REVISED GOVERNMENT SCOPE OF WORK
DISMANTLE/REMOVE BLAST SHIELDS
BAEY XX-XXXX
Date: 09 MAR 2011
1. GENERAL SCOPE OF WORK: This project entails the dismantlement/removal of approximately 28 sets of blast shields on the Mass Parking Apron (MPA) on the flightline. Each set of blast shields consists of two separate structures. There are approximately 33 sets of blast shields in total, two sets to remain in place.
2. MAJOR ITEMS OF WORK: Work includes but is not limited to the following items:
2.1. Leave one single 50’ blast shield in place at the T-38 run-up spot. Leave one single 80’ blast shield in place at spot 16 for U-2 run-up spot. Leave one set of 50’ and one set of 80’ blast shields in place just to the south of spot 16. Actual blast shields to be demolished shall be marked by the Government prior to contract award. One set of blast shields shall be moved to a location directed by the Government and retained at Beale AFB – storage location TBD.
2.2. The dismantlement/removal of the blast shields on the MPA shall include removal of the bolts that the blast shields are attached to. Upon completion of removal, the apron surface below the blast shields, to include the bolt stubs, shall be smooth and at grade or below.
2.3. Recycle the scrap metal from the blast shields.
3. WORK AREA AND WORK RESTRICTIONS: Work area is in a restricted area and work hours from 7:00 A.M. to 6:00 P.M. shall be observed. A Free Zone package (delineating the area where Contractor personnel will be granted work-related access) will be requested by 9th Civil Engineering Squadron (9th CE) from the 9th Security Forces Squadron, and the resulting guidelines will be provided to the Contractor within five (5) days from the effective date of the contract for this effort.
3.1. As the working area is on the flightline, the Contractor shall be required to be briefed/trained on flightline construction/driving procedures by the Airfield Manager. [Said briefing and training is a Government responsibility which must be accomplished within three (3) days from the effective date of the contract directing this effort.] A flightline temporary airfield construction waiver will also be required. [Said waiver shall also be requested by and provided to the Contractor by the Government within three (3) days from the effective date of the contract.] A burn permit will be required from the Beale AFB Fire Department. [Obtaining the same shall be a Government responsibility; and the completed permit shall be provided to the Contractor by the Government within three (3) days from the effective date of the contract.]
3.2. Please note, in reference to the Work Area and Work Restrictions, the revised diagram showing the fence line. This diagram is attached below.
3.3. Contractors shall begin work on the northeast side of the apron where the T-38s are which is out of the restricted area. The Government will make provisions for their aircraft not to be parked on the very eastern line which should allow ample space for the Contractor to perform tasks incident to this Statement of Work. Contractors may request modifications; and the Government will attempt to and work out any issues after contract award…based on the equipment Contractors will be using. The delineation of the “northeast” side of the apron once we move to the restricted area is the restricted area (red) line. The boundary will be the red line to the east, north and west and the fence to the south with entry by the ECP. When work is on the south side, the red line to the east, south and west and the fence to the north will be the boundary with the entry by the other ECP as indicated on the map. There will be no aircraft within the work area while the Contractor is in the restricted areas.
3.4. The Free Zone will be comprised of a fenced area featuring an unmovable fence...stretching across the entire apron...resulting in the Contractor’s working on either side of the fence when addressing the blast shields on the respective sides of the fence. The length of this fence shall be 940 feet. The fence shall preferably be red in color, shall be hung using sufficient temporary supports to maintain the integrity of the fence in the type of weather reasonably to be expected at Beale AFB, and shall be equal to or better than the brand “Guardian Barrier Fence” (found at Tractor Supply Company):

4. SUBMITTALS: Prior to the commencement of work the Contractor shall provide the following specific documents to the Contracting Officer:
4.1. Safety Plan for Airfield Waiver (an example of the same will be provided to the Contractor by the Government within three (3) days after the effective date of any Contract for the contemplated effort)
4.2. Risk Assessment for Airfield Waiver (an example of the same will be provided to the Contractor by the Government within three (3) days after the effective date of any Task Order for the contemplated effort)
4.3. Plan for removal of blast shields including bolt removal. Said plan will be provided within five (5) days from contract effectivity.
4.4. Assume Lead Base Paint is present and provide a plan for compliance with all applicable requirements
5. DESIRED PERFORMANCE PERIOD: Reference to a completion date of 29 March 2011 is hereby deleted.
Contractors are requested to indicate in their proposals a start date and a completion date for their efforts.
Contractors should be aware that it would be preferable, but would not be mandatory, that effort be completed prior to the Beale AFB Air Show...which takes place from 29 April to 1 May 2011.
If the successful offeror presents a schedule that estimates completion before the air show; the government may, depending upon the completion date, make an immediate award...anticipating an immediate start.
If, on the other hand, the successful offeror presents a completion date that is after the beginning of the air show (29 April) or presents a schedule that the government believes may pose the risk of the contractor being present on the airfield apron during the scheduled airshow dates, the government may delay the start of the project until after 1 May 2011.
THE POINT OF THE CHANGE IS THAT THE GOVERNMENT MUST HAVE USE OF THE FULL APRON AREA DURING THE PERIOD OF THE AIRSHOW.
6. INSPECTION AND ACCEPTANCE: Inspection and acceptance of completed effort will be the responsibility of the Government. In this regard, Anissa Williams of 9th CE shall be the responsible inspector. Payment shall be made to the Contractor by the Government upon presentation of a dated Certificate of Completion signed by the Government’s inspector. This individual will also be the point of contact for the Contractor for submittal of questions to the Government in respect of this task. A written record of such questions (and responses) shall be provided weekly to the Contracting Officer.
7. EXCLUSION PERIOD: Not applicable for this project
8. DESIGN REQUIREMENTS: Design requirements have not been developed by the Government for this task. The Government seeks that the task be completed with the requisite care and experience of a dismantlement Contractor who is knowledgeable of health, safety, and environmental regulations which may be applicable to the effort; and with due attention to, and compliance with, the plans in respect of this task that have been submitted by the Contractor and approved by the Government.
9. GOVERNMENT FURNISHED MATERIALS: No government furnished material will be provided with respect to this Task Order. However, a porta-potty is present on each end of the work area…inside of the security fence. The Contractor shall be afforded use of this convenience.
10. DAMAGE TO APRON SURFACE: The Contractor shall not be responsible for incidental damage to the Apron surface. Notwithstanding, the Contractor shall be responsible for repair of damage resulting from the gross negligence of the Contractor, its agents, or employees.
11. ATTACHMENTS:
