About this file
This is a Questions and Answers document for a fiber optic cable and related infrastructure installation project at Luke Air Force Base in Arizona, issued under solicitation number FA488727Q0003 (Form 9 Number F3YCFA6173AC01).
The project involves installing fiber optic cabling, conduit, innerduct, maintenance holes, hand holes, and fiber optic distribution panels (FODPs) across Luke AFB. The scope includes 13 total FODPs distributed across multiple buildings: B979 receives one 144-port panel, B453 receives one 24-port and one 12-port panel, and remaining locations (B998, B1049, B1040, B1056, B1375, B11, B1081, B1059, FMQ-19 primary, and FMQ-19 backup) each receive one 12-port panel. The project encompasses approximately 30,000 feet of various cable configurations, direct-buried armored cable installations, taxiway and runway crossings (to be bored and cased using existing ducts), and includes TC Communications equipment replacement and UPS installation. Cable quantities and distances in the SOW are approximations; contractors must confirm measurements during site survey. The work is set-aside as 100% Woman-Owned Small Business under Clause 52.219-30, with the Nonmanufacturer Rule applying under NAICS 335921—fiber optic cable must be manufactured or produced by a domestic small business concern. The site visit is scheduled for November 4, 2026 at 0900 Arizona Time, with the Q&A deadline of October 19, 2026 at 1500 Arizona Time (extended for contractors attending the site visit). Proposals are limited to 25 pages and must address all subfactors. The work includes Davis-Bacon wage determination requirements for the installation portion. Required direct-buried cable depth is per manufacturer specifications or 36 inches below grade, whichever is greater, with warning tape and tracer wire required. Warranty is manufacturer's warranty or one year from final government acceptance, whichever is longer. The period of performance will be determined at award and included in the official award document. The Buy American Act applies. Contractors are responsible for excavation permits, environmental compliance, blue stake coordination, and maintaining OSHA-compliant confined space and airfield safety procedures. Airfield flying hours are 0630–2230 Monday through Thursday and 0630–1830 Friday; work is encouraged outside flying hours. A temporary construction waiver and FAA 7460-1 submission (no later than 45 days before construction start) are required for airfield work. Existing duct and innerduct systems have been verified as clear and appropriately sized during engineering survey; blocked or damaged duct discovered during installation will be escalated to the Contracting Officer and 56 CS/SCXP for resolution. As-built drawings and detailed existing plant records will be provided post-award in PDF format. Luke AFB prefers Corning fiber landing termination equipment and lockable Vertiv (Great Lakes) cabinets for standardization; material submittals require government approval prior to ordering. The OPSEC plan is due after award, not with the proposal. Equivalent products are acceptable unless specified otherwise; no SBA class waiver exists for fiber optic cable under NAICS 335921.

Questions and Answers
1. Set-aside: block 10 of the SF1449 shows a 100% Women-Owned Small Business set-aside, but the SAM notice and clause 52.219-6 show a Total Small Business set-aside.
Which one applies? Does the Nonmanufacturer Rule apply under NAICS 335921?
This is a 100% Woman Owned Small Business set-aside as notated on the SF1449 and SAM.gov posting. Clause 52.219-30 has been added and 52.219-6 has been removed.
Yes, the non-manufacture rule applies.
2. SOW version: the attachment list references a corrected SOW dated September 24, 2026, but the attached SOW is dated May 5, 2026. Which version governs?
The statement of work attached is the most accurate version. The contract writing system attaches a date according to when it is uploaded.
