1. This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; proposals are being requested.

8. Description of requirements for the items/services to be acquired: PWS - The contractor shall, inspect, test, and perform maintenance (ITM) on the wet/dry pipe/clean agent sprinkler systems, standpipe systems, post indicator valves (PIV) and backflow preventers attached to fire mains in a manner that will ensure their serviceability and operation. For details see pages of this performance work statement (PWS).

13. Additional Information:
Be advised that funds are not presently available for this contract. The Government has a reasonable expectation of funds for this requirement and an award would come only if those funds become available.
Be advised that all interested parties must be registered in the System for Award Management (SAM) Database prior to award. If you are not registered you may make a request through the SAM website at http://www.sam.gov.
Be advised that all interested parties must be registered as a small business in the Small Business Administration (SBA) Dynamic Business Search Database under the proper NAICS Code in prior to award. IAW DFARS 252.232-7003(b) all invoices shall be submitted via Wide Area Work Flow (WAWF) located at https://wawf.eb.mil/. (Procedures and POC’s specific to this contract will be added to the contract).
14. The provision at FAR 52.212-1 Instructions to Offerors apply to this acquisition.
Addendum to FAR 52.212-1, Instructions to Offerors
The following is to be added to Instructions to Offerors FAR 52.212-1(b):
a. Please provide your price quote on the attached Bid Schedule.
b. The proposal in its entirety shall not exceed twenty (20) pages, double sided.
c. Please proved the following documentation in your proposal:
i. Price Quote
ii. Technical Proposal iii. Resumes and required documentation/certification listed in Factor 1 below.
NOTE: The aforementioned documentation are required for a quote to be considered acceptable for contract award.
d. A site visit will be held on Hanscom AFB and Sagamore Hill Observatory on Tuesday, 8 August 2017 beginning at 10:00AM EDT.
You must contact Crystal Lavoie at crystal.lavoie@us.af.mil and TSgt Raymond Lena at raymond.lena@us.af.mil by COB on Monday, 7 August 2017 to register for the site visit to gain access to the base. All contractors MUST be pre-registered to attend. Entry information will be provided once registration is confirmed.
e. All questions are due before 4:00PM EDT, Thursday 10 August 2017;
answers will be posted NLT COB 15 August 2017.
f. Do NOT post offers to FedBizOpps.

15. The provision at 52.212-2 Evaluation – Commercial Items applies to this acquisition.
a. The Government will award a contract resulting from this solicitation to the responsible offeror whose offer conforming to the solicitation will be most advantageous to the Government, price and other factors considered. The following factors shall be used to evaluate offers:
i. Factor 1 – Technical Factor: The vendor will be evaluated as acceptable or unacceptable according to the following definitions:
(a) Acceptable: The proposal clearly meets the minimum requirements of the solicitation.
(b) Unacceptable: The proposal does not meet the minimum requirements of the solicitation.
ii. Factor 2 – Price: ONLY quotes that are evaluated as Technically Acceptable will be evaluated for Price. The price evaluated for this factor will be the sum of the base year and all four option years. Price will be evaluated for reasonableness in accordance with FAR 13.106-2
16. Award will be made on the basis of the Lowest Evaluated Price of Technically Acceptable quotes in accordance with FAR 13.106-2 to the contractor who is determined to be responsible in accordance with FAR 9.103.
17. (b) Options. The Government will evaluate offers for award purposes by adding the total price for all options to the total price for the basic requirement. The Government may determine that an offer is unacceptable if the option prices are significantly unbalanced.
Evaluation of options shall not obligate the Government to exercise the option(s).
18. (c) A written notice of award or acceptance of an offer mailed or otherwise furnished to the successful Offeror within the time for acceptance specified in the offer, shall result in a binding contract without further action by either party. Before the offer’s specified expiration time, the Government may accept an offer (or part of an offer), whether or not there are negotiations after its receipt, unless a written notice of withdrawal is received before award.

19. If any vendor has not completed the provision FAR 52.212-3 with Alt 1, Offeror Representations and Certifications -- Commercial Items electronically at the System for Award Management (SAM) http://www.sam.gov website, the vendor shall complete only paragraphs (c) through (o) of this provision and submit it in their proposal. A vendor shall complete only paragraph (b) of this provision if sections of their electronic Reps and Certs are updated or are not applicable for/to this specific solicitation.
20. The clause at 52.212-4 Contract Terms and Conditions – Commercial Items applies to this acquisition.
