About this file

This document is a Questions and Answers file for a federal contract opportunity Audio Visual B892 R120B, addressing contractor inquiries regarding installation and configuration requirements for a secure conference room audio-visual system.

The project involves installing a 65-inch wall-mounted display with articulating swivel mount, two control panels (tabletop-mounted at the conference table and café desk), and audio-visual integration with Virtual Desktop Infrastructure (VDI) devices on a SIPR network. Required components include an L-shaped cherry wood pedestal desk, rectangular conference table, sound dampening materials on walls and acoustically treated ceiling tiles, sound masking speakers positioned around the room perimeter, and RED CAT6 cabling in clear piping from a COMSEC safe to the café desk and conference table. The contractor must provide at least two HDMI inputs with USB connections at both the desk and conference table to support Microsoft Teams functionality, install a small equipment rack if required, and support Cisco Webex and DISA platforms if needed. The room dimensions are 9 feet floor-to-ceiling height with a standard 36-inch door. The contract is firm fixed price with progress billing milestones determined by the contractor and customer, Net 30 payment terms, and no retention percentage. Warranty includes both workmanship and labor for OEM warranty claims for one year, with on-site support within 72 hours and remote support within 24 hours. Training consists of two 2-hour sessions covering user and administrative operations. The contractor is responsible for any required electrical work and RED CAT6 installation; however, the contractor is not responsible for SIPR network connections, pre-existing device relocation, or wall repairs unless caused by contractor damage. No bid, performance, or payment bonds are required, and no prevailing wage applies.

2. Are you interested in a Dual Screen solution? Two 55” instead of a single 65” would give you more flexibility. The computer running teams can run in Extended Screen mode.

• Per Mr. Young, the single 65” TV will support current mission requirements

3. Could we get a floor plan of the area around the room so that we can properly map out the sound masking speakers?

• Attached in follow-up email

4. Where do you want the main unit for sound masking to live? Can it be mounted on the wall in the secure room for easy access and control?

• Per our Security Office, Mr. Bush, it can be mounted in the secure room/farthest distance from the entry door.

5. Would we be allowed to replace the ceiling tiles in the room with acoustically treated ceiling tiles? Or are only wall mounted tiles preferred?

- Acoustically treated ceiling tiles would be preferred, which will prevent sound from emanating from the top of the room.

- There is no upper guidance that stipulates that you can’t replace the ceiling tiles with acoustically treated ceiling tiles.

6. Please confirm whether the one-year workmanship warranty applies to installation labor only or also includes replacement labor associated with OEM warranty claims.

Yes https://www.gsaadvantage.gov/advantage/ws/catalog/product_detail?gsin=11000070997784 https://www.gsaadvantage.gov/advantage/ws/catalog/product_detail?gsin=11000070997784 https://www.gsaadvantage.gov/advantage/ws/catalog/product_detail?gsin=11000070999826 https://www.gsaadvantage.gov/advantage/ws/catalog/product_detail?gsin=11000070999826

• Warranty for both workmanship and labor with OEM warranty claims

• Pending contracting would prefer to add option for warranty, maintenance, and troubleshooting support as option years out to 5 years o If this can be done with current funding allocation

7. Please confirm expected response time for warranty service support after project turnover. 1 Year

• On site support within 72 hours

• Remote support within 24 hours – answering phone and being able to troubleshoot over the phone

8. Please confirm whether remote support / remote diagnostics are permitted for troubleshooting within this secure environment.

• For issues that can be easily diagnosed through remote support, then sure. There needs to be an expectation that if remote support fails, then it’s expected to have the possibility for technician to come on site for further troubleshooting.

9. Is a preventative maintenance service desired? If yes, please specify preferred frequency: Annual, Semi-annual, Quarterly, Monthly?

• No, it’s not expected that AV equipment of a simplistic nature would require continuous touch maintenance.

• Monthly to quarterly check-ins to ensure equipment is running smoothly which can be phone calls to customer/representatives to keep a line of communication open if issues arise.

• Often enough to ensure firmware updates to the system are current

10. Is this a prevailing wage?

No, this will be a firm fixed price contract.

11.Payment Terms Please clarify the payment structure, including:

- Progress billing milestones – Can be determined by contractor and accepted by customer.

• CLIN items for materials, installation, and maintenance.

• Contract is normally paid after installation and has been accepted.

