JET BLAST SHIELD DISMANTLEMENT

SOLICITATION F1H3AF1012A001

POST-SITE VISIT QUESTIONS AND ANSWERS

Question:

What provisions must be made for the one set of two shields each that will be remaining at Beale AFB?

Response:

The shields may be stacked at an area to be disclosed by the Government during the course of performance.

Question:

Will contractor personnel require flight line training in order to obtain a flight line driver’s license?

The Government will investigate this and will advise by a supplemental posting on FedBizOpps.

Will there be a lay down area for the shields (contractor would like to bring in a 40’ dumpster)?

As to a lay down area, the Government will investigate this and will advise by a supplemental posting on FedBizOpps.

May dumpsters be brought into the ramp area?

No.

Will contractors require flight line escorts?

The Government’s notional solution would be to arrange for escorts to a contractor-fenced “free zone” within the Apron area. [This “free zone” would move as the contractor progresses in its removal operations] However, this concept has to be approved by the airfield manager and security forces; and therefore, the question cannot be answered at this time. In this regard, it should be noted that if the concept is approved, the contractor will have to provide fencing acceptable to security forces and perhaps the airfield manager. Please note that the Government will investigate this and will post a supplemental answer in FedBizOpps.

If a contractor chooses to use a cutting torch will a burn permit be required?

Yes, a burn permit will be required. Obtaining the same will be one of the contractor’s first tasks. The contractor will proceed to a designated fire station where the permit can be arranged in just a short time.

Must a bond be posted?

No.

How is the proposal to be priced?

The contractor’s proposal is net of recycling costs. As an example: if the contractor’s estimated cost + profit were to be $150,000 and the recycling value of the material were estimated at $40,000, the contractor’s proposal would be $110,000

Can aircraft be moved to allow the contractor working area?

Yes, this is likely; but it will require pre-coordination, so any contractor request should be made as early as possible.

Do contractor vehicles require flags or flashers when operating in and around the work area?

Flashers are required.

Will there be “porta-potties” provided?

The Government will investigate this and will advise by a supplemental posting on FedBizOpps.

NOTE:

AS PER A REVISED POSTING ON FED-BIZ-OPPS, THE DUE DATE FOR THIS PROPOSAL HAS BEEN EXTENDED TO 4:00 PM, PACIFIC STANDARD TIME, ON 23 FEBRUARY 2011.

NOTE:

NO ADDITIONAL QUESTIONS WILL BE ENTERTAINED AFTER THE CLOSE OF BUSINESS, 4:00 PM, PACIFIC STANDARD TIME, ON 17 FEBRUARY 2011.
