About this file

This document is a Questions and Answers (Q&A) file related to a federal contract opportunity for a DAMAS Kit Airlift Shoring system. The key details are:

The contract is to procure and deliver one DAMAS kit to support C-130 loading for the AN/TPY-4(V)1 radar. The contractor will be responsible for ensuring the equipment meets the manufacturer's specifications and the Statement of Work (SOW) requirements. The SOW specifies a weight capacity of 20,000 lbs. per axle and interface with C-130 aircraft, though the maximum C-130 axle capacity is 13,000 lbs. The government is providing a waiver for the higher axle load. The solicitation does not require ATTLA certification, as the shoring system has been previously certified for C-130 use. Contractors can provide either lightweight wooden or aluminum pedestal shoring. This is a new requirement, not an incumbent contract. The contract is for the DAMAS kit only, not the service of setting it up during loading.

#QuestionGovernment Response/Answer
1On the SOW, paragraph 3. it states “weight capacity of 20,000 lbs. per axle and must interface with C-130 aircraft.”, and it has the Ramp Pedestal dimensions as, “Length 18” Width 30 …”. The maximum axle capacity of the C-130 is only 13,000lbs, and the C-130 Ramp Pedestal only requires an 18”x18” area. Is this also to be used for C-17 loading? If so you might want to include C-17 Loading in paragraph 1.We are receiving a C-130 axle load waiver for greater than 13,000 lbs. The shoring is not required for loading on the C-5 or C-17.
2Without seeing the ATTLA certification for the AN/TPY-4(V)1 Radar, it is difficult to determine the characteristics based solely on the combined synopsis. (No classified info is allowed on ATTLA certs, so you could include it in the solicitation on SAM.gov).
a.Some trailers that are being winched into an aircraft require a center runway to support a tongue wheel. Is this solicitation for 2-runways or 3-runways?
b.Some trailers have very small diameter wheels/tires, smaller than normal “highway-sized” tires. This is commonly found on helicopters, AGE equipment, or caster wheels. Does this trailer have smaller than normal tires/wheels?
c.Will the trailer be towed into the aircraft or winched. If it will be towed, what is the expected prime mover? How heavy are the axles of the prime mover (towing vehicle)?a. 2 runways. The PG is on Mobilizers, this allows Roll On/Roll Off (RO/RO)

b. Large tires, max tire pressure less than 100psi

c. The PG will be winched in

3What is meant by “support contract C-130 Loading” in paragraph 1 of the SOW (and again in paragraph 10 of the combined synopsis/solicitation file)? Also in paragraph 10 of the combined synopsis file it states, “The contractor shall be responsible for ensuring all services and parts…”. It can be construed that the contract will not only be for the DAMAS shoring kit, but also includes setting it up at the time of loading/deployment. Will this be a contract for only a product (e.g. shoring kit), or will it include a service to “Support Contract Loading”?The contract is only for the shoring kit. AirForce personal will deploy the shoring.
4On “Figure 42” it shows a box (TPY-4 System Equipment) in front of an item with wheels. How is that item loaded? Is it palletized or floor loaded? I just want to know about any other items that may transverse across the shoringThe item with wheels is the Mobilizer used for loading the TG (Transceiver Group – radar antenna).
5There are two products we offer for Pedestal Shoring stack. a. Lightweight western red cedar. Patterned off of the "old school" wooden shoring, but much lighter, and naturally resistant to mold, mildew, and insect infestion. b. Aluminum Pedestal Shoring. Which would you prefer?Aluminum Pedestal Shoring
6Will the government please clarify if there is an incumbent providing service on this contract or is this level of effort a new need? This a new need/requirement.
7The Cert will tell me the capacity the ramps need to be, the width of the ramps and the load angle that needs to be achieved. This is what I want to confirm. The shoring system has been ATTLA certified previously for use on the C-130. We are not requesting any modifications to the design, therefore we would not need to ask for an ATTLA recertification.