• Payment should be released after invoice is processed in WAWF (Wide Area

Workflow)

- Retention percentage (if any) None

- Payment terms (e.g., Net 30) Net 30

12. Please confirm if bid bonds, performance bonds, and/or payment bonds are required. If so, specify the percentage and submission timing. N/A

13.Please clarify required duration and number of training sessions.

• 2 sessions, 2 hours a piece

• User training so operators can conduct meetings by themselves geared towards higher leadership positions

• Admin training for fix actions not requiring an AV expert to resolve.

14. Please confirm required contractor qualifications, including:

• Licensing requirements o Can 42nd CONs confirm if any kind of licensing is required?

• AV certifications o Can 42nd CONs confirm if any kind of licensing is required?

15. Free Parking? The distance from the jobsite building?

• Building 892 has plenty of parking spaces at the back of the building and on the side of the building. Please do not park in front, there are designated parking spots for senior leadership.

• Free parking but do not park in the little parking lot between bldg. 892 and 889 as mentioned above is designated for senior leadership. You can use the drop-off lane closest to door to unload equipment and then park in one of the 3 allowed parking spaces surrounding the building.

16. Storage location or any storage space?

• If needed, we can request space through GBC/Facilities representatives such as Mr.

Caldwell or Mr. Highland.

• Equipment if shipped to site should go to the ITAM Warehouse (bldg. 880) which is within 100-200 yards of bldg. 892

• ITAM Warehouse can do short storage 1-2 weeks before all equipment needs to be picked up.

17. Who will have the responsibility for electrical work for AV

• Will there be required electrical work? To my knowledge, there weren’t any requirements for electrical documented anywhere. For any electrical requirements that are needed, these need to be communicated early as possible to TSgt Alexander Morris and TSgt Christopher Ware.

• Vendors will need to provide any electrical work required via internally or subcontracted out by them.

• Required electrical work should have been accomplished already from market research but if more is required for the acoustic masking then vendor will accomplish this but notify us as soon as possible to notify CES if current 332 doesn’t cover it to process it with CES correctly.

18. Please confirm whether the existing wall designated for the 65-inch display installation has sufficient structural backing to support a wall-mounted display with articulating / 360-degree swivel mount, or if additional blocking/reinforcement will be required.

• For reference, much larger TVs are mounted in a room in the same building. Since there will be an articulating swivel mount, then it would be advisable to reinforce the mount for long-term integrity.

• Walls have steel studs and we have a 75” commercial tv mounted in our office without extra reinforcement.

19. Insurance or any forms to notarized?

• This would be a contracting item

• We would have the customer sign off on an acceptance form for us, but we need all:

o As-Builts documenting the system, connections, etc.

o List of materials o Uncompiled code

20. Please confirm whether removal and disposal of any existing AV equipment, legacy cabling, wall-mounted devices, brackets, abandoned hardware, or obsolete peripherals are included in contractor scope.

• There isn’t any pre-existing AV equipment

21. Please confirm whether patching, repair, and finish restoration of wall surfaces resulting from demolition or equipment relocation is included in contractor scope.

• If the contractor damages the wall, then it will be expected that repairs will be made.

22. Please confirm whether the contractor is responsible for removal, relocation, or temporary protection of existing room devices including printer, multifunction device, switch, modem, and secure room peripherals shown in the floor plan.

• No, the contractor isn’t expected to remove or relocate pre-existing devices in the floor plan.

• Temporary protection if needed after discussing with escort if any work will cause particulates to get into device IE cutting, painting, etc o Temporary protections such as clear plastic covering, government personnel storing device in safe or moving to different side of the room.

23. Please confirm whether all required electrical work shall be performed by Government personnel, base electrical, or by the awarded contractor.

• What required electrical work is required? The only electrical work performed is for location where the TV is supposed to be mounted.

• Vendor will need to accomplish any new electrical work required after notification of what needs to be done to ensure it is cleared by original 332 or new approval from civil engineering squadron.

24. How will the 2x control panel be mounted? Wall or tabletop? Where exactly are the two located?

• Both controls’ panels will be tabletop mounted; we will not be wanting them on the wall.

• Ideally, the locations for the 2 control panels will be the conference table and the café desk area. For the café desk area, this gives the leadership the future option for someone to run the SIPR meetings.

25. How many total HDMI inputs will there be?

• Are we talking inputs as the number of devices connecting to the system? If so, then having both VDI at the conference table and café desk are ideal areas. This correlates with where both the control panels will be situated.

