About this file
This is a Questions and Answers (Q&A) document for a federal contract solicitation addressing the design and installation of a secure audiovisual (AV) system in a classified processing area. The 11-section document provides government clarifications on technical specifications, installation requirements, and compliance standards for the project.
The installation encompasses wall-mounted AV equipment including a display, AV bar, sound masking components, and acoustic treatment in a room measuring approximately 20 feet by 10 feet by 8 feet high. Key technical requirements include: RED Ethernet cabling must remain visible using clear conduit; wall-mounted AV solution (not mobile); control via USB switching for camera and microphone functions without mass-storage capability or unapproved software; support for 2 Virtual Desktop Infrastructure (VDI) workstations with simultaneous video and USB switching capability; HDMI and USB-A/USB-C connections for each VDI; and an isolated AV network switch (TAA-compliant, non-SIPR connected) with acceptable manufacturers including Crestron and Netgear AV Line. Sound masking must achieve 45-48 dBA with Speech Privacy Index of 85, with emitters wall or surface-mounted outside the room. Acoustic treatment requires complete wall coverage using mechanically fastened panels in neutral colors with door seals meeting Sound Group 3 at STC 45 per ICD 705, complemented by sound emitters to reduce leakage. Personnel clearance requires Secret level minimum (not TS) with cleared government escorts provided; contractors must submit Visitor Access Requests (VARs) for security clearance. Cable specifications must use GSA 2GIT vendors (Cornering, Panduit, Mohawk examples) with plenum rating. Final acceptance requires government participation in commissioning and user acceptance testing with documented acoustic testing results provided at turnover.

 1. Room Construction & Mounting Requirements (CRITICAL) The SOR specifies wall-mounted devices (display, AV bar, sound masking components, acoustic treatment), while also requiring secure installation and specific cable visibility constraints.
Please clarify the following:
1.1 Are contractors permitted to penetrate walls, ceilings, or structural surfaces for mounting equipment and routing cabling?
1.1.1 GBC/Facilities please provide input on this section.
1.2 If penetration is allowed:
• Are there specific SCIF or secure room protocols (e.g., escort, inspection, sealing requirements) that must be followed?
• Room is a classified processing area (not a secure room or vault), but room will need to be sanitized such as classified material stored and screens off besides need to know to test Microsoft teams.
• Government escorts will be required
1.3 If penetration is NOT allowed:
• Is a fully non-invasive installation approach acceptable, including:
o Mobile AV cart for display and AV bar o Adhesive-mounted acoustic panels o Surface-mounted clear conduit or wire loom for all cabling.
1.4 For sound masking emitters and acoustic materials:
• Is ceiling tile penetration permitted, or must all devices be surface-mounted?
👉👉 Note: This clarification significantly impacts system design, mounting methods, and cable routing approach.
• The sound emitters should be outside, so there shouldn’t be any issue with either mounting on ceiling tiles or walls.
• The only cables that should be required for visibility are the SIPR network cables.
• All other cables should be cleared since the AV system is not on/touching the SIPR network.
 2. Furniture Layout & Equipment Placement The SOR references a proposed room layout but does not provide detailed dimensions or finalized placement.
Please provide:
2.1 Final confirmed room dimensions (length 20ft approx., 10ft width, 8ft ceiling height)
2.2 Exact conference table dimensions and location within the room

2.3 Location of:
• Government workstations / connection points
• Power receptacles
• Existing RED Ethernet cable routing https://www.gsaadvantage.gov/advantage/ws/catalog/product_detail?gsin=11000070997784 https://www.gsaadvantage.gov/advantage/ws/catalog/product_detail?gsin=11000070997784 https://www.gsaadvantage.gov/advantage/ws/catalog/product_detail?gsin=11000070999826 https://www.gsaadvantage.gov/advantage/ws/catalog/product_detail?gsin=11000070999826
2.4 Confirmation of:
• Final AV system location (wall vs. mobile solution) o Wall mounted solution, not a mobile solution
• Control panel mounting locations (table, wall, or other surfaces) o Tables Conference Table & Café Desk
 3. RED Ethernet Cable Requirements The SOR requires RED Ethernet cabling to remain visible and be re-secured.
Please clarify:
3.1 Is the use of clear conduit or tubing the preferred method for securing RED cables?
• Clear conduit is the preferred method to allow the cables to remain visible for inspection.
