About this file

This is a DD Form 1423-1, Contract Data Requirements List, specifying a single data item requirement for contract FA2384-26-X-XXXX with the Air Force (711HPW/RHWTE). The contractor must deliver a Technical Review Presentation Package (TRPP) identified as data item A001, based on the standard DI-SESS-82168/T with tailored modifications to accommodate contractor format and incorporate operational, feedback, and telemetry data from a 2-week simulation event.

The deliverable consists of three components due within 10 business days after the event concludes: (1) Component A—an end-of-event PowerPoint presentation covering event overview, technical approach with architectural diagrams and UI components supporting the Decision Function, findings on system interoperability and integration issues, performance metrics, and feedback on both the DF messaging schema and event execution; (2) Component B—a completed technology survey addressing AI models, licensing, model cards, hardware requirements, and power consumption; and (3) Component C—a chronological digital audit trail in structured format (CSV, JSON, or SQLite) capturing timestamped Decision Function outputs, Government-provided inputs triggering calculations, and resulting output states with parameters. Components A and B must be delivered and presented on the final day of the simulation session, while Component C is due 10 business days after event completion. The Government will review all deliverables within 10 business days of receipt, with contractor revisions required within 5 business days if requested. All submissions must be electronic to a Government access-controlled repository. The distribution statement restricts access to Department of Defense and U.S. DoD contractors only with critical technology protections, expiring September 8, 2026.

16_REMARKS: Tailored to allow contractor's format. The standard requirements of DI-SESS-82168 are hereby tailored to incorporate the operational, feedback, and telemetry data generated during the 2-week simulation event. Compliance with these tailored instructions is mandatory.

Submit all deliverables electronically to Government access controlled repository.

The contractor shall deliver the following three sections within 10 business days after the conclusion of the 2-week event:

Component A: End-of-Event Presentation (PowerPoint format) Component B: End-of-Event Technology Survey Component C: Simulated Run Digital Audit Logs

Component A:

At a minimum, the presentation package shall cover the topics outlined below; the final topic list and specific content requirements are subject to final adjustment based on information provided by the Government/event organizer at the event:

- Event Overview: Summary of tasks completed across the two-week sprint timeline, roster of participating team personnel/roles, key milestones achieved, and significant operational challenges encountered.

- Technical Approach: Architectural diagrams, data flow models, and high-resolution screen captures/renderings of all User Interface (UI) components supporting the Decision Function (DF).

- Findings: Technical lessons learned and documented deficiencies, with detailed evaluations of system interoperability, communication latency, decision-support processing bottlenecks, and integration hurdles.

- Performance Metrics: Total throughput, computational execution speed, response latency, and success/failure rates (if known) of decision function solutions generated.

- DF Feedback: Targeted technical evaluation and recommendations for refining the DF messaging schema, data structures, and protocol interfaces.

- Event Feedback: Constructive feedback and actionable recommendations regarding event execution, testbed stability, simulation environment fidelity, and operational coordination.

16_REMARKS_Continued: Component B:

The contractor shall complete a technology survey provided by a Government POC during the event. The survey may include, but not be limited to, questions regarding AI models utilized during the event, model licensing, model card information, hardware and runtime requirements, power consumption estimates, etc.

Component C:

The contractor shall deliver a chronological, digital audit trail in a structured data format (CSV, JSON, or SQLite database file accompanied by a simplified Data Schema Dictionary) capturing key decision activity during the simulated run. During Week 1 of the event, the Contractor shall provide an initial draft sample of the data log format to the Government for review, clarification, and formatting adjustments prior to final capture. At a minimum, the final logs shall capture the baseline areas outlined below, subject to final adjustment and clarification based on technical guidance provided by the Government at the event: (1) timestamped entries every time a Decision Function (DF) output is generated, modified, or updated, identifying whether the action was automated or driven by participant interaction; (2) a snapshot of the specific Government-provided inputs, scenario triggers, or contextual data that formed the basis for each DF calculation or state change; and (3) the resulting DF output state, recommendation parameters, and explicit changes relative to the prior state.

Block 9 : D: Distribution authorized to Department of Defense and U.S. DoD contractors only, Critical Technology/ S&T Protection/ Export Control. 8 September 2026. Other requests for this document must be referred to 711HPW/RHWTE.

Block 12: Submit Component A and Component B at event conclusion The contractor shall deliver and present the presentation at the end of the event (on the final day of the 2-week simulation session). Submit electronic presentation to Government access controlled repository.

The contractor shall fill out the End-of-Event Technology Survey at the end of the event (on the final day of the 2-week simulation session).

Block 13: Submit Component C within 10 business days of the completion of the event.

The Government will review the all delivered components within 10 business days of receipt. Revisions, if requested, shall be completed and returned by the contractor within 5 business days.
