paid by the Gov’t.

Q. RFI #3: Compressor Lubricant Used What lubricant has the compressor been operating on?

A. The oil used in the reservoir is DTE732 and grease used on all grease points is a red high heat rated grease (NLGI #2).

Q. RFI #4: Lubricant Supply Requirement Does the lubricant need to be supplied & changed as part of this scope?

A. Lubrication change is not part of this scope; However, it is the contractor’s responsibility to supply and replace any lubrication lost during refurbishment. It is also the responsibility of the contractor to lubricate per manufacturer’s recommendation for all areas affected, to include the gear couplings.

Q. RFI #5: Magnetic Particle Inspection Method Section 2.3 calls for use of magnetic particle inspection method, which method is required?

A. MPI accomplished along with details and data collected shall be of industry standard.

Q. RFI #6: RJT Ring Joint Flanges Requirement Section 4.5 - Are RJT Ring Joint Flanges required for the new SS Interconnecting piping?

A. Flange types shall match existing.

Q. RFI #7: Staffing Requirements Are any staffed positions required such as SSHO, QA/QC, etc.?

A. No specific staffed positions are required from the vendor. Staffing is only required as is necessary to satisfy the requirements of the contract.

Q. RFI #8: Electronic Copies of Site Walk CD Request for the Government to email out all documents on the CD that was provided at the site walk.

A. Contents of the Site Walk CD have been uploaded to SAM.Gov, Notice ID “FA239625RB006”, as the following attachments:

Q. RFI #9: TAA Compliance Requirement Does the government have a requirement for TAA compliance for any equipment provided to fulfill the scope of work?

A. There are no TAA compliance requirements for any equipment provided to fulfill the scope of work.
