About this file

This is a Broad Agency Announcement (BAA) solicitation for the Multi-Decision Advantage Sprint for Human Machine Teaming (M-DASH) Event under the Joint All-Domain Transformational Model II program. The Air Force Research Laboratory, Warfighter Interactions and Readiness Division (RHW) is soliciting technical and cost proposals for research supporting decision advantage in command and control (C2) systems. The effort focuses on understanding C2 decisions within the Transformational Model for Decision Advantage (TM-DA) framework, which decomposes command, planning, and battle management decision domains using model-based systems engineering to bridge operational concepts and software design.

The solicitation is closed and one-step, with proposals due by 21 October 2026 at 5:00 PM Wright-Patterson AFB local time via email. The Government anticipates awarding one or more firm fixed price contracts (though other instruments may be used), with a maximum of $100,000 per offeror and estimated total program cost of $600,000. The period of performance is two weeks, with the event scheduled for 25 January 2027 through 5 February 2027 in Las Vegas, Nevada. Deliverables are due at the conclusion of the performance period. Offerors must have CMMC Level 1 (Self) certification and comply with S&T protection requirements under AFRLI 61-113. Award notifications are anticipated on or about 5 November 2026. The Government desires unlimited rights to technical data and computer software developed under this contract. This is an unrestricted solicitation encouraging small business participation. An Ask Me Anything event is scheduled for 15 October 2026 at 12:00-13:00 EST to address technical questions.

2.0 Full Text Announcement

Notice: All terms of the Joint All-Domain Transformational Model II apply unless specifically addressed in this Call. The BAA is available in SAM.gov.

2.1 Program Description:

The Air Force Research Laboratory, RHW is soliciting technical and cost proposals on the following research effort:

The Combined Joint All-Domain Command and Control (CJADC2) Campaign Plan 2030 defines decision advantage as the ability to consistently make better, timelier decisions than the adversary. Current DAF command and control (C2) systems and processes are optimized for low intensity conflict and do not address decision advantage over the pacing challenge. Deriving effective C2 capability development toward decision advantage requires a clear understanding of what C2 decisions are. The DAF Advanced Battle Management System (ABMS) Cross Functional

Team (CFT) provides a quantitative model for the Joint Warfighting Function of C2 as the

Command, Plan, and Battle Management decision domains, supported by and integrated with

Battle Analysis (military intelligence and surveillance). Each of these decision domains are decomposed in the Transformational Model for Decision Advantage (TM-DA) using model-based systems engineering to bridge the gap between operational concepts and software design.

2.2 Communication Between Prospective Offerors and Government Representatives:

Please direct all questions to the Contracting Officer and Contract Specialist listed in paragraph

1.0.

See Attachment #3, Security Risk Review – AFRLI 61-113, and associated appendices. The

Government may require the offeror to submit additional information and/or a mitigation plan for any identified S&T protection risks. If the Government determines the offeror failed to provide adequate additional information; or an acceptable mitigation plan; or it is determined the offeror’s S&T protection approach is high risk & does not provide adequate protection of