3.2 Are there specific requirements for:
• Mounting hardware o N/A
• Spacing or routing paths o Neat appearance and inspectable
• Inspection standards o N/A
3.3 Should all newly installed AV-related cabling also follow:
• RED color designation o Not required for AV equipment and will not be directly connected to the SIPR network.
• Visibility requirements o The RED CAT6 must remain visible, which is why it was stated to utilize clear piping to keep the cabling visible.
 4. AV Bar Control Requirements The SOR requires control of camera and microphone functions via the control system.
Please clarify:
4.1 Is direct control of camera/microphone via control system APIs required, or is the following acceptable:
• USB-based device operation through the government workstation o Such as turning on the camera and microphone in the VDI? If the device doesn’t incorporate or utilize mass-storage, then it shouldn’t be a security concern for SIPR.
o Data Loss Prevention will trigger if the device is recognized as mass-storage at any point, which may result in a security incident.
o Additionally, USB-based device operation must not be dependent on dedicated software such as EXEs, drivers, or DLLs to run on the workstation.
o It is not acceptable to install or run software that hasn’t been approved by Cyber Security for SIPR network usage.
• Control via USB switching and mute/volume logic o Any kind of controls involving software dependent logic is not acceptable, if the control system requires this. Then the contractor should incorporate this logic in the provided AV system controls.
4.2 Are there any approved AV bar manufacturers/models already validated for use within this secure environment?
• Crestron, Hewlett Packard, BARCO, and Hewlett Packard all have different models and versions with TAA compliance.
• BARCO was approved for NIPR but the clickshares are not authorized due to wireless
• AV Bars must have all wireless features removed or disabled.
 5. Presentation & USB Switching Requirements The SOR references switching between:
• Display
• AV bar
• Government workstations o 2 Virtual Desktop Infrastructure (VDIs) devices, these systems do not directly store SIPR information on them.
Please clarify:
5.1 How many government workstations will connect to the system?
• 2 VDI’s
5.2 What connection types are required:
• HDMI
o Yes, for both VDI instances, the TV, AV Bar, and any other AV equipment that requires HDMI input o Connections provided to each thin client/VDI 2 total
• USB-A / USB-C
o For USB inputs, devices must be ensured that they do not have mass-storage functionality.
o Connections provided to each thin client/VDI 2 total o
• Other
5.3 Should the system support:
• Simultaneous switching of video and USB (camera/mic) o The system needs to allow each device to be fully capable of conducting a
MS team meeting to include displaying, microphone, speakers, and cameras. If you mean simultaneous switching as if the desk is presenting, then all peripherals connect and utilize the desk computer and then if you want to use the conference table the systems switch, then yes.
• Or video-only switching with fixed USB connection?
o N/A
 6. Network Switch Requirements (TAA + IT Compliance) The system requires a dedicated control/network environment.
Please clarify:
6.1 Is a Cisco switch required for this installation to meet base IT or security integration standards?
• The AV switch will not be touching SIPR, it is not requirement for it to connect to SIPR. The SIPR connection is only required for the VDI connections. RED CAT6 will not be connected into the AV dedicated switch.
• It may be a requirement to manage the AV system, but it is not our requirement for it to be connected to SIPR. This is due to patching/STIGs, and other security concerns. This should be a closed network solution that will not be touching SIPR.
• The TAA compliance is for required IT acquired hardware being utilized by the US government, which the 2GIT process on GSA Advantage that enforces this during acquisition of IT hardware.
6.2 If Cisco is required:
• Please confirm acceptable Cisco product families / SKUs that meet TAA compliance.
o If CISCO is required, then the contractor can utilize GSA advantage to double check TAA compliance. We are not requiring CISCO for this requirement.
6.3 If Cisco is not required:
• What alternative TAA-compliant manufacturers are acceptable (e.g., Crestron, Net gear AV Line, etc.)?
o As mentioned before, the contractor can refer to GSA advantage for acceptable products that meet TAA compliance, which would be 2GIT on GSA advantage.
6.4 Will this switch:
• Remain isolated (local AV network only) o Local only, the AV switch network will not touch the SIPR network.
• Or require integration with the government network?
o No, the AV switch will not touch the SIPR network.
 7. Sound Masking System Requirements The SOR specifies:
• 45–48 dBA
• Speech Privacy Index (SPI) of 85
Please clarify:
7.1 Are there preferred or pre-approved manufacturers for sound masking systems?
• To our knowledge there aren’t pre-approved manufacturers for sound masking systems. There may be DoW utilized systems, but we are unaware of any specific brand or vendor specified solution.
