1) In the Attachment 1 - COMBO Fire Suppression package it states, “*NOTE*: The PWS requires a level of service. It is the determination of the vendor on the amount of personnel proposed to satisfy the PWS requirements however, the required experience on the chart below must be apparent within the resumes for proposed personnel.”, however, there is no chart with the info. Can you provide chart please? It states in the PWS package, certificates of Service Contracts Mangers should be provided 5 business days after the contract is awarded so I just wanted to make sure this is not something we have to provide within Bid Offer.

This was included in error. Please reference the updated COMBO, which reflects the following:

15. The provision at 52.212-2 Evaluation – Commercial Items applies to this acquisition.

a. The Government will award a contract resulting from this solicitation to the responsible offeror whose offer conforming to the solicitation will be most advantageous to the Government, price and other factors considered. The following factors shall be used to evaluate offers:

i. Factor 1 – Technical Factor: The vendor will be evaluated as acceptable or unacceptable according to the following definitions: (a) Acceptable: The proposal clearly meets the minimum requirements of the solicitation.

(b) Unacceptable: The proposal does not meet the minimum requirements of the solicitation.

ii. Factor 2 – Price: ONLY quotes that are evaluated as Technically

Acceptable will be evaluated for Price. The price evaluated for this factor will be the sum of the base year and all four option years. Price will be evaluated for reasonableness in accordance with FAR 13.106-2

2) What are the hourly wages?

3) Per walk through, please provide frequencies for each system.

For frequencies please see the Bid Schedule and Explanation of dates attachment titled:

4) Please clarify what kind of clean agent Hanscom AFB and Sagamore has and the quantity of any/all associating initiating devices (pulls, smokes, etc.)/abort switches, if any. Appendix A states there are 8 clean agents.

B1435 has 3 clean agent systems – All 3 systems are NOVEC 1230. Cylinders: 10. Total agent quantity:

(2553 Cu. Ft.) Smoke detectors: 71. Aborts: 4. Manual stations: 4

B1646 has 2 clean agent systems. Both systems are INERGEN. Cylinders: 20. Total agent quantity: (8780 Cu. Ft.) Smoke detectors: 17. Aborts 3. Manual stations: 3

Sagamore Hill has 3 clean agent systems – All 3 systems are INERGEN. Cylinders 8. Total agent quantity:

(4443 Cu. Ft.) Smoke detectors: 8. Aborts: 3. Manual stations: 3

Additionally – B1646 has 2 VESDA Systems and Sagamore hill has 3 VESDA systems.

5) What is the GPM for each fire pump in Hanscom AFB?

1108 Fire Pump: 1000 GPM

1109 Fire Pump: 1000 GPM

1305 Fire Pump: 750 GPM

6) Please confirm the following systems to be included for each Location’s scope of work (I only saw Sagamore listed as a location in Appendix A, Fire Supp System List):

a. Hanscom AFB: Wet SP, Dry SP, Pump, PIV, Clean Agents, Standpipe, and Backflow This is correct

b. Sagamore: Clean Agent System ONLY This is correct

7) In Appendix C in the PWS, it lists criteria for Pre-action/Deluge Systems, however, they are not listed as such in Appendix A (Fire Supp System List). Can you please advise? If there are Pre-action/Deluge Systems in each site, please provide quantity, location, and number of initiating devices (smokes, heats, pulls) associated with each and the last time they were inspected (month/yr).

There are no Deluge or Pre Action Systems at Hanscom AFB

7) What is the last inspection date(s) (month/yr).for the clean agents, fire pump, wet SP, dry SP, PIVs and standpipes?

Last inspection dates:

Clean agent systems: 7/2017 VESDA systems: 6/2017 Fire Pumps: 8/2017 Wet pipe sprinkler systems: 10/2016 - 11/2016 Dry pipe sprinkler systems: 10/2016 - 11/2016 PIVs: 10/2016 – 11/2016 Standpipes: 5/2016)

8) One of the engineers in the walk through mentioned there are restaurants with Kitchen Hood Suppression Systems. Did they want those systems included in the bid to be tested & inspected? If so, please provide the type/name of supp system, number/size of cylinders, number of links/nozzles, number of pulls, number of abort switches, if any.

The Kitchen Hood Suppression Systems are covered under a separate contract – Those systems ARE NOT included in this contract