• The desk needs 1 HDMI along with USB connections to allow teams to fully function with displaying, access to speakers, microphones, and camera.

• The conference table needs 1 HDMI along with USB connections to allow teams to fully function with displaying, access to speakers, microphones, and camera.

• At least 2 total HDMI inputs for the 2 government furnished equipment computers

• If there is more required for the system to function, then that is for the vendor to determine to facilitate meet the requirement of connecting two computers to the system

26. It was mentioned in the bid documents, that "the Contractor is not responsible for any network connection". Will the AV network switch be provided by clients and any AV related network connection work as well?

• When a network connection is being talked about, it refers to the current SIPR network connection. The contractor isn’t being made responsible for it, the military is responsible for ensuring the SIPR connection and its connectivity. If an AV switch is required for the project, then the contractor must meet TAA compliance.

• Vendor will be responsible for the AV network, since it’s a standalone network. The SOR verbiage is about the government network, which doesn’t include the AV network.

27. Regarding the RED CAT6 mentioned in the bid documents, where is this cabling heading to? Do you have an estimate length? Can we assume there are already configurations and conduits that we don't need to touch if all are working okay.

• As mentioned in the diagrams, there is a COMSEC safe on the floor. This houses the TACLANE, which converts the NIPR network connection pipe into the device. SIPR is tunneled directly inside the NIPR network connection.

• We do not have estimate length of the RED CAT6 cable, but it will run from the COMSEC safe to the CAFÉ desk and conference table. This can be determined by the contractor, so long as the cable has enough length to reach the VDI terminals at the café desk and conference table.

• We request that the contractor run new RED CAT6 from the COMSEC safe area to the café desk and conference table, as requested in the statement of requirements.

• We are also expecting the contractor to setup the new RED CAT6 with a neat appearance. Additionally, the RED CAT6 must be in a clear piping to ensure the cabling remains visible from the COMSEC safe to the café desk and conference table.

• The cabling will only be in the room starting from the safe over to the device locations. Please ensure there is a maintenance loop.

28. Please confirm that part of our scope is to install sound dampening materials on the walls of the room.

• It is referenced in the statement of requirements regarding sound dampening materials, which is to reduce sound leakage from the room. It was also mentioned by the contractors that there are sound acoustic ceiling tiles, which can also be used to reduce sound leakage. This is something that we were not aware of as a solution, which can be utilized.

• Yes, the vendor will have sound dampening material installed on walls and ceiling tiles either themselves or subcontracted.

29. Any other devices that will be integrated into the system?

• Virtual Desktop Infrastructure devices (VDIs), these are simple devices allowing access to SIPR. These devices do not directly store information on them. These will be primary interface from SIPR to the AV system. There will also be the TV utilized mounted in front of the conference table. There are also monitors that can be utilized at the conference or café desk.

30. Are there existing racks that we can utilize?

• There are no pre-existing racks in the room. Will these be required for just an AV bar and control system hooked up to a TV, VDIs, and monitors?

• Vendor will need to provide a small rack if required

31. Aside from Teams, what other platforms are you using for conference call?

• To our knowledge, there are no other platforms being utilized on SIPR for conference calls besides TEAMs. TEAMs is the primary platform for conference calls on the SIPR network for the Air Force.

• Cant confirm if these are being utilized but Cisco Webex and if there are any DISA ones would be preferred that work as well

32. Sound masking speakers are usually outside the room, not inside the room. Best practice would be to place these around the perimeter of the conference room. Is this acceptable?

• This is acceptable, because if the contractor is installing sound acoustic panels inside the room, then sound masking makes more sense on the outside of the room where the walls might still have sound leaking into other areas. The door entering the room and parts of the room where the wall is thinner will be the areas of concern. This will require adjusting and checking after installing the sound acoustic panels. Our primary goal is to reduce sound, not eliminate due to costs.

33. What is the ceiling height? We have wall dimensions but not the height.

• 9 ft floor to ceiling

34. What are the dimensions of the door?

• Door is a standard 36”

35. Who will handle wall repairs and repainting?

• Painting was not listed in the statement of requirements, but if required, then GBW will be doing this themselves. If the walls are covered with sound acoustic materials, then it wouldn’t be required to paint the walls.

36. Who will remove wall decorations upon installation of the sound dampening materials?

• There was no wall decorations currently installed.