7.2 Is ceiling-based emitter installation permitted, or must:
• All emitters be wall-mounted / surface-mounted?
o Either wall-mounted or surface-mounted can be done outside the room, if a neat and orderly appearance is being maintained. And the system meets with the intent of reducing any sound that might be leaking outside the room.
7.3 Will the Government require:
• Documented acoustic testing results at turnover?
o Yes, if a test occurs, then it makes sense to give results to the government after finishing installing and testing solution.
o This will ensure if the room ever has an inspection, then we have documented evidence of this process.
 8. Acoustic Treatment Requirements The SOR requires sound dampening materials and door sealing.
Please clarify:
8.1 What percentage of wall coverage is expected for acoustic panels?
• If any part of the wall is left exposed without acoustic panels, then doesn’t defeat the purpose of placing the acoustic panels on the wall?
• It would be advisable to try and cover the entire surface of the walls; otherwise, this leaves the chance of sound leakage.
8.2 Are adhesive-mounted panels acceptable, or is mechanical fastening required?
• Adhesive-mounted panels would not be acceptable as this leaves the possibility of panels falling off the walls due to the weight of the panels.
• Mechanical fastening would be the only acceptable method of installation, as this ensures the panels will not cause any foreseen accidents in the room.
8.3 Are there any aesthetic or material restrictions beyond white/gray color?
• Neutral colors are preferred, since they provide a professional environment and look to the room design.
8.4 Are there specific requirements for:
• Door seal type o The room is only designated as Classified Processing Area, not SCIF. This allows SIPR meetings to be conducted in the room without classified discussions possibly emanating from the room.
o For door seals, they should meet the basic requirements of Sound Group 3, under STC 45. If this isn’t cost effective, then please communicate this information.
• STC/NRC performance o The Room is a Classified Process Area (CPA), not a SCIF o There isn’t a direct Air Force reference to CPA defined requirements but there are documentations that provide guidance towards secure room requirements such as ICD 705 covering STC and NRC ratings.
o Per ICD 705, Sound Group 3 at STC 45 defines that room level conversations can be faintly heard but not understood outside of the room.
o The STC rating can be complemented with the sound emitters to mask any additional sound leakage, due to rising costs of Sound Group 3 versus 4.
o This can be used as a reference to understand the intent of securing the room with adequate levels of sound acoustics.
o Please also communicate if there are distinct cost increases due to the sound acoustic requirements.
o Per the discussion, the Air Force doesn’t have exact verbiage on CPAs, but there are military standard construction requirements that cover NRC ratings.
o Under UFC 3-450-01, it talks about material requirements that can meet a RT60 rating, which requires an NRC 0.70 as a reference point. If this isn’t cost effective, then please communicate what materials are being sourced and if it will meet the intent of sound reduction in the room.
o This will come down to the type of materials that are bought for acoustic reduction. There are materials such as mineral fiber such as Armstrong Ultima.
 9. Security Clearance Requirements The RFQ references personnel clearance requirements.
Please confirm:
9.1 Are all installation personnel required to hold an active TS clearance, or is:
• Secret clearance sufficient for installation activities?
• Classified Processing Area (Not open storage for SIPR), so it should just be secret
9.2 Will escorts be provided for personnel without required clearance levels?
• Cleared government escorts will be provided but vendor needs to have someone cleared when testing out Teams.
9.3 Is the contractor required to submit:
• Personnel clearance verification in advance?
• The vendor will need to submit a VAR (Visitor Access Request) for the security office to clear personnel.
👉👉 QTI is prepared to provide:
• Full personnel list
• Clearance levels
• Background documentation as required
 10. Cable Specifications & Documentation The SOR requires plenum-rated cabling and documentation.
Please clarify:
10.1 Are there specific approved cable manufacturers required?
• GSA 2GIT vendors would be the best approach then cable brands are Cornering, Panduit, Mohawk for examples
10.2 Should all cable specifications (cut sheets, ratings, shielding) be:
• Submitted with proposal
• Or only upon award?
 11. Final System Acceptance & Testing
11.1 What are the acceptance criteria for:
• AV system functionality
• Sound masking performance
• Acoustic treatment effectiveness
• Test all with functions with customer and go through SOR to ensure all requirements are met. Customer will sign off on acceptance. Acceptance criteria will be what’s on the SOR.
11.2 Will Government personnel participate in:
• Final commissioning o Yes
• User acceptance testing o Yes, there will be forms to check on approvals for the system and to see if it meets the customer’s requirements.
